Start with this diagnostic checklist
omi9.dll is a legacy Microsoft file, and a missing omi9.dll usually points to an old Outlook or MAPI installation rather than a damaged Windows system file. Do these checks before copying anything:
- Which program shows the error: Outlook, an old mail client, an Office-linked application, or an unknown executable?
- When did it begin: after a Windows upgrade, Office change, another mail program installation, antivirus quarantine, or an incomplete reinstall?
- What Windows architecture are you using: open Settings → System → About and check System type.
- Is the requesting program old: Outlook 2000 and other legacy 32-bit MAPI software are the main context for this file.
- Where does the file appear to be missing from: a known Office/MAPI folder, or an unfamiliar directory?
Do not begin by downloading omi9.dll from a DLL collection site. The correct repair is normally to restore the complete application component that requested it.

What is omi9.dll?
omi9.dll is a historical 32-bit Microsoft Outlook/MAPI component associated with the OMI messaging subsystem. Third-party inventories commonly describe it as part of Microsoft Exchange, but Microsoft’s own security bulletin places Omi9.dll in the Outlook 2000 file set.

For NT-based Windows versions, including the Windows NT family that preceded modern Windows, Microsoft lists related files named omint.dll and omipstnt.dll instead. Those files are not interchangeable with omi9.dll.

Microsoft documents historical Omi9.dll builds, including version 5.5.3201.0, dated September 22, 2005, with a size of 458,240 bytes. Older Office 2000 materials list other builds, so there is no universal version or file size that is correct for every installation. See Microsoft’s MS06-012 file information.
This is not a normal Windows 10 or Windows 11 system DLL. It is also not a Visual C++ runtime, DirectX component, or .NET file. You should not expect it to be present in C:WindowsSystem32 or C:WindowsSysWOW64.
What the error means
The historical Outlook message is:
Cannot start Microsoft Outlook. A required component is missing: OMI9.DLL. Please install Microsoft Outlook again.

The Mapi32.dll message matters because MAPI is the messaging interface used by older mail software. Installing another messaging application, changing Outlook’s messaging mode, or leaving two incompatible MAPI providers behind can break the chain of files Outlook expects. Microsoft’s archived KB 318662 documents the missing OMI9.DLL and related Mapi32.dll errors in a historical Outlook 2000 and Windows XP scenario.
A modern Outlook installation requesting this file may be launching a legacy add-in, an abandoned application, a compatibility wrapper, or the wrong executable. It does not automatically mean that Windows itself is missing a component.
Fix 1: Identify the program requesting the file
Before repairing Office, confirm which executable produces the error.
If the message appears when opening Outlook
The parent application is probably an old Outlook installation or a damaged Outlook MAPI configuration. Continue with the Office repair steps below.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
If another application produces the message
Write down the application name and installation path shown in its shortcut:
- Right-click the application shortcut.
- Select Properties.
- Open the Shortcut tab.
- Read the Target field.
- Select Open File Location if available.
- Note whether the program is clearly associated with Microsoft Office, Exchange, an old mail client, or an unknown publisher.
Do not repair a modern Office installation blindly if the error comes from an unrelated legacy program. The application named in the error owns the repair.
If an unknown program requests it
Treat that as a security investigation rather than a normal Outlook repair:
- Right-click the executable.
- Select Properties → Digital Signatures.
- Check whether the signer is Microsoft or the expected software vendor.
- Open Windows Security.
- Select Virus & threat protection → Scan options.
- Run a Full scan.
The filename alone does not prove that a copy is genuine. A file outside a known Office or application directory, without a valid signature, deserves additional review.
Fix 2: Check antivirus quarantine
Security software may quarantine an old DLL if it is damaged, unexpectedly modified, or flagged by a detection rule. Restore it only when you can verify that it belongs to the expected Outlook or Office installation.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an entry naming
omi9.dllor the parent Outlook executable. - Expand the entry and review the detected path and action.
- If the path belongs to the known Office installation and the detection is clearly a false positive, use Actions → Allow on device only if your security policy permits it.
- Repair or reinstall the parent application afterward.
- Submit the file or detection to the security vendor as a possible false positive.
Do not disable antivirus protection broadly to make an old Office installation run. If the file is in an unfamiliar directory or the requesting program is unknown, leave it quarantined and investigate the application first.
Fix 3: Repair the Office installation
For a supported Microsoft Office installation, repair is safer than replacing an individual DLL. Microsoft’s current repair path is:
- Close Outlook and every Office application.
- Right-click Start.
- Select Installed apps on Windows 11, or Apps and features on Windows 10.
- Find Microsoft Office or Microsoft 365.
- Select the three-dot menu, or select the Office entry and choose Modify.
- Choose Quick Repair.
- Select Repair and follow the prompts.
- Restart Windows.
- Test the application that produced the error.
If Quick Repair does not help, repeat the process and choose Online Repair. Online Repair replaces more of the Office installation and may require an internet connection and sign-in details. Microsoft describes these options in its Office application repair instructions.
This repair path may not recognize or restore an Office 2000 installation. Office 2000 is obsolete, and its original installer or a controlled enterprise deployment source may be required.
What success looks like
The application should open without the OMI9.DLL message. If Outlook opens but reports a MAPI error, or another old application still requests the file, the installation may contain mixed Office versions or an incorrect MAPI provider. Move to a complete reinstall rather than copying a single DLL.
Fix 4: Reinstall the legacy Outlook or MAPI application
For Outlook 2000 or another old program, reinstall the complete application from its original Microsoft media or a legitimate organization-managed installation source.
Before removing anything:
- Back up Outlook data files, especially
.pstfiles. - Record existing email account settings if they are still available.
- Confirm that you have the original product media, license information, and applicable updates.
- Check whether the application must run inside a supported compatibility environment.
Then:
- Open Control Panel.
- Select Programs → Programs and Features.
- Select the old Microsoft Office or Outlook installation.
- Choose Uninstall or Change.
- Follow the original installer’s removal or maintenance options.
- Restart Windows.
- Install the complete Outlook or Office package again.
- Restart once more.
- Test Outlook before adding third-party mail software or old add-ins.
Do not install only omi9.dll. Outlook’s MAPI files, configuration, registry entries, and supporting components must match one another. A DLL from another Office release may load far enough to create a new error while leaving the underlying installation broken.
If the old installer will not run on Windows 10 or Windows 11, use a supported compatibility environment or migrate to a supported Outlook and Office version. Running Office 2000 on an internet-connected modern system creates compatibility and security concerns.
Fix 5: Create a fresh Outlook profile
A corrupted Outlook profile was a documented cause of the historical startup failure. Preserve your existing data before testing a new profile.
- Close Outlook.
- Open Control Panel.
- Set View by to Small icons or Large icons.
- Select Mail or Mail (Microsoft Outlook).
- Select Show Profiles.
- Select Add.
- Enter a name for the new profile.
- Configure the account when prompted.
- Under When starting Microsoft Outlook, use this profile, select Prompt for a profile to be used.
- Start Outlook and choose the new profile.
If Outlook works with the new profile, the original profile is damaged or contains an incompatible provider. Reconnect existing data carefully rather than deleting the old profile immediately. If a local .pst file is involved, retain a backup before importing or opening it.

Disable compatibility mode for the historical XP-era problem
If the failure began after an upgrade to Windows XP or after someone changed compatibility settings:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Find the Outlook executable or its shortcut.
- Right-click it and select Properties.
- Open the Compatibility tab.
- Clear Run this program in compatibility mode for.
- Select Apply, then OK.
- Start Outlook again.
Compatibility mode can be useful for some applications, but applying the wrong mode to Outlook can cause older MAPI components to be selected incorrectly.
Fix 6: Remove conflicting messaging software
The related Mapi32.dll is corrupt or the wrong version message can appear after another mail application changes the default MAPI provider.
- Open Settings → Apps → Installed apps.
- Review recently installed mail clients, messaging tools, and Outlook add-ins.
- Select the software you no longer need.
- Choose Uninstall.
- Restart Windows.
- Repair or reinstall the intended Outlook installation.
- Test Outlook before reinstalling optional messaging software.
Do not delete Mapi32.dll manually. Do not replace it with a file from a different Office release. The correct MAPI provider must be installed and configured by the parent application.
Fix 7: Check Windows component integrity
SFC and DISM repair Windows component corruption. They generally do not restore a non-system Outlook 2000 DLL, so use them when Windows has other integrity symptoms, not as the primary omi9.dll fix.

- Restart Windows if requested.
Then open an elevated terminal again and run:
sfc /scannow
Wait until verification reaches 100 percent, then restart and test the application.
A message that Windows Resource Protection repaired files is useful for Windows corruption, but it does not prove that omi9.dll was restored. If the same Outlook error remains, repair or reinstall Outlook.
Repeating SFC and DISM without identifying what changed usually wastes time. Outbyte PC Repair can provide a scan that shows what it identifies before any repair, which may be useful when manually comparing Windows symptoms and repeating DISM/SFC has not clarified the problem; the full version performs the repair, but reinstalling the application remains the definitive fix for an app-specific missing DLL.
Fix 8: Check drivers only when another device problem is present
A display, printer, storage, or motherboard driver does not normally install omi9.dll. Driver work is relevant only if the same failure began with a wider device or Windows compatibility problem.
To update a specific driver:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if prompted.
To reinstall a malfunctioning driver:
- Open Device Manager.
- Right-click the affected device.
- Select Uninstall device.
- If offered, select the option to remove the driver package.
- Select Uninstall.
- Restart Windows.
- Install the driver from the device manufacturer or let Windows rediscover it.
Outbyte Driver Updater can show which installed drivers it finds outdated instead of making you hunt through Device Manager and manufacturer pages; its full version performs the driver installation, but updating a driver will not replace a missing Outlook component.
Should you run regsvr32 omi9.dll?
No. regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer. It is not a generic missing-DLL repair command.
The command:
regsvr32 omi9.dll
does not rebuild Outlook, repair MAPI, restore missing dependencies, or make an untrusted DLL safe. There is no verified evidence that this legacy MAPI DLL should be independently registered as a COM or ActiveX server. If the file is missing, the command fails. If an incorrect file is present, registration can add confusion without fixing the parent application.
Use the application’s installer or repair function instead. Microsoft documents the actual purpose of Regsvr32.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsDo not copy omi9.dll into System32
Avoid these common shortcuts:
- Downloading
omi9.dllfrom a random DLL website - Copying a 32-bit file into
C:WindowsSystem32 - Copying it into
C:WindowsSysWOW64without identifying the requesting program - Replacing it with
omint.dll - Using a file from a different Office release
- Installing Visual C++ Redistributables, DirectX, or .NET as a guess
- Running registry cleaners
- Disabling antivirus protection
- Registering the file with
regsvr32
Random DLL downloads can contain malware, have the wrong architecture, use the wrong historical version, or simply fail to repair the damaged MAPI installation. The safe sources are the original Microsoft Office or Outlook installation media, a known-good backup from the same installation, or a legitimate organization-managed deployment. Even then, controlled recovery should be followed by application repair.
If reinstalling still fails
Use this escalation order:
- Confirm the error is generated by the intended Outlook or MAPI executable.
- Remove conflicting mail clients and old add-ins.
- Back up PST files and create a new Outlook profile.
- Remove the damaged legacy Office installation through its official installer.
- Restart Windows.
- Reinstall the complete application from trusted media.
- Test it before restoring add-ins or changing the default mail client.
- Use System Restore only if the failure clearly follows a recent system change and no safer application repair source is available.
- Migrate to a supported Outlook and Office version where practical.
If a modern Microsoft 365, Office 2021, or current Outlook installation requests omi9.dll, inspect legacy add-ins, compatibility wrappers, abandoned software, and file associations. A current Office installation should not normally depend on this historical Outlook 2000 component.
FAQ
Is omi9.dll a Windows system file?
No. It is a legacy Microsoft Outlook/MAPI application component, not a normal Windows 10 or Windows 11 system DLL.
Is omi9.dll part of Microsoft Exchange?
It is commonly labeled as an Exchange or MAPI file, but Microsoft’s strongest primary documentation identifies Omi9.dll in the Outlook 2000 file set. Treat the requesting Outlook or MAPI application as the component to repair.
Recommended Free Tools
Does Microsoft provide a current download for omi9.dll?
There is no current Microsoft redistributable specifically intended to install this file. Obtain it only through the matching, trusted Outlook or Office installation source.
Is omi9.dll 32-bit?
Historical inventories identify it as a Win32 DLL used by old 32-bit software. A 64-bit DLL or a file from another Office generation is not a substitute.
Why does SFC not fix it?
SFC repairs protected Windows system files. omi9.dll is an old application component, so repairing the parent Outlook or Office installation is normally the appropriate solution.
Can I fix the error with regsvr32?
No. regsvr32 is not a universal DLL repair tool, and this file should not be treated as an independently registered COM component without verified evidence.
Recommended Free Tools
Should I use System Restore?
Only when the error clearly began after a recent system change and application repair or reinstall is unavailable. System Restore is not a substitute for rebuilding a damaged legacy Office installation.
What is the safest long-term solution?
If the application is Outlook 2000 or another obsolete MAPI program, move its data and workflow to a supported Outlook or Office release where possible. Microsoft maintains current guidance for supported Office products.
