Seven pirates with a plausible path
1. Monkey D. Luffy — strongest narrative case
Luffy is the clearest choice on narrative grounds: he is the central protagonist, and the story’s final direction gives him more runway than most characters to keep growing. That makes him a plausible eventual surpasser, not a guarantee. A starring role is not itself a comparative combat feat, so the forecast should not be confused with proof that he is already above Kaido or will necessarily finish there.
2. Marshall D. Teach (Blackbeard) — high potential, uncertain ceiling
Blackbeard is a compelling endgame possibility because the story leaves room for his importance and capabilities to develop. The case is prospective: without a verified, direct comparison to Kaido, his eventual ceiling remains uncertain. He belongs among the candidates because of the unresolved nature of his role, not because an official source has established that he is stronger.

3. Shanks — formidable possibility, unconfirmed outcome
Shanks is a natural name in a forecast about the series’ most consequential pirates, but narrative stature alone cannot establish that he will exceed Kaido. His candidacy depends on how the remaining story develops and on what the manga ultimately shows in comparable conflicts. Treat the possibility as credible, not settled.
4. Roronoa Zoro — a growth forecast, not a current ranking
Zoro’s inclusion rests on the prospect of continued development and his importance to Luffy’s crew. That supports a long-range prediction, but it does not establish that he will reach Kaido’s level. The strength of this case depends on future story evidence, so it is less certain than a forecast built on a direct, clearly comparable result.

5. Dracule Mihawk — a ceiling that the story has yet to settle
Mihawk is a plausible candidate because the end of the series may put his abilities and standing into sharper focus. That is an uncertainty-based argument, not a verified claim that he is above Kaido. Until the manga provides a relevant comparison, the case remains open rather than confirmed.
6. Buggy — story prominence is not combat proof
Buggy belongs on a speculative shortlist only with an important caveat: status and reputation do not prove fighting strength. His role could become more significant as the story moves toward its end, but that possibility should not be mistaken for evidence that he can surpass Kaido in a fight. Of the seven, his candidacy is especially dependent on narrative developments rather than demonstrated comparative power.

7. Loki — the most appearance-dependent pick
Loki is a lower-confidence possibility because the case depends on how much the remaining story reveals about his role and capabilities. Limited or evolving story information makes a confident comparison to Kaido premature. He is worth including as a potential endgame factor, not presenting as an established rival or future victor.
