The Yonko, or Four Emperors, are four powerful pirate figures whose influence shapes the New World—not one crew or a fixed government. After the Wano events, the lineup is Shanks, Marshall D. Teach (Blackbeard), Monkey D. Luffy, and Buggy. Each Emperor’s reach comes from a different mix of personal strength, crew, subordinate forces, and relationships with islands or other groups; those relationships can mean protection, political allegiance, or outright occupation.
Who are the Yonko?
“Yonko” (四皇) is commonly translated as “Four Emperors.” It describes a shifting balance of pirate power in the New World. It is not the name of a single crew, and the title does not guarantee that its holders share a common organization or governing system.
The current post-Wano lineup is Shanks, Blackbeard (Marshall D. Teach), Luffy, and Buggy. Before the major changes in the story, the four were Shanks, Whitebeard, Kaido, and Big Mom. Whitebeard’s death preceded Blackbeard’s rise into the group; after Kaido and Big Mom were defeated, Luffy and Buggy joined Shanks and Blackbeard in the lineup. The official ONE PIECE.com Wano Country arc recap confirms Luffy’s victory over Kaido and recognition as a new Emperor. The full roster and succession account are also summarized in this secondary overview. The manga remains the final authority if later chapters change the lineup.
How an Emperor’s influence works
An Emperor’s power is broader than individual fighting ability. The useful distinction is between the captain’s own crew, groups that follow or cooperate with that crew, and islands or communities associated with the Emperor. Those categories can overlap, but they are not interchangeable.

- Crew: the captain’s pirate organization. Its structure may include officers, divisions, subordinate groups, or a fleet; there is no single template shared by all four.
- Subordinates and fleet: other pirate groups may answer to an Emperor or operate under that Emperor’s broader influence without being the core crew.
- Territory and protection: an island may seek or accept an Emperor’s protection, fall within that pirate’s political sphere, or be controlled by force. The relationship varies by island.
- Alliance: two pirate powers can make a pact to pursue a shared objective. That does not automatically merge their crews or make the pact permanent.
- Coalition: independent crews and communities can cooperate for a campaign while remaining separate groups.
What territories do the Yonko control or protect?
“Territory” does not mean every Emperor administers every associated island in the same way. An island’s connection may be based on protection, political influence, or coercive rule. Treating all of these as identical obscures what is happening in the story.
Kaido and Wano: rule by force
Wano is the clearest example of an Emperor’s coercive control. The official Wano arc recap describes Kaido’s Beasts Pirates dominating the country and its people suffering under that rule. This is not simply an island asking a powerful pirate for protection.

Big Mom and an island-centered empire
Big Mom’s story illustrates an empire built around islands and their connection to her power. That example helps explain why territory matters to an Emperor, but it should not be taken to mean all the Emperors’ islands have the same political status or are governed identically.
Protection is not membership
An island or community associated with an Emperor is not thereby part of the Emperor’s crew. Protection, influence, and occupation describe relationships between a pirate power and a place; they do not make that place or its residents crew members.

What alliances have the Emperors made?
Kaido and Big Mom’s pact
During the Wano events, Big Mom arrived and formed a pirate alliance with Kaido, according to the official Wano recap. It was an alliance for a shared objective, not a permanent merger of the Beasts Pirates and Big Mom’s crew. The two groups remained distinct organizations.
That distinction is also reflected in Shueisha’s description of ONE PIECE 95, released in Japan on 2019-12-28, which frames Kaido’s alliance and the planned Onigashima raid. It is a useful point in the story’s chronology, rather than evidence that the crews became one.

The coalition against Kaido
The operation against Kaido brought together the Straw Hats, Heart Pirates, Minks, and samurai. The official Wano recap presents them as participants in the effort to raid Onigashima; their cooperation did not erase their separate identities. In particular, the Heart Pirates, Minks, and samurai should not be mislabeled as permanent members of Luffy’s crew.

The Wano outcome reshaped the Emperor lineup. The official recap says Law and Kid defeated Big Mom, while Luffy ultimately defeated Kaido. It also reports that Luffy’s bounty rose to 3 billion berries and that he was recognized as a new Emperor. That is an in-story bounty figure reported by ONE PIECE.com; it is not a real-world measure of pirate power.

With Kaido and Big Mom’s positions changed, Luffy and Buggy entered the post-Wano lineup alongside Shanks and Blackbeard. The important point is that “Emperor” status tracks a changing balance of influence, rather than a permanent rank attached to an unchanging set of people.
