Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteopencv_highgui249.dll is an OpenCV 2.4.9 application library, not a Windows system file. If Windows says opencv_highgui249.dll is missing or cannot be loaded, repair the program that needs it before trying anything else.
The safest fix is to repair or reinstall that application from its original installer or launcher. This restores the complete matching OpenCV set, which may include opencv_core249.dll, opencv_imgproc249.dll, an FFmpeg library, and Microsoft runtime files.

Fix 1: Repair or reinstall the affected application
This is the most likely solution because the DLL is part of an application, not Windows.
If the program has a repair option
- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the program named in the error.
- Select the three-dot menu on Windows 11, or select the program on Windows 10.
- Choose Advanced options, if available.
- Select Repair.
- Start the program again.
If there is no Repair button, open the application’s own installer and choose Repair, if offered.
If the application came from a game launcher
Use the launcher’s file-verification feature rather than copying a replacement DLL.
For a Steam game:
- Open Steam.
- Select Library.
- Right-click the affected game.
- Select Properties.
- Open Installed Files.
- Select Verify integrity of game files.
- Wait for the process to finish, then restart Steam and launch the game.
Other launchers use similar wording, including Verify, Repair, or Scan and repair. The objective is the same: restore every file from the original package, not just opencv_highgui249.dll.
If repair does not work
Uninstall the application from Settings → Apps → Installed apps, restart Windows, and reinstall it from the original vendor, game launcher, or installation media. Do not use a random DLL download as a substitute for the installer.
Before uninstalling, check whether the program stores saved games, profiles, projects, or settings in a separate folder. Back up those files if necessary.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteA successful repair normally means the original program starts without the DLL message. If the error changes to another OpenCV filename, that is useful evidence that the application has a damaged or incomplete dependency set. Continue repairing the application rather than downloading each named file separately.
Fix 2: Check whether the DLL is present but cannot load
A “missing” message does not always mean the file is absent. Windows can report a load failure when the DLL is corrupted, built for the wrong architecture, or missing one of its dependencies.
Find the application’s installation folder and check for:
opencv_highgui249.dllopencv_core249.dllopencv_imgproc249.dll- Any other OpenCV DLLs supplied with the program
- An FFmpeg DLL where the application uses video support
Do not assume that a file found elsewhere on the computer belongs to this program. OpenCV builds are not interchangeable merely because their names look similar.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Also check the application architecture:
- Right-click the application shortcut and select Open file location.
- Right-click the main
.exe. - Select Properties.
- Open the Details tab and note any product information available.
- If the program documentation or vendor identifies it as 32-bit or 64-bit, use that information.
A 32-bit executable needs 32-bit OpenCV DLLs. A 64-bit executable needs 64-bit OpenCV DLLs. Mixing them produces errors such as “not designed to run on Windows,” “bad image,” or a procedure or entry point failure.
If you built the program yourself, restore the exact OpenCV 2.4.9 build used during compilation. Match the architecture, compiler build, release or debug configuration, and any FFmpeg or CUDA components. A debug DLL with a d suffix is not a drop-in replacement for a release DLL.
Fix 3: Repair the Microsoft Visual C++ dependency
Many Windows builds using older OpenCV libraries also require the Microsoft Visual C++ 2013 runtime. This is a dependency possibility, not a universal requirement for every custom OpenCV build.
Microsoft provides the Visual C++ 2013 Redistributable as separate installers:

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →vcredist_x86.exefor 32-bit applicationsvcredist_x64.exefor 64-bit applications
Download the package from Microsoft’s Visual C++ 2013 Redistributable download page.
Install the architecture matching the affected application. If the computer runs both 32-bit and 64-bit legacy applications, installing both packages can be appropriate.
If Windows reports that msvcp120.dll, msvcr120.dll, or a similar runtime file is missing:
- Open Settings → Apps → Installed apps.
- Find Microsoft Visual C++ 2013 Redistributable.
- Select its menu and choose Modify, if available.
- Select Repair.
- Restart Windows and test the application.
Installing a newer Visual C++ generation does not create opencv_highgui249.dll. It only supplies Microsoft runtime components, and the application still needs its own matching OpenCV files.
Fix 4: Check Windows Security quarantine
Antivirus software can remove or quarantine a DLL after an update, even when the rest of the application remains installed.

After restoring a file, launch the application again. If Windows Security immediately quarantines it again, stop launching the program and contact the application vendor. The file may be modified, damaged, or incorrectly identified by security software.
Fix 5: Repair Windows components with DISM and SFC
Windows system repair commands are secondary for this problem. They usually do not restore a third-party OpenCV DLL, but they can repair Windows component corruption that interferes with application loading.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Restart Windows.
- Try the affected application again.
Microsoft recommends running DISM before SFC. If SFC reports that it repaired files, restart and test the program. If both commands complete without finding a problem but the DLL error remains, return to application repair. Windows repair cannot replace an application-owned OpenCV module.
Repeating SFC and DISM without knowing what changed is slow and rarely solves a missing third-party DLL. Outbyte PC Repair can scan for system issues and show what it finds; the repair is performed by the full version, but reinstalling the affected game or application remains the definitive fix for its missing OpenCV files.

If the program worked until a graphics, camera, chipset, or Windows change, identify that change before rolling back anything.
Check Device Manager
- Right-click Start.
- Select Device Manager.
- Expand categories such as Display adapters, Cameras, Imaging devices, and Sound, video and game controllers.
- Look for a warning icon.
- Right-click the relevant device and select Properties.
- Open the Driver tab.
- Check the driver date and available options.
- Use Roll Back Driver only if the button is available and the failure clearly began after that update.
- Otherwise select Update Driver, or obtain the driver from the device or computer manufacturer.
Do not expect a camera or graphics driver update to recreate opencv_highgui249.dll. It can help only when the application’s failure is connected to a recent device or driver change.
Manually comparing hardware versions and hunting through manufacturer pages can be time-consuming. Outbyte Driver Updater can scan for outdated drivers and show what it finds; driver installation is performed by the full version, and it is not a replacement for reinstalling the application that owns this DLL.

Fix 7: Use System Restore only for a clearly timed failure
System Restore is reasonable when the program worked before a recent driver installation, application update, or system configuration change.
- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point from before the failure began.
- Select Scan for affected programs, if available.
- Review the changes.
- Select Finish to begin the restore.
System Restore is not a targeted way to download an OpenCV library. If the application was already missing files before the selected restore point, it will not solve the problem.
What not to do
Do not download a random DLL
Unknown DLL websites can provide malware, an altered file, the wrong architecture, or a build that does not match the application. Even a clean file may fail because other OpenCV or Visual C++ dependencies are missing.
Use the application vendor’s installer or launcher first. Developers should obtain the exact OpenCV 2.4.9 package or build required by their project and deploy the complete matching set beside the executable.
Do not copy it into System32 or SysWOW64
Those folders are not the normal home of this OpenCV library. Copying the file into a Windows system directory can affect unrelated programs and still will not solve an architecture or dependency mismatch.
For a developer deployment, placing the correct DLL beside the application executable is generally the appropriate approach, provided all required dependencies match.
Do not use regsvr32
regsvr32 registers libraries that expose a COM registration entry point such as DllRegisterServer. opencv_highgui249.dll is normally loaded by an application at runtime and is not repaired by registering it.
If the error says entry point not found, procedure entry point, not designed to run on Windows, or bad image, suspect a wrong, damaged, or incompatible DLL rather than a registration problem.

FAQ
Is opencv_highgui249.dll part of Windows?
No. It is an OpenCV 2.4.9 library supplied by a third-party application.
Which program installed it?
The filename cannot identify the parent program. Several unrelated OpenCV applications can use the same module name.
Does the 249 mean Windows version 249?
No. It refers to the OpenCV 2.4.9 module and ABI naming convention.
Do I need every OpenCV DLL?
Usually, yes, if the application was distributed as a group of OpenCV libraries. Restoring only opencv_highgui249.dll may leave the program unable to load opencv_core249.dll, opencv_imgproc249.dll, FFmpeg support, or another dependency.
Should I install both Visual C++ architectures?
Install the architecture required by the application. Installing both x86 and x64 can be appropriate when the computer runs both 32-bit and 64-bit legacy programs.
What information should I collect if the error remains?
Record the exact application name, complete error text, installation path, whether the executable is 32-bit or 64-bit, whether the DLL exists beside it, and whether Windows Security recently quarantined a file. Give those details to the application vendor rather than mixing DLLs from unrelated sources.
