The message “The operating system did not shutdown cleanly. Reconstructing Cache Metadata.” means the computer detected an interrupted shutdown and is rebuilding metadata for its storage cache. It can follow a crash, power loss, a system that stopped responding, or a forced power-button shutdown. It does not, by itself, identify a failed component.
If the reconstruction indicator is still moving, keep the computer on reliable power and let it finish. If it is frozen or returns on every boot, use Windows Recovery Environment (WinRE), run Startup Repair, and then investigate the shutdown records before considering a reset or reinstall.

What “The operating system did not shutdown cleanly” means
MSI uses this exact screen on systems with Intel Optane acceleration after an unexpected shutdown. The cache-metadata rebuild is a consistency step: the system is reconciling what was stored in the cache with the underlying drive after Windows did not complete its normal shutdown sequence.
Why the cache message appears
A clean shutdown gives Windows and storage software time to flush pending writes and record a consistent state. If power is removed, the machine crashes, the operating system hangs, or the power button is held down, that sequence is interrupted. On the next start, the acceleration layer checks its metadata and reconstructs it. The screen is therefore evidence of an unclean shutdown, not a diagnosis of the disk, motherboard, or cache module.

Events that can lead to it
- A mains outage, loose power connection, or failing power supply.
- A Windows Stop error (blue screen), driver crash, or application-triggered system crash.
- A complete freeze that required holding the power button.
- Overheating, unstable overclocking, marginal memory, or another hardware fault.
Microsoft describes the corresponding Windows record, Kernel-Power Event ID 41, as “The system has rebooted without cleanly shutting down first.” Event 41 confirms the abnormal restart but does not prove which of these causes occurred.
First response: let active reconstruction finish
Do not interrupt a rebuild whose progress is changing. Connect the computer to dependable AC power (or a charged battery on a laptop), disconnect unnecessary peripherals, and allow the process to complete. Interrupting it while metadata is being reconstructed can create another dirty shutdown and return you to the same screen.
A long pause is not automatically a failure. Judge it by activity: a changing progress indicator, drive-activity light, or periodic fan and disk activity suggests work is continuing. If the display has remained unchanged for an extended period, the machine repeatedly restarts, or it always returns to the same screen after apparently completing, treat it as a boot loop and move to WinRE rather than repeatedly pressing the power button.

Enter Windows Recovery Environment when Windows will not boot
WinRE contains the repair tools needed before Windows starts. Windows should enter Automatic Repair after two interrupted failed boots and present recovery choices on the third start. Allow that sequence to occur instead of interrupting every attempt.
Built-in entry methods
| Method | How to reach WinRE | When it is useful |
|---|---|---|
| Automatic Repair | Let Windows fail to start twice; on the third start choose Advanced options. | The normal path when the internal recovery partition is intact. |
| Settings | In Windows, open Settings > System > Recovery, then choose the restart option for advanced startup. | Use this when Windows can still reach the desktop. |
| Shift+Restart | Hold Shift while selecting Restart from the Start power menu or sign-in screen. | Fast access when the sign-in interface works. |
| Recovery drive | Boot from a previously created Windows recovery USB drive. | Useful when the installed copy cannot load but recovery media is available. |
If Automatic Repair never appears
Use another working PC to create Windows installation media on a USB drive. Start the affected computer from that USB (the one-time boot-menu key varies by manufacturer), select the language and keyboard, then choose Repair my PC rather than Install now. That opens WinRE without relying on the damaged internal boot files. BitLocker-encrypted devices may ask for the BitLocker recovery key before repair tools can access the Windows volume.
Run Startup Repair first
Startup Repair is the least-destructive automated repair for a machine that cannot start Windows. In WinRE, follow this exact path:

- Emergency Boot USB compatible with Windows 98, 2000, XP, Vista, 7, and 10. It has never ben so easy to repair a hard drive or recover lost files

- This is your one stop shop for PC Repair of any need!
- Select Troubleshoot.
- Open Advanced options.
- Choose Startup Repair.
- Select the Windows installation, enter an administrator password if requested, and choose Restart when the tool finishes.
Microsoft says Startup Repair checks and attempts to fix damaged system files, corrupted boot configuration data, a damaged master boot record (MBR), incompatible drivers, and registry errors that prevent startup. It does not repair a failing power supply, defective memory, overheating, or every possible file-system failure, so a successful boot should be followed by diagnosis if the shutdown recurs.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhat to try when Startup Repair fails
Return to Troubleshoot > Advanced options and select the option that matches the most recent change and your tolerance for data or application changes.
| Recovery action | What it addresses | Data and application impact |
|---|---|---|
| System Restore | Rolls system files, drivers, registry settings, and installed programs back to a restore point. | Personal files are normally retained; programs and drivers installed after the restore point may be removed. |
| Uninstall Updates | Removes a recently installed quality or feature update that may have made startup fail. | Personal files remain; the selected update is removed. |
| Startup Settings then Safe Mode | Starts Windows with a minimal driver set so you can remove a bad driver, software, or startup item. | No automatic file deletion; troubleshooting changes are up to you. |
| Reset this PC | Reinstalls Windows when repair and rollback options cannot restore startup. | Choose whether to keep personal files, but applications and many settings are removed. |
| Clean reinstall from USB | Replaces the installation when it is severely damaged or a clean system is required. | Can erase the Windows partition and applications; back up data first. |
Use System Restore or update removal before Reset this PC when a recent change is the likely trigger. If you can reach Safe Mode, copy important files and remove the newest driver or startup utility before attempting more destructive recovery.

Use a USB installer when internal recovery is unavailable
- On a working PC, download Microsoft’s Windows installation-media tool and create bootable media on a USB drive with sufficient capacity.
- Shut down the affected computer, connect the USB, and open its firmware boot menu during power-on.
- Select the USB device as the boot source.
- At Windows Setup, confirm the language and keyboard, then select Repair my PC.
- In WinRE, retry Startup Repair, System Restore, update removal, or Safe Mode.
Keep the USB connected only while using its tools. Choosing Install now instead of Repair my PC starts installation and can overwrite the existing system if you continue. For BitLocker volumes, locate the recovery key in your Microsoft account, organization account, or saved recovery records before attempting offline repair.

Once Windows starts—or from Safe Mode—open Event Viewer > Windows Logs > System. Filter or inspect the time immediately before and after the failed boot. The useful records are:
Recommended Free Tools
| Event | What it tells you | How to use it |
|---|---|---|
| 41, Microsoft-Windows-Kernel-Power | Windows restarted without a clean shutdown. | Read the bugcheck and power-button fields; Event 41 alone does not establish the cause. |
| 1001, WER-SystemErrorReporting | May record a Stop-error (bugcheck) code and a dump-file location such as C:WindowsMEMORY.DMP. |
Use the code to investigate the blue screen and preserve the dump for technical analysis. |
| 6008, EventLog | Records that the previous shutdown was unexpected and gives its time. | Match the timestamp with power interruptions, updates, driver installs, or hardware-monitor logs. |
Interpret the records together
A nonzero bugcheck code in Event 41, especially with Event 1001 and a dump path, points toward a crash or Stop error. Record the exact code, note the driver named on any blue-screen report, and avoid deleting the dump until analysis is complete.

If Event 41 shows zero bugcheck information and no clear power-button action, investigate the environment around the timestamp: an outage or loose cable, an undersized or failing power supply, incorrect memory settings, high temperatures, or overclocking. Return CPU, GPU, and memory settings to their manufacturer defaults while isolating the problem. Event 6008 helps establish when the dirty shutdown occurred but cannot distinguish a power cut from a crash by itself.
Hardware and power checks for repeated zero-data crashes
Repeated Event 41 entries with no bugcheck data justify checks beyond Windows repair:
- Test the wall outlet and power cable, and remove unstable extension strips or overloaded adapters.
- For a desktop, verify that the power supply has adequate capacity for the installed CPU and GPU and that all internal power connectors are seated.
- Check CPU and GPU temperatures under normal use; clean blocked vents and fans.
- Run a memory diagnostic and test modules individually if errors appear.
- Disable overclocking, undervolting, or aggressive firmware memory profiles while troubleshooting.
- Disconnect newly added USB devices, storage, or expansion cards one at a time.
Where household power is unreliable, a properly sized uninterruptible power supply is a reasonable preventive measure. It cannot correct a failing computer power supply or faulty hardware, but it can prevent abrupt mains interruptions from repeating the trigger.
Quick Machine Recovery on supported Windows 11 systems
Microsoft’s current recovery documentation says Windows 11 version 24H2 or later may offer Quick Machine Recovery in WinRE. After repeated startup failures, it can use Windows Update to download a remediation. The feature is conditional: availability depends on the Windows version, device configuration and policy, and working network access. If it appears in WinRE, follow its instructions; if it is absent, use the standard repair options above.
Windows 10 support ended on October 14, 2025. A Windows 10 computer can still have WinRE and the repair tools described here, but it no longer receives normal support updates from Microsoft. Plan migration or an appropriate supported-maintenance strategy separately from the immediate startup repair.
Choose the least destructive path
- Progress is moving: wait on reliable power for cache reconstruction.
- Reconstruction is frozen or loops: enter WinRE and run Startup Repair.
- Startup Repair fails after a recent update or driver: use Uninstall Updates, System Restore, or Safe Mode.
- Internal recovery will not load: boot a Windows USB and select Repair my PC.
- Windows starts but shutdowns repeat: preserve logs and dumps, then check power, temperatures, memory, and clocks.
- All repair paths fail: back up data, confirm BitLocker access, and only then use Reset this PC or a clean reinstall.
Bottom line
The cache-reconstruction screen is a record of an unclean shutdown, not a verdict that one particular part has failed. Let an active reconstruction complete, use WinRE and Startup Repair for a boot loop, and read Events 41, 1001, and 6008 together to separate crashes from power interruptions. Escalate to hardware checks or a reset only after protecting your data and exhausting the less-destructive recovery options.
