V with a female body type can still finish Panam’s entire storyline and become her friend, but cannot start the romance.
Requirements for Panam’s romance
- V must have a male body type. The game’s body-type requirement, rather than V’s chosen name or general role-playing choices, determines whether the romance dialogue is available.
- Finish Ghost Town and Life During Wartime to unlock Panam’s personal quest chain.
- Complete Riders on the Storm, With a Little Help From My Friends, and Queen of the Highway successfully.
The earlier main-story meetings with Panam do not lock you out by themselves. The important checks occur during her three personal missions.

Panam romance route, step by step
1. Unlock Riders on the Storm
After completing Life During Wartime, wait at least 12 in-game hours. Panam will call and offer Riders on the Storm. If the call does not arrive immediately, use the in-game wait function or continue playing until the time has passed.
2. Reach the Raffen Shiv camp within the deadline
Once the camp is marked during Riders on the Storm, reach it within 24 in-game hours. Missing that window can fail the job and prevent the rest of Panam’s chain from proceeding. Riding with Panam is convenient, but the decisive requirement is arriving at the camp on time.

3. Choose the supportive farm dialogue
At the farm, select the options that make your interest clear:
- Invite Panam to get comfortable.
- Say that you have a few ideas.
- Choose the option to touch her thigh.
After sleeping, stop Panam and discuss the previous night. These are the safest romance-oriented choices. Other dialogue in the mission does not automatically end the relationship, but avoiding hostile or dismissive responses keeps the route clear.

4. Protect Panam’s plan in With a Little Help From My Friends
In With a Little Help From My Friends, do not tell Saul about Panam’s plan. When Panam asks why you are helping, do not say that you are doing it for money. Either of those responses can end the romance path.
5. Confirm the relationship in Queen of the Highway
Wait for Queen of the Highway to become available; the next job generally appears about 24 in-game hours after the previous mission. During the Basilisk sequence, Panam asks whether you want to push the synchronization further. Choose “Oh yeah. Let’s go.” That choice establishes the romantic relationship.

Romance versus friendship
Panam’s questline can be completed without romance. A V who cannot meet the body-type requirement, or who chooses neutral dialogue, can still help the Aldecaldos and finish all three missions. The friendship route preserves the storyline and its ending-related benefits; only the intimate synchronization dialogue in Queen of the Highway turns it into a romance.

Does Panam’s romance affect the Star ending?
Queen of the Highway must be completed before the game’s point of no return if you want the Aldecaldos option associated with the Star ending. The romance itself is not required: completing Panam’s quests as a friend still makes that route available. Finish the chain before entering the final sequence so the option is present when you make your ending decision.

Rewards and post-romance content
Overwatch sniper rifle
Riders on the Storm awards the unique Overwatch sniper rifle. You do not need to romance Panam to receive it; completing the mission is the relevant requirement.
Romance Hangouts
With update 2.1 or later, a completed Panam romance enables Romance Hangouts at V’s apartments. The hangouts are available in the apartments, but not in Dogtown. This is post-romance repeatable apartment content rather than a separate requirement for the relationship.

If you think you missed a romance choice
- Panam has not called: confirm that Life During Wartime is complete, then pass at least 12 in-game hours.
- Riders on the Storm disappeared or failed: the 24-hour arrival window may have expired. Reload a save from before the deadline if one is available.
- Panam is angry after the second mission: check whether you told Saul about the plan or said you were helping for money. Reloading before that conversation is the reliable recovery.
- No romance prompt in the Basilisk: verify V’s body type and the earlier dialogue choices, then choose “Oh yeah. Let’s go.” in Queen of the Highway.
There is no later conversation that can retroactively create the romance after the decisive Basilisk exchange. If that scene has already ended without the intimate response, use an earlier save to change the outcome.
The Bottom Line
Use a male body type, reach the Riders on the Storm camp within 24 in-game hours, keep Panam’s plan from Saul, reject the money explanation, and choose “Oh yeah. Let’s go.” in Queen of the Highway. Panam’s completed questline—not the romance itself—is what unlocks the Aldecaldos path to the Star ending.
