passfilt.dll Missing: Trace the Windows Password Filter Safely

passfilt.dll errors can appear as “missing,” “not found,” or “could not be loaded.” Before repairing anything, identify which program reports the message, when it appears, and whether the computer runs 32-bit or 64-bit Windows.

Start with this diagnostic checklist

Write down these details before changing files or registry settings:

  • The exact error message
  • The program, installer, or Windows process displaying it
  • Whether it appears during startup, login, a password change, or when opening one application
  • The executable path shown in the message, if available
  • Whether the computer is a standalone PC, member server, or domain controller
  • Your Windows edition and build
  • Whether Windows is 32-bit or 64-bit
  • The path of any file named passfilt.dll
  • Any recent Windows update, upgrade, antivirus detection, disk cleanup, migration, or failed repair

Do not download passfilt.dll from a random DLL website. A copied file may contain malware, belong to a different Windows release, use the wrong architecture, or leave the underlying Windows component damage untouched.

What passfilt.dll actually is

passfilt.dll is Microsoft’s Windows password-change filter, also described as the Password Change Filter DLL. It is part of Microsoft Windows security functionality, not a general-purpose runtime library for games or ordinary desktop applications.

Windows uses password-filter routines when a password is created or changed. The built-in policy checks password content, including account-name or display-name material and different character categories. Microsoft describes this functionality in its documentation for strong password enforcement and Passfilt.dll.

The filename has historical links to Windows NT. Microsoft introduced PASSFILT.DLL with Windows NT 4.0 Service Pack 2, while later Windows releases incorporated the password-filter function into their security components. That history does not mean you should obtain a legacy copy for a current Windows installation.

A current Windows installation should not be treated as having a universally downloadable, separately versioned passfilt.dll. Microsoft does not provide a current standalone download for this file. Repair Windows itself instead.

Why a desktop program might mention it

A normal application or game should not ordinarily depend on the Windows password filter. If one program reports passfilt.dll, the message may be caused by:

  • A damaged Windows component
  • A bad dependency declaration in the program
  • A file with the same name in the program’s folder
  • Malware or a misleading filename
  • A third-party password-filter product with a similar name
  • A server or domain-controller configuration problem being mistaken for an application error

The phrase “specified module could not be found” also does not always mean the named file is absent. Windows may be unable to load a dependency required by the named module.

Fix 1: Repair Windows automatically with DISM and SFC

This is the safest first repair when the message names a path under %SystemRoot%System32, appears during startup, or occurs alongside other Windows errors.

Step 1: Open an elevated Command Prompt

  1. Select Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes if User Account Control asks for permission.

Run DISM first:

DISM.exe /Online /Cleanup-Image /RestoreHealth

Wait for it to finish. It may use Windows Update as the repair source.

Then run System File Checker:

sfc /scannow

Do not close the window until the scan reaches 100 percent.

Step 2: Restart Windows

Restart after both commands finish. Then repeat the action that produced the passfilt.dll error.

A successful repair usually means the original error no longer appears, Windows starts normally, or password operations work again. SFC may report that it found and repaired corrupted files, but it does not guarantee that a separately visible file with this exact name will be restored on every current Windows build.

Microsoft documents this DISM-then-SFC process in its guide to repairing missing or corrupted system files.

Manually hunting through Windows folders, repeating repair commands without knowing what changed, and deciding which component needs attention can be time-consuming. If DISM fails

If DISM says that repair files could not be found:

  1. Confirm that Windows Update is working.
  2. Restart the computer.
  3. Run the command again.
  4. If it still fails, use a repair source matching the installed Windows version.

The documented format is:

DISM.exe /Online /Cleanup-Image /RestoreHealth ^
 /Source:C:RepairSourceWindows /LimitAccess

Replace C:RepairSourceWindows with the correct path to a matching Windows repair source. Do not use an unrelated Windows image.

After DISM completes, run:

sfc /scannow

If SFC still cannot repair files, save its details with:

findstr /c:"[SR]" %windir%LogsCBSCBS.log > "%userprofile%Desktopsfcdetails.txt"

The resulting sfcdetails.txt file will be on the desktop.

Fix 2: Install pending Windows updates

A failed or incomplete servicing operation can leave protected files or component-store data inconsistent.

  1. Open Start.
  2. Select Settings.
  3. Select Windows Update.
  4. Select Check for updates.
  5. Install all available updates.
  6. Restart when prompted.
  7. Return to Windows Update and check again.

After updating, run DISM and SFC again in that order. Test the original operation afterward.

Do not search Windows Update for a package named passfilt.dll. Microsoft distributes Windows components through Windows servicing rather than a current standalone DLL download.

Fix 3: Check whether antivirus quarantined the file

Antivirus software can quarantine a file after a detection or false positive. Do not immediately restore an item solely because its filename is passfilt.dll.

Microsoft Defender steps

  1. Open Start.
  2. Type Windows Security.
  3. Open Windows Security.
  4. Select Virus & threat protection.
  5. Select Protection history.
  6. Open the relevant detection.
  7. Record the detection name, original file path, and action taken.

Only consider restoring the item after verifying all of the following:

  • The original path is the expected Windows system location
  • The file is digitally signed by Microsoft
  • The detection details do not indicate suspicious behavior
  • The file was not located in an application folder or temporary directory
  • You understand the security implications of restoring it

Microsoft warns that restoring a correctly detected threat can expose the device. If the path or signature is suspicious, leave the item quarantined, update Defender, run a full scan, and repair Windows with DISM and SFC.

A genuine Microsoft file should not be replaced by copying a similarly named file from another computer.

Fix 4: Verify the path, signature, and architecture

The expected location for a Windows password-filter DLL is normally:

%SystemRoot%System32

Microsoft’s password-filter installation guidance states that the DLL must match the computer architecture. A 32-bit DLL is required on 32-bit Windows, and a 64-bit DLL is required on 64-bit Windows. See Microsoft’s instructions for installing and registering a password-filter DLL.

Check your Windows architecture

  1. Press Windows key + I.
  2. Select System.
  3. Select About.
  4. Look at System type.

You may see a 64-bit operating system or a 32-bit operating system. Do not infer the architecture from the application that displayed the error.

Check a file’s location

  1. Open File Explorer.
  2. Select the address bar.
  3. Enter:
%SystemRoot%System32
  1. Search for passfilt.dll.
  2. Right-click any result and select Properties.
  3. Review the Digital Signatures tab, if present.
  4. Review the Details tab for publisher and description information.

A file named passfilt.dll outside the Windows system directory needs additional scrutiny. It may be a private file belonging to another product, a renamed component, or malware.

Do not replace a file merely because its version, size, or timestamp differs from an online listing. There is no authoritative universal current version, size, hash, or build specification for a separately downloadable passfilt.dll.

Fix 5: Determine whether the error comes from an application

If only one program reports the error, the program may be making an incorrect dependency request.

  1. Note the program name and executable path.
  2. Check whether the message appears only when that program starts.
  3. Close the program.
  4. Run DISM and SFC as described above.
  5. Update the program from its official publisher.
  6. If the error remains limited to that program, uninstall it from Settings > Apps > Installed apps.
  7. Restart Windows.
  8. Reinstall the program using its official installer.

Do not copy passfilt.dll into the program’s installation folder. A desktop application should not normally load Windows’ password-change filter as an ordinary application runtime dependency.

If the program is a game, graphics application, or other desktop software, do not assume that Visual C++ Redistributable, DirectX, or .NET repair will provide this file. No current Microsoft package in those categories is identified as a distributor of passfilt.dll.

Fix 6: Check Windows Features only when the error names a related feature

Windows Features do not normally install the password-filter function, so enabling random features is not a valid repair. Check them only if the application’s own documentation identifies a missing Windows feature.

  1. Press Windows key + R.
  2. Type:
optionalfeatures
  1. Press Enter.
  2. Review only the feature related to the failing application.
  3. Select it if the application requires it.
  4. Select OK.
  5. Restart if Windows requests it.

Do not enable unrelated legacy components merely because the error contains .dll.

Fix 7: Check drivers only when the evidence points to a driver problem

A driver normally does not provide passfilt.dll. If the error began after a hardware change, security software installation, storage problem, or system migration, check Device Manager separately rather than trying to repair the DLL through a driver package.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the category related to the failing hardware.
  4. Look for a warning icon.
  5. Right-click the device and select Properties.
  6. Read the Device status message.
  7. Select the Driver tab.
  8. Use Update Driver only with a verified manufacturer or Windows Update source.
  9. Restart Windows and retest.

Do not install a driver just because a program mentions passfilt.dll. A driver update is relevant only when Device Manager or the hardware failure provides supporting evidence.

Finding the correct driver among many hardware revisions can involve repeated downloads and compatibility checks. Fix 8: Investigate password-filter registration on servers

This section is for administrators, especially on a server or domain controller. Do not edit LSA registry values casually on a production system.

Password filters are registered under:

HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlLsa

The relevant value is:

Notification Packages

It is a REG_MULTI_SZ value containing DLL names without the .dll extension. Existing entries must be preserved.

Check the registry value

  1. Sign in with administrative rights.
  2. Press Windows key + R.
  3. Type:
regedit
  1. Press Enter.
  2. Browse to:
HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlLsa
  1. Locate Notification Packages.
  2. Record its existing entries before making any change.
  3. Do not delete entries simply to suppress an error.

For domain accounts, Microsoft says the filter must be installed and registered on each domain controller. A registration problem is more likely when the failure appears during password changes, is logged by LSASS or Event Viewer, or affects Active Directory password operations.

Check Event Viewer by right-clicking Start, selecting Event Viewer, and reviewing Windows Logs > System and relevant security or directory-service logs. Record the event source, event ID, timestamp, exact message, and affected server.

A custom password filter can fail because of wrong architecture, missing dependencies, invalid exports, incompatible LSA protection settings, or incorrect registry data. Repair the vendor’s filter using its official documentation. If the built-in Windows component is damaged, use DISM and SFC rather than downloading a replacement.

Why regsvr32 is usually wrong

Do not run:

regsvr32 passfilt.dll

as a general repair step.

regsvr32 is intended for DLLs that expose the COM registration entry point used by that tool. Microsoft’s password-filter model uses the LSA Notification Packages registry value instead. regsvr32 may therefore produce an entry-point error and will not repair password-filter registration.

This does not mean administrators should manually add or remove registry entries without a backup and a clear understanding of the installed filter. On a domain controller, involve the domain administrator before changing LSA configuration.

Fix 9: Use System Restore after a recent change

System Restore can help when the problem began immediately after an update, driver installation, security-product change, or failed repair and a suitable restore point exists.

  1. Press Windows key + R.
  2. Enter:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point created before the error began.
  4. Select Scan for affected programs if available.
  5. Review the results.
  6. Select Next, then Finish.
  7. Allow Windows to restart.

System Restore normally rolls back system files, registry settings, drivers, and installed programs without changing personal files. It is not a substitute for malware removal, and it cannot restore a random file safely if the file was malicious.

Fix 10: Perform an in-place Windows repair

Use an in-place repair when DISM and SFC cannot restore Windows integrity, System Restore is unavailable, or multiple Windows components are failing.

On supported Windows 11 installations:

  1. Open Settings.
  2. Select System.
  3. Select Recovery.
  4. Find Fix problems using Windows Update.
  5. Select Reinstall now.
  6. Follow the prompts.

This reinstalls the current Windows version while preserving apps, files, and settings according to Microsoft’s supported recovery process.

You can also use installation media:

  1. Obtain installation media that matches the installed Windows edition and language.
  2. Open the media in File Explorer.
  3. Run setup.exe.
  4. Choose Keep personal files and apps.
  5. Continue through Windows Setup.

Do not boot from the media and choose a clean installation unless you have backed up your data and intentionally want to erase the existing installation.

What to collect before asking for help

Gather this information:

  • Exact error wording
  • The application or Windows process showing it
  • Executable path
  • Any passfilt.dll path found on disk
  • Windows edition, build, and system architecture
  • Whether the problem affects password changes
  • Whether the computer is a domain controller
  • Event Viewer source, event ID, and timestamp
  • DISM result
  • SFC result
  • CBS details file, if SFC could not repair files
  • Antivirus detection name and quarantine path
  • Whether the file has a valid Microsoft signature
  • The Notification Packages entries, without changing them

This evidence separates a damaged Windows installation from an application dependency error, antivirus action, or password-filter registration problem.

FAQ

Is passfilt.dll a Microsoft file?

The name refers to Microsoft’s Windows password-change filter functionality. A file with that name outside the expected Windows system location is not automatically genuine.

Should I download passfilt.dll?

No. Microsoft does not provide a current standalone passfilt.dll download. Repair Windows through updates, DISM, SFC, System Restore, or an in-place repair.

Is passfilt.dll used by games?

Not ordinarily. A game reporting this filename may have a faulty dependency declaration, a damaged installation, or an unrelated file with the same name.

Where should it be located?

Microsoft’s password-filter guidance identifies %SystemRoot%System32 as the normal Windows installation directory for password-filter DLLs. The exact presence of a separately visible file can vary by Windows build and component implementation.

Can I register it with regsvr32?

Usually not. Password filters use the LSA Notification Packages registry value, not ordinary COM DLL registration.

What if SFC cannot repair the file?

Inspect CBS.log, rerun DISM with a matching repair source, then consider System Restore or an in-place Windows repair. Do not substitute a downloaded DLL.

What if antivirus quarantined it?

Verify the original path, Microsoft signature, and detection details first. Restore only when the file is confirmed genuine. Otherwise leave it quarantined, scan the system, and repair Windows.

What if the problem occurs on a domain controller?

Stop before editing the LSA registry. Back up the server, involve the domain administrator, and determine whether the failure is caused by a custom password filter, incorrect architecture, missing dependency, or damaged Windows component.
