Naoto Shirogane’s Fortune Social Link can first be started on October 21, but only after you reach Level 5 Knowledge and Level 5 Courage. The link has a friendship or romance branch, and your dialogue choices affect both progression and the relationship outcome.
How to start Naoto’s Fortune Social Link
Follow this sequence on or after October 21:

Speak to Naoto at school to receive the lead.

Go to the Northern Shopping District and talk to the man in black near Aiya. Choose the first dialogue option. You need Level 5 Knowledge.

Return to Naoto at school. You need Level 5 Courage for the conversation that begins Rank 1.

Where and when to find Naoto
Naoto’s availability limits how often you can advance the link. The walkthroughs list her at Classroom Building 1F on weekdays and at Samegawa Flood Plain on Sundays and holidays. She is available Monday, Tuesday, Wednesday, Saturday, and Sunday, but not on rainy days. Check the calendar and weather before planning a meeting.

A choice that can reverse the link
During the Rank 4–5 transition, avoid “You’re on your own.” The Steam community guide flags it as a reversal risk. If you want to protect your progress, select one of the recommended responses instead.
How to earn link points more efficiently
Bring a Persona of the Fortune Arcana when spending time with Naoto. RPG Site notes that a matching Persona adds points to responses and can help you reach the next rank sooner. The recommended answers also support progression, but they do not remove the need to meet Naoto on an available day.

How to choose Naoto’s romance or friendship route
The branch depends on two dialogue flags. Decide which outcome you want before answering; select the romance-specific response at both conversations for the romance route, or the friendship response at each for friendship.

The Steam guide lists Norn as the ultimate Fortune fusion unlocked through Naoto’s Social Link. It also lists Yamato Takeru as Naoto’s Persona evolution and Yamato Sumeragi as her ultimate evolution in Persona 4 Golden.
