For Persona 5 Royal’s first two palace arcs, there isn’t one universally best Persona: choose for the gap in Joker’s lineup. Silky, Berith, Slime, Shiisaa, and High Pixie are the clearest early options supported by the available guide material, each for a different role. That’s a useful shortlist—not a verified top ten. Rather than pad the list with names that lack comparable support, this guide explains what each one offers and how to decide when to fuse.
What counts as an early-game Persona?
This guide uses “early game” to mean the Kamoshida and Madarame palace period. A Persona’s usefulness depends on what Joker’s current stock lacks: elemental coverage, healing, a buff or debuff, or a useful resistance. Level alone does not determine the best pick.
Five options have support for specific roles in this window. Other names sometimes included in early fusion examples are not established as broadly useful recommendations, so they are not presented here as additional “best” picks.

Silky can supply ice; Shiisaa is cited for Frei; High Pixie is noted for wind. Those roles are more useful than keeping two Personas that solve the same problem without a clear reason.

Keep healing or support available
A useful heal, buff, or debuff can matter even when a party member also provides support. Silky’s Dia, Berith’s Tarukaja, and Slime’s Tarunda are distinct forms of utility; choose according to what the current party and palace demand.
Account for progression and resistance
Compare the skills, role, elemental coverage, and resistances shown in the game, along with whether the fusion is currently feasible. The cited recommendations do not provide a complete, verified set of Royal-specific levels, resistance profiles, or recipes for these Personas, so check the in-game information rather than treating a guide’s suggested route as guaranteed.

When should you fuse Personas?
Fuse when Joker’s current stock has a meaningful gap to address, or when a Persona has become redundant and no longer contributes a needed skill or role. Don’t fuse away a lower-level Persona solely because a higher-level result is available if the older one uniquely provides a useful heal, element, or resistance.
Should you register Personas in the Compendium?
Register Personas you may want to recover before fusing them away. The Compendium can help rebuild Joker’s stock, but summoning a registered Persona costs money, so consider the expense before relying on it as a free undo button. Registration is especially useful when you want to keep access to a Persona’s skills or role while making room for a different fusion.

Why this is a shortlist, not ten ranked picks
Some fusion-example descriptions also name Obariyon, Ame-no-Uzume, and Shiki-Ouji, but naming a Persona in a route does not establish that it is a practical recommendation throughout the Kamoshida–Madarame window. The Shiki-Ouji example includes higher-level intermediates, and the other routes do not establish universal early availability. Without verified progression conditions and comparable role evidence, ranking these as the next three “best” Personas would overstate what is known.
