The listed start date differs between walkthroughs, so follow the date and story context given by the guide you are using.
Who is Yusuke’s Emperor Confidant?
Yusuke Kitagawa is a party member and the Emperor Arcana Confidant. Atlus describes him as a second-year Kosei High art-course scholarship student and a live-in apprentice to painter Madarame. His initial Persona is Goemon; his new Persona is Gorokichi, according to Atlus’s official character page.
When the Confidant can start and where to find Yusuke
Walkthroughs list different start points rather than establishing one universal earliest date. Prima Games says the route can begin as early as May 18 after Madarame’s Palace is cleared, while RPG Site’s progression says to speak with Yusuke after the June 18 event. Treat these as guide-specific progression notes, since story circumstances may affect when the event is available. See Prima Games’ route guide and RPG Site’s route guide.
RPG Site places Yusuke at the Shibuya Station Underground Walkway, usually after school during the day. It reports weekday availability subject to story circumstances; on rainy days, it says he can be found during the day and at night.
