Cyberpunk 2077: Phantom Liberty is not an overlooked sequel. It is a large paid expansion, released on 25 September 2023, that became the clearest commercial comeback chapter in the franchise. Its spy-thriller campaign, Dogtown setting and new progression features gave the game a substantial follow-up, while publisher-reported sales show that the expansion became a major business success rather than a minor add-on.
That distinction matters. Sales can demonstrate reach and commercial momentum, but they do not by themselves prove universal critical approval or that one expansion repaired every problem associated with the original release. The strongest conclusion is narrower and better supported: Phantom Liberty was an important, highly successful continuation of Cyberpunk 2077, and its performance helped define the series’ post-launch recovery.

Is Phantom Liberty a sequel or an expansion?
It is officially an expansion to Cyberpunk 2077, not a separately named sequel. CD PROJEKT RED described it as an “action-packed spy thriller” in its 25 September 2023 launch announcement. The expansion continues the existing game rather than replacing it with a new numbered entry.

The “overlooked sequel” wording is therefore useful only as shorthand for a substantial follow-up. It should not be treated as the product’s official classification. Calling it an expansion also makes comparisons clearer: its sales are an expansion achievement, not evidence that a new mainline sequel had already launched.
What the expansion adds
Dogtown is the new setting
The centerpiece is Dogtown, a new district within the game’s broader world. CD PROJEKT RED presents it as the setting for the expansion’s spy-thriller story and associated activities. The district is not a separate game; it is the new area through which the additional campaign and side content are delivered.
A spy-thriller campaign
The story changes genre emphasis from the base game’s broader role-playing framework to a focused spy thriller. The launch announcement names NUSA agent Solomon Reed among the expansion’s characters. That description establishes the campaign’s premise and cast without supporting claims about its quality, length or branching structure, so those points should not be inferred from the marketing language alone.
More than the main story
The expansion includes gigs and side quests alongside its principal plot. It also adds weapons and other items, giving players additional equipment to use while exploring Dogtown and pursuing the new missions. A new Relic skill tree expands the game’s progression options. These are concrete additions identified by the publisher, not a claim that every system in the base game was redesigned.

Why “comeback win” is a defensible description
The comeback argument is strongest when it is kept commercial and specific. The expansion reached a substantial audience soon after launch, remained a meaningful contributor to the company’s Cyberpunk business, and was followed by continued sales growth. Those facts make it reasonable to call Phantom Liberty an important follow-up and a commercial win.
They do not prove that the expansion was literally overlooked before release, nor that it single-handedly changed the reputation of the base game. They also do not establish a universal critical consensus. A sales milestone tells you how many copies the publisher reports selling; it does not tell you why each person bought the product, whether every buyer finished it, or how every reviewer evaluated it.

The most accurate reading is therefore two-part: Phantom Liberty delivered a commercially significant second act for the franchise, and the phrase “best comeback” is editorial interpretation grounded in that performance rather than an official award or consensus ranking.
Sales milestones, with dates and attribution
CD PROJEKT has reported several milestones. They describe different points in time and should not be combined into a single “current” total.

The first two figures come from CD PROJEKT RED’s 26 November 2024 update, “CD PROJEKT wraps up the third quarter of 2024.” The later Phantom Liberty figure comes from the company’s 28 May 2025 update, and the base-game figure comes from the 2025 Management Board report published in 2026. None of these figures should be presented as a live October 2026 sales count.

What the 2023 financial report adds
Sales units show audience size; the company’s 2023 segment figures show why the expansion mattered financially. CD PROJEKT’s 2023 Management Board report, published in 2024, said revenue from Phantom Liberty accounted for nearly 40% of product sales in the CD PROJEKT RED segment during 2023.
The same report said Cyberpunk products represented approximately 80% of that segment’s product sales. These are company-reported segment measures, not a review score, player-satisfaction survey or independent market-share calculation. They also cover the stated 2023 reporting period, not the expansion’s entire lifetime.
Read together, the figures explain the comeback framing: an expansion released late in the year still represented a very large share of the developer segment’s product sales for that reporting period. That is unusually important for an add-on, but it should not be converted into a claim that the expansion generated 40% of all CD PROJEKT revenue or 40% of the entire games industry’s sales.

Where and how it launched
CD PROJEKT RED’s launch announcement dated 25 September 2023 lists Xbox Series X|S, PlayStation 5 and PC as the launch platforms. On PC, the announcement names Steam, GOG and the Epic Games Store, and it also identifies GeForce Now. The announcement describes the release as digital.

That platform list is important because it establishes the generation boundary for the cited launch. The announcement does not list Xbox One or PlayStation 4 among the platforms for Phantom Liberty. Readers considering an older console should therefore check the edition and platform requirements of the specific product they intend to buy rather than assume that the expansion runs on every version of the base game.
The Ultimate Edition
CD PROJEKT’s 2023 annual report says the Cyberpunk 2077: Ultimate Edition included the base game and Phantom Liberty. The company later said the Ultimate Edition would launch on Nintendo Switch 2 on 5 June 2025. Those statements establish the edition’s contents and the announced Switch 2 date; they do not establish a current price, stock position, regional packaging or whether every retailer offers identical formats.
If you already own the base game, verify whether the expansion is sold separately for your platform. If you are buying both for the first time, compare the listed contents of the standard product and the Ultimate Edition at the time of purchase. Store pages can change, and the cited company reports do not provide a universal 2026 price.

- Identify your platform. Confirm that you are playing on Xbox Series X|S, PlayStation 5 or a supported PC storefront. The cited launch announcement does not establish support for older console generations.
- Check whether you own the base game. Phantom Liberty is an expansion, so it is not a substitute for Cyberpunk 2077. A bundle such as the Ultimate Edition may be the relevant product if you need both.
- Decide whether a spy-thriller campaign appeals to you. The expansion’s official identity centers on an action-packed spy story, Dogtown and NUSA agent Solomon Reed. This is a genre and setting description, not a guarantee about your personal response.
- Look for the content you value. The confirmed additions are the new district, story, gigs, side quests, weapons, items and Relic skill tree. If you are specifically seeking a technical overhaul or a quantified performance upgrade, the cited material does not provide that evidence.
- Check the edition details on your store. Confirm whether the listing contains only the expansion or the base game plus expansion, and check the platform version before paying. Do not infer current pricing or availability from the historical reports.
What the sales record can—and cannot—tell you
What it can tell you
- The expansion found a large audience in the period measured by CD PROJEKT’s updates.
- Its sales continued past the first year, reaching a higher reported milestone in May 2025.
- It made a substantial contribution to CD PROJEKT RED’s 2023 product sales.
- The base game’s reported lifetime sales also continued to rise after the expansion launched.
What it cannot tell you
- It cannot prove that every critic or player considered the expansion excellent.
- It cannot prove that Phantom Liberty alone repaired all reputational damage associated with the original release.
- It cannot establish completion rates, playtime, refund rates or the reasons people purchased it.
- It cannot be used as an October 2026 sales total, because each figure belongs to a dated company update or report.
This distinction is especially important when using superlatives. “One of the best comeback wins” is a defensible editorial judgment about the combination of scope, sales and business impact. It is not a statistic and should not be presented as one.
What happens next for the Cyberpunk series?
CD PROJEKT said on 28 May 2025 that the team for the next major game in the Cyberpunk universe had completed conceptual work and moved Cyberpunk 2, formerly known as Project Orion, into preproduction. The update did not provide a release window. Preproduction means development had moved beyond the earliest conceptual stage; it does not indicate that launch is imminent.
A 13 March 2026 GameSpot report quoted CD PROJEKT RED as saying it had no plans for additional Cyberpunk 2077 downloadable content or expansions. The same report said CD PROJEKT RED and WeirdCo were planning a Cyberpunk 2077 card game. Those are dated developments, not a guarantee of a currently available product or a confirmed change to the game’s expansion roadmap. Readers should check a current official announcement for any later update.
That context makes Phantom Liberty more significant. It appears to be the major expansion chapter attached to Cyberpunk 2077, while the next large game is being developed as a separate project. The expansion’s success can influence how the franchise is remembered and how future projects are judged, but it does not turn the add-on into a numbered sequel.
The most accurate verdict
Phantom Liberty earned “comeback win” status through a combination of clear scope and measurable commercial performance. It added a new district, a spy-thriller campaign, side activities, equipment and a Relic skill tree; it launched across current-generation consoles and PC storefronts; and CD PROJEKT later reported milestones above eight million and then ten million copies.

The careful wording is the important part. This was not an overlooked sequel, and the sales reports do not prove universal acclaim. It was an expansion that became a major commercial follow-up, contributed nearly 40% of CD PROJEKT RED’s 2023 product sales according to the company’s annual report, and helped give Cyberpunk 2077 a stronger second chapter than the word “add-on” might suggest.
