A PHP worker is a PHP-FPM child process that executes one dynamic request at a time. When every child is occupied, new WordPress requests wait or time out. Adding workers can increase simultaneous capacity, but it cannot make slow plugins, database queries, remote calls, or image processing run faster—and too many workers can exhaust memory and make the site less stable.
Antihost offers managed WordPress hosting with free migration, one-click staging and a 14-day free trial.
This guide follows a request from the browser to PHP-FPM and back, explains what “all PHP workers are busy” means, and gives a diagnostic and tuning process based on evidence rather than a universal worker-per-visitor formula.

On a typical WordPress installation, PHP runs through PHP-FPM (FastCGI Process Manager). PHP-FPM maintains a pool of child processes. Each child can execute one PHP request at a time, so hosting dashboards commonly call an executing child a PHP worker.
While a worker is busy, it loads WordPress core, the active theme and the plugins needed for that request. The code may read or write the database, call another service over HTTP, process an uploaded image or perform other work before returning a response. When the response is complete, the child can handle another request, subject to the pool’s process-management settings.

PHP-FPM is designed for heavily loaded sites and provides process pools, graceful process management, slow logs and status information. It can create children using static, dynamic or ondemand modes. A worker limit is therefore a concurrency limit: it says how many PHP requests may execute simultaneously, not how quickly any individual request runs.
How a WordPress request uses a worker
- The browser makes a request. It might ask for a page, an administrator action, an AJAX endpoint, the WordPress REST API or
wp-cron.php. - The web server classifies it. Nginx or Apache can serve a static file directly. A dynamic PHP request is forwarded to an upstream PHP-FPM socket or FastCGI endpoint.
- PHP-FPM assigns a child. An idle child starts processing immediately. If all children are occupied, the request waits in a queue or eventually encounters a web-server, PHP-FPM or application timeout.
- WordPress bootstraps. The child loads WordPress core, the selected theme and relevant plugin code. Most of that code can issue database queries; some code also makes outbound HTTP requests or performs filesystem and image operations.
- The response returns. PHP-FPM sends generated HTML, JSON or another response to the web server, which sends it to the browser. The child then becomes available for another request unless a process limit or lifecycle rule causes it to be replaced.
A full-page cache or reverse proxy can answer a cache hit without invoking PHP at all. CSS, JavaScript, images and fonts are also normally served as static assets and do not consume a PHP worker for each delivery. A cache miss, a personalized page or an uncached API request follows the PHP path above.
What “all PHP workers are busy” means
The message means that every configured PHP-FPM child is currently executing a request. It does not identify the cause. A worker may be occupied by a genuinely expensive operation, waiting on a slow database query, stalled on a remote HTTP call, processing an image, running an administrator task or handling scheduled work from wp-cron.php.
When the pool is saturated, additional dynamic requests can queue. If they wait longer than a configured timeout, visitors may see a gateway timeout, a blank error page or an application-specific failure. A brief spike can clear when existing requests finish. Persistent saturation indicates that request demand, request duration or both exceed the pool’s sustainable capacity.
Increasing the maximum number of children can reduce queueing only when the server has spare memory and the database and other dependencies can accept the additional concurrency. If every request is slow because of one inefficient query, doubling workers simply runs more slow queries at once and may push the database or operating system into contention.

Why WordPress requests hold workers for different lengths of time
Core, theme and plugin execution
WordPress loads core code, theme PHP files and plugin scripts for dynamic requests. A simple cached front-end page may never reach PHP, while an uncached page with a page builder, search, membership rules or several integrations can execute substantially more code. A plugin that performs work on every request can therefore raise both average and worst-case worker time.
Database latency and query volume
Most WordPress components use the database. Large or unindexed queries, table contention, a distant database server and connection limits all increase the time a child remains occupied. A worker waiting for the database is still unavailable to another visitor.
Remote HTTP calls
Analytics, payment, licensing, email, maps and other integrations may make outbound requests. If the remote service is slow or unreachable, the PHP request can wait until its HTTP timeout. Put strict timeouts around integrations and avoid making an optional remote call block the entire page.
Uploads, image work and administration
Image resizing, media metadata generation, imports, exports and bulk administrator actions can be much heavier than a normal front-end request. Run large jobs in a controlled background process where possible, and observe their effect on the same PHP pool used by visitors.
Scheduled tasks
WordPress’s traffic-triggered wp-cron.php can start scheduled jobs during a visitor request. Plugin updates, feed fetching, cleanup and report generation may occupy workers at inconvenient times. On busy sites, scheduling jobs through the system scheduler and isolating long-running work can make front-end capacity more predictable.

Worker limits, memory and process modes
PHP-FPM exposes several settings that determine how children are created and retired. Names and available options depend on the PHP-FPM version and hosting platform, so use the configuration syntax supplied by your host.
| Mode or setting | What it controls | Operational trade-off |
|---|---|---|
pm = static |
Keeps a fixed number of children running. | Predictable capacity and warm processes, but reserves memory even during quiet periods. |
pm = dynamic |
Maintains a baseline and creates or removes children within configured limits as demand changes. | Balances responsiveness and memory use; requires sensible start, spare and maximum values. |
pm = ondemand |
Starts children when requests arrive and removes idle children after an idle timeout. | Can save memory for irregular traffic, but process creation can add latency during bursts. |
pm.max_children |
Maximum simultaneous child processes in the pool. | Higher values increase possible concurrency and memory demand. |
pm.max_requests |
Requests a child handles before it is respawned. | Can limit the impact of gradual memory growth, with some process-restart overhead. |
pm.process_idle_timeout |
How long an ondemand child may remain idle before removal. | Shorter values save memory; longer values reduce respawn churn. |
request_terminate_timeout |
Maximum permitted request duration before PHP-FPM terminates it. | Prevents one request from occupying a child indefinitely, but can interrupt legitimate long jobs. |
Do not select a worker count from visitor numbers alone. A useful ceiling must fit within available memory after accounting for the operating system, web server, database, object cache and other services. Measure the typical and peak resident memory of PHP children, leave headroom for bursts, and confirm that the database can handle the resulting simultaneous queries.
How many PHP workers does WordPress need?
There is no authoritative number of workers per WordPress visitor. The appropriate pool size depends on request cost, peak concurrency, cache-hit rate, database latency, plugin and theme behavior, background jobs and the memory available on that particular server.
Think in terms of concurrency rather than monthly traffic. A site with many page views can use few workers if most pages are served from a full-page cache. A lower-traffic site can need more capacity if visitors trigger uncached searches, logged-in dashboards or expensive API requests at the same time.

- Record peak simultaneous PHP requests and the fraction of time the pool is fully busy.
- Measure request duration at the web server and in PHP-FPM, including high-percentile rather than only average times.
- Determine the memory footprint of several representative PHP children under load.
- Check database CPU, memory, connection usage, lock waits and slow queries while the pool is busy.
- Reserve capacity for cron, administration and monitoring instead of allocating every byte and CPU cycle to front-end workers.
If the pool rarely reaches its limit and requests are slow, adding children is unlikely to help. If it frequently reaches the limit, requests are otherwise short, and memory and database metrics show headroom, a cautious increase may reduce queueing. Change one variable at a time and compare the same peak period before and after.

Cache and opcode optimizations that reduce worker demand
OPcache
OPcache stores compiled PHP bytecode in memory. With it enabled and sized for the installation, PHP can reuse compiled scripts instead of parsing source files on every request. This lowers CPU work and can shorten execution time, but it does not change the number of PHP-FPM children.
Full-page and reverse-proxy caching
A reverse proxy or page cache can return stored HTML without contacting PHP or the database on a cache hit. This is often the largest reduction in worker demand for public pages. Configure exclusions for logged-in users, carts, checkout, personalized content and other responses that must not be shared. Purge or expire cached pages when content changes.
Caching the HTML response does not eliminate all browser requests: stylesheets, scripts, images and fonts still load separately. Those assets should be delivered efficiently, but they normally do not occupy PHP workers when served as static files.
A practical diagnosis procedure
- Confirm saturation. Inspect the PHP-FPM status endpoint or hosting dashboard for active, idle and maximum children, and compare it with web-server request timing. A high active count at the maximum, accompanied by queueing or gateway errors, is evidence of pool pressure.
- Find slow requests. Enable PHP-FPM slow logging at a duration appropriate for the site, then identify the URLs, scripts and stack traces that exceed normal response time. Protect status and log data because it can reveal paths and operational details.
- Correlate application work. For the slow requests, inspect database query time and count, external HTTP calls, plugin and theme hooks, image processing and cron activity. Profiling should identify the operation to fix rather than merely confirm that workers are busy.
- Check caching. Verify that expected public pages return cache hits and that cache bypass rules are not unnecessarily broad. Compare a cache hit with a cache miss so you know how much PHP work each visitor actually creates.
- Verify OPcache. Confirm that OPcache is enabled, that its memory and interned-string settings are not exhausted, and that the platform’s deployment process invalidates old bytecode safely.
- Review limits and failures. Check PHP memory limits, web-server and FastCGI timeouts,
request_terminate_timeout, database connection limits and operating-system memory pressure. A timeout or out-of-memory kill can look like a worker shortage. - Retest under a representative peak. Apply a small, reversible change, observe the same metrics and roll back if latency, errors or memory use worsen.
What to do when workers stay busy
Fix expensive application work first
Update or replace code that performs unbounded queries, repeated remote calls or unnecessary processing. Add appropriate database indexes, paginate large result sets and move nonessential work out of the visitor request. Disable a suspected plugin briefly in a controlled maintenance window or staging environment and compare timings; do not assume the last-installed plugin is the cause.
Separate background workloads
Move imports, reports, image batches and scheduled maintenance to a system scheduler or a dedicated queue where your platform supports it. Isolation prevents a long job from consuming every child in the pool that serves visitors.

Increase concurrency only with headroom
If profiling shows short, healthy requests waiting behind a full pool, raise the child limit in small increments while watching per-process memory, total RAM, swap, database load and error rates. A larger VPS or a better-isolated managed environment may be more effective than an aggressive limit on an undersized server.
Security and baseline hosting requirements
Run WordPress and the web server as a non-privileged user wherever the deployment permits. PHP needs controlled write access for automatic updates and to wp-content/uploads for uploaded media; it should not have broad write access to the entire installation.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteProtect the PHP-FPM socket or FastCGI endpoint from untrusted networks. The PHP manual warns that PHP-FPM must not be reachable from an untrusted network: a client able to open a FastCGI connection can influence request configuration and potentially execute arbitrary code. Keep the endpoint on a private local socket or protected network, restrict permissions and firewall access, and never expose a diagnostic status page publicly.
The current WordPress requirements page recommends PHP 8.3 or greater, MariaDB 10.11 or greater or MySQL 8.0 or greater, and HTTPS. Apache or Nginx is recommended as a robust web-server choice. Meeting those baselines does not guarantee capacity, but unsupported versions and weak isolation make performance and security problems harder to diagnose.
How to evaluate a hosting configuration
When comparing plans or a self-managed VPS, ask for evidence rather than a marketing worker number. Evaluate these dimensions together:
| Area | Questions to answer |
|---|---|
| PHP-FPM mode and capacity | Is the pool static, dynamic or ondemand? What is the maximum child count, and how is memory headroom protected? |
| Observability | Can you view active and idle children, slow logs, request timing and termination events? |
| Caching and OPcache | Is OPcache enabled and maintained? Is full-page or reverse-proxy caching available, with clear bypass and purge controls? |
| Database performance | Where does the database run, what are its CPU and connection limits, and can slow queries be inspected? |
| Background jobs | Can cron and long-running jobs be scheduled or isolated so they do not consume the visitor pool? |
| Versions and security | Are supported PHP and database versions available, HTTPS included, and accounts or pools isolated from other customers? |
| Operations | Does the provider offer managed tuning and rollback, or only raw infrastructure that you must monitor yourself? |
Common mistakes to avoid
- Copying a worker number from another site: different code, cache rates and memory footprints make the comparison invalid.
- Treating workers as speed controls: a worker limit controls simultaneous execution; it does not optimize a slow request.
- Maxing out available RAM: database and operating-system memory are essential. Swap activity and out-of-memory kills can erase any concurrency gain.
- Ignoring cache misses: a site can look fast for cached home-page tests while searches, logged-in pages and API calls saturate PHP.
- Raising timeouts indefinitely: a long timeout can leave children occupied longer and turn a slow dependency into a pool-wide outage.
- Exposing FPM status or FastCGI: diagnostics and the FastCGI endpoint require access controls and private networking.
The operating rule
Start by measuring whether the problem is queueing, slow execution, memory pressure or a dependency such as the database. Reduce the work of each request with sound code, OPcache, page caching and controlled background jobs. Only then adjust PHP-FPM concurrency, and increase it gradually within verified memory and database limits. That approach gives WordPress more usable capacity without mistaking a larger worker number for a faster application.
