For the easiest all-around story run in the original Pokémon Ruby or Pokémon Sapphire, choose Mudkip. Its evolution into Water/Ground-type Swampert gives it useful coverage and durability through much of the adventure. Choose Treecko for a faster, Grass-focused style, or Torchic if you want the eventual Fire/Fighting-type Blaziken and are willing to prepare for a less comfortable opening stretch.
What you choose at the start
In the original Game Boy Advance versions of Ruby and Sapphire, your starter is one of three Hoenn Pokémon: Treecko, Torchic, or Mudkip. Each develops a distinct battle role as it evolves.

Which starter fits your play style?
Choose Mudkip for the smoothest general story run
Mudkip is the strongest default recommendation for a standard playthrough. Its Water/Ground evolution line has useful tools in many major battles, and its sturdy profile helps it contribute across the story. This is a convenience recommendation, not a guarantee that every fight will be easy: the rival gets Treecko when you pick Mudkip, and Swampert has a four-times weakness to Grass.
Choose Treecko for speed and a Grass specialist
Treecko has the highest base Speed of the three unevolved starters, according to Generation III game data, and remains Grass-type through Sceptile. Pick it if you enjoy acting quickly and want a dedicated Grass attacker. Speed alone does not make it the easiest choice: favorable matchups depend on the opponent, and its Grass-focused role is less broadly useful in some parts of the story.

Choose Torchic for Blaziken
Torchic evolves into Combusken and gains Fighting typing before becoming Blaziken. That Fire/Fighting combination is a clear payoff if you want an offensive starter with two types. The first Gym takes more planning than it does with Treecko or Mudkip, but it is a preparation challenge rather than a dead end.
Choose the one you like
Battle convenience is only one part of a long playthrough. If you have a favorite design or simply want a particular Pokémon on your team, that preference is a good reason to choose it; no matchup summary can decide which starter you will enjoy most.

How the first Gym affects your choice
Roxanne, the first Gym Leader, specializes in Rock-type Pokémon. Treecko and Mudkip can use super-effective same-type attacks against her team. Torchic is less straightforward at its initial stage, while evolving to Combusken provides a favorable Fighting-type option. Your level, moves, evolution timing, and other Pokémon on your team all affect the battle, so none of the three choices promises an effortless win.
Plan for the rival and build a balanced team
Your rival receives the starter that counters your selection: choosing Mudkip means facing the Treecko line. That matters because Grass attacks are particularly dangerous to Marshtomp and Swampert, which take four times the damage from Grass moves. Keep that weakness in mind as you build your team and approach rival battles; your starter does not need to handle every Gym or opponent alone.

Scope of this recommendation
This advice is for the original Pokémon Ruby and Pokémon Sapphire on Game Boy Advance. It should not be treated as a precise ranking for Pokémon Emerald or the Omega Ruby and Alpha Sapphire remakes, whose encounters and mechanics differ.
