prflbmsg.dll is a legitimate Microsoft Windows system file used by the performance-counter infrastructure, not a game-specific or Visual C++ runtime file. If Windows says it is missing or cannot load, repair Windows first instead of downloading a replacement DLL.
What this file actually does
The name refers to Perflib Event Messages. Perflib is part of Windows performance monitoring, including the message and resource support used by performance counters.
A legitimate copy normally belongs in:
C:WindowsSystem32prflbmsg.dllfor the 64-bit copy on 64-bit WindowsC:WindowsSysWOW64prflbmsg.dllfor the 32-bit copy on 64-bit Windows
Those directory names are confusing. On 64-bit Windows, System32 contains 64-bit system files, while SysWOW64 contains 32-bit files. Windows uses WOW64 redirection to help 32-bit programs access the correct system components. Microsoft explains this layout in its File System Redirector documentation.
The version depends on your Windows build, architecture, language, and servicing state. Do not assume that a version copied from another computer, or a version advertised as “latest,” is correct for your installation.

The exact wording may be “prflbmsg.dll was not found,” “The program can’t start because prflbmsg.dll is missing,” “Error loading prflbmsg.dll,” or “The file is either not designed to run on Windows or contains an error.” These are generic loader messages and do not prove that a particular game, installer, or runtime owns the file.
Fix 1: Repair Windows components with DISM and SFC
This is the correct first repair when the file is missing from its normal Windows directory, is damaged, or several Windows features are affected.
Install updates and restart
- Press Windows + I.
- Select Windows Update.
- Select Check for updates.
- Install everything offered.
- Restart Windows, even if it does not require an immediate restart.
- Try the affected program again.
If the error remains, repair the component store.
Run DISM, then SFC
- Open Start and type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Enter this command and press Enter:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to finish. Do not close the window because progress appears to stop at times.
- After DISM completes successfully, run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart the computer.
- Test the program again.
Microsoft recommends DISM before SFC because DISM can repair the component store that SFC uses as its source. The supported procedure is documented in Microsoft’s guide to using System File Checker.
A successful result usually says that SFC found no integrity violations or found corrupt files and repaired them. If the error disappears after the restart, do not replace the repaired file manually.

If DISM fails, note the error message and code. Run SFC once afterward, then restart. If SFC reports that it could not repair some files, create a readable details file with:
findstr /c:"[SR]" %windir%LogsCBSCBS.log >"%userprofile%Desktopsfcdetails.txt"
Open sfcdetails.txt from the desktop when the command finishes. Repeatedly running the same commands without addressing a failed component source usually will not help. Microsoft’s supported next steps include using a matching Windows installation source with the documented /Source and /LimitAccess options, Windows recovery, or an in-place repair installation.

Fix 2: Check whether antivirus quarantined the file
Security software can remove or quarantine a damaged file, a false positive, or a suspicious duplicate.

- Open it and select Virus & threat protection.
- Select Protection history.
- Review recent detections involving
prflbmsg.dll. - Expand the detection and record its full path and action.
- If it is the genuine Microsoft-signed file in
%windir%System32or%windir%SysWOW64, verify it before restoring anything. - If it is unsigned, outside the Windows directory, or located in an unexpected application folder, do not restore it.
- Run a full scan before testing the program again.
Microsoft documents the available Restore and Allow on device actions in its guide to Protection History. Do not allow a detection simply because the filename matches. A malware file can use the same name.
After a verified quarantine event, run DISM and SFC so Windows restores the protected component correctly. Do not download a replacement from a DLL website.
Fix 3: Repair the affected application
If only one game or application shows the error while Windows tools work normally, the application may be using an incorrect loader, have a damaged installation, or be missing another dependency.
First identify the failing program:
- Note the application name in the error dialog.
- Right-click its shortcut and select Open file location.
- Check whether the error points to the program folder or to
%windir%. - Use the program’s own Repair, Verify, or Scan and repair feature if available.
- Otherwise, uninstall it from Settings → Apps → Installed apps.
- Restart Windows.
- Download the installer only from the application developer or its official launcher.
- Reinstall the program and test it before adding modifications or third-party files.
For a game, use the launcher’s file-verification function rather than copying prflbmsg.dll into the game directory. There is no verified evidence that this file belongs to a particular game, Visual C++ package, DirectX package, or .NET package.

Fix 4: Verify the path, signature, and architecture
A file with the right name is not automatically the right file.
- Open File Explorer.
- Enter
%windir%System32in the address bar. - Look for
prflbmsg.dll. - On 64-bit Windows, repeat the check in
%windir%SysWOW64. - Right-click the file and select Properties.
- Check the Digital Signatures tab.
- Inspect the signer and confirm that the file is in the expected Windows directory.
- On the Details tab, check that the description identifies the Windows performance-message component.
Do not treat one observed version as universal. Windows builds can carry different versions, sizes, and hashes. If the file exists but the application still cannot load it, “specified module could not be found” may refer to a dependency of that DLL rather than to the named file itself.
Fix 5: Rebuild performance counters only when the evidence points there
Do not rebuild counters merely because the filename contains “Perflib.” This step is appropriate when:

- Event Viewer reports Perflib or LoadPerf errors
- Performance Monitor fails to open or loses counters
- Monitoring software reports broken counter registration
- The file is present and signed, but performance infrastructure is malfunctioning
Microsoft documents the lodctr command and the process for rebuilding performance counter values.
Because counter registration varies by Windows component and installed provider, do not run random lodctr commands copied from an unrelated repair page. Record the exact Event Viewer message first and follow Microsoft’s procedure for the affected counter. Rebuilding counters will not restore a missing protected DLL; use DISM and SFC for that.
Fix 6: Investigate disk or malware damage
If the file disappeared repeatedly, or Windows reports that it cannot read or repair it, investigate the system rather than replacing the DLL.

- Open Windows Security → Virus & threat protection → Scan options.
- Run a Full scan.
- If malware is suspected, run Microsoft Defender Offline scan from the same area.
- Check whether other files are disappearing or becoming corrupted.
- Review drive-health warnings from Windows or the computer manufacturer.
- Back up important personal files before performing recovery work.
- Run DISM and SFC again after malware removal or disk repair.
A file that appears in an application folder, has no Microsoft signature, or returns after deletion is not a normal Windows component problem.
Fix 7: Update drivers only when the evidence supports it
prflbmsg.dll is not identified as a driver file, so driver updates are not a primary fix. Consider them only if the error began with a hardware change, a graphics or storage failure, or a device-related application crash.
To check drivers safely:
- Right-click Start and select Device Manager.
- Expand the device category related to the failure.
- Right-click the device and select Properties.
- Open the Driver tab.
- Check the provider and driver date.
- Use Update Driver and allow Windows to search, or obtain the driver from the hardware manufacturer.
- Restart and test the affected program.
Do not use a driver update as a substitute for DISM and SFC when Windows reports a missing system file. Do not use regsvr32 for this file
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer, commonly COM or ActiveX components. prflbmsg.dll is a Windows message/resource component, not a normal COM server.
Running:
regsvr32 prflbmsg.dll
is therefore not a routine repair and may produce another confusing error. Use DISM and SFC instead.

Do not download prflbmsg.dll from a random DLL download site or copy it into System32, SysWOW64, or a game folder. That approach can introduce malware, use the wrong architecture, provide a version mismatched with your Windows build, or leave the real component-store problem unresolved.
The safe sources are:
- Windows Update
- DISM and SFC
- Windows recovery or installation media matching your system
- The official installer for the affected application
- Microsoft support and documentation
Copying a file from another computer is appropriate only in tightly controlled recovery circumstances involving the same Windows edition, build, architecture, and language, and generally only after SFC has failed.

If nothing above works
Use System Restore when the problem began after a recent installation, cleanup, update, or other system change:
- Open Start and search for Create a restore point.
- Open it and select System Restore.
- Choose a restore point from before the error began.
- Review the affected programs.
- Start the restore and let Windows restart.
System Restore is a recovery option, not a replacement for a DLL download. If both expected copies are absent, DISM and SFC repeatedly fail, or Windows has broader corruption, use Windows recovery or an in-place repair installation. Professional support may be appropriate if disk or malware damage is suspected.
FAQ
Is prflbmsg.dll a legitimate Windows file?
Yes. A copy in the expected Windows directory and digitally signed by Microsoft is consistent with the genuine Windows component.
Does it belong to a specific game?
No specific game or application is verified as its owner. A program may be the one displaying the error while Windows owns the file.
Should I download a replacement DLL?
Generally no. The correct file depends on Windows build, architecture, language, and servicing state. Repair Windows through DISM and SFC instead.
Why are there copies in both System32 and SysWOW64?
On 64-bit Windows, they serve different architectures. System32 normally contains the 64-bit copy, while SysWOW64 contains the 32-bit copy.
