pscl3.dll Not Found on Windows: Identify the PSQL Owner

pscl3.dll is a 32-bit third-party DLL associated with Pervasive Services for PSQL, a database runtime formerly developed by Pervasive Software and now continued in Actian’s PSQL and Zen product family. It is not a normal Windows component and should not normally be placed in C:WindowsSystem32 or C:WindowsSysWOW64.

The application that originally installed the file is usually a legacy accounting program, database client, business application, or other software using Pervasive PSQL. The safest fix is to repair or reinstall that application or its matching PSQL package.

These version records come from public file metadata, not an Actian-maintained compatibility table. Do not choose between them blindly. The correct version depends on the application and PSQL release installed on the computer.

Errors caused by pscl3.dll

You may see messages such as:

  • “The program can’t start because pscl3.dll is missing from your computer.”
  • “The code execution cannot proceed because pscl3.dll was not found.”
  • “There was a problem starting pscl3.dll.”
  • “Error loading pscl3.dll. The specified module could not be found.”
  • “pscl3.dll is either not designed to run on Windows or it contains an error.”

These messages do not all mean the same thing. The file may be missing, damaged, the wrong version, or incompatible with the program. Also, “The specified module could not be found” can mean that a dependency required by pscl3.dll is missing. Windows searches for dependencies separately.

Fix pscl3.dll by repairing the owning application

This is the most likely solution.

1. Identify the program that needs the file

Read the error dialog carefully. The application name may appear in the title bar or immediately before the DLL message.

Then check installed programs:

  1. Press Windows + I.
  2. Select Apps.
  3. Select Installed apps.
  4. Search for the affected program.
  5. Search separately for Pervasive, PSQL, Actian, or Zen.

On older Windows installations:

  1. Press Windows + R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Look for the affected application and any Pervasive or Actian database components.

Do not uninstall PSQL immediately. First determine whether the business application depends on it. Removing a shared database runtime can cause additional programs to stop working.

2. Use the application’s repair option

If the affected program appears in Installed apps:

  1. Select the three dots beside the program.
  2. Choose Advanced options, if available.
  3. Select Repair.
  4. Start the application again after the repair finishes.

If there is no Repair button, open Control Panel → Programs and Features, select the application, and look for Change, Repair, or Modify.

Some older applications include their own setup utility. Open the original application folder or installation media and look for Setup.exe, Install.exe, or a vendor-provided maintenance tool. Choose repair rather than removing the program.

If repair does not restore pscl3.dll, reinstall the exact application from its original vendor media. Back up the application’s data and confirm that you have any required license information before uninstalling.

Repair the matching PSQL installation

If PSQL is installed separately, use the installer that matches the application’s release and architecture.

Actian documentation describes the PSQL Client as a component installed on the client computer. Client components are also included with Server, Vx Server, and Workgroup editions. In the installer, choose Client when the computer only connects to a database server. Choose Workgroup or Server only when the application’s documentation requires it.

A typical repair process is:

  1. Locate the original PSQL or Actian installer.
  2. Right-click the setup program.
  3. Select Run as administrator.
  4. Choose Repair, if offered.
  5. If repair is unavailable, choose the appropriate Client, Workgroup, or Server installation.
  6. Select Complete rather than a minimal or custom installation unless the vendor specifies otherwise.
  7. Finish the installation and restart Windows.

For older PSQL v11 media, setup files may have names such as SetupClient_x86.exe or SetupClient_x64.exe. Actian recommends using the setup executable for a normal installation instead of launching the MSI directly.

Do not install a newer PSQL edition merely because it is available. PSQL clients and database engines can have compatibility restrictions, and Actian editions should not be installed side by side indiscriminately. Match the client to the database engine and the application vendor’s requirements.

Actian’s official downloads page provides some PSQL, Zen, and update packages. If the application uses an older release that is no longer listed, contact the application vendor, reseller, or Actian support, or use the original installation media.

Check 32-bit and 64-bit compatibility

Public records identify pscl3.dll as an x86, 32-bit file. A 64-bit version of Windows can run a 32-bit application, but a 64-bit application cannot load a 32-bit DLL.

To check the application architecture:

  1. Open Settings → System → About.
  2. Note the Windows system type.
  3. Identify the application executable in its installation folder.
  4. Check the application vendor’s documentation for whether it is 32-bit or 64-bit.

Do not assume that 64-bit Windows requires a 64-bit copy of every DLL. The relevant question is the architecture of the program requesting pscl3.dll.

PSQL provides separate client packages and installation paths. Installing an x64 client when the affected program needs x86 components will not solve the problem. Conversely, adding random 32-bit and 64-bit copies to Windows folders can create conflicts.

Check where the file belongs

PSQL program files may be installed under locations such as:

  • C:Program FilesPervasive SoftwarePSQL
  • C:Program Files (x86)Pervasive SoftwarePSQL
  • C:Program FilesActianPSQL

The correct location is normally the private folder used by the application or PSQL installation, not a Windows system directory.

If you find pscl3.dll somewhere on the computer:

  1. Right-click it.
  2. Select Properties.
  3. Open the Details tab.
  4. Record the file version and location.
  5. Do not replace it until you know which application owns that folder.

A file can be present but still fail because it is corrupted, the wrong version, or missing a dependency.

Check antivirus quarantine

An antivirus product may have quarantined or removed a legitimate program file after an update or scan.

In Windows Security:

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review entries from the time the application stopped working.
  5. Check the detected file path and the name of the application that installed it.

Do not restore a DLL simply because its filename matches the error. Restore it only when its origin is known and the complete application installation is trusted. A clean reinstall from the application vendor is safer than restoring an unexplained file.

After reinstalling, update the antivirus definitions and run another scan. If the same file is repeatedly quarantined, contact the application vendor before creating an exclusion.

Verify files if a launcher owns the application

If the error comes from a game or launcher, use its built-in file verification feature instead of downloading the DLL.

For Epic Games Launcher:

  1. Open Epic Games Launcher.
  2. Select Library.
  3. Select the three dots beside the game.
  4. Choose Manage.
  5. Select Verify.
  6. Wait for the scan and replacement process to finish.
  7. Start the game again.

Other launchers provide similarly named options such as Verify files, Repair, or Check installation. These tools restore files from the product’s own package and preserve the correct version.

Run DISM and SFC only when Windows itself is damaged

pscl3.dll is a third-party PSQL file, so Windows system repair tools normally will not restore it. Use them when several unrelated Windows DLLs show “not designed to run” errors, Windows features are failing, or system corruption is suspected.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to complete.
  2. Then run:
sfc /scannow
  1. Restart Windows.
  2. Test the affected application.

DISM repairs the Windows component store. SFC checks protected Windows files. Neither command is a substitute for reinstalling the PSQL application.

Do not use regsvr32 for this DLL

regsvr32 is not a general DLL repair command. It calls a registration entry point such as DllRegisterServer, which is used by certain self-registering COM libraries.

There is no verified evidence that pscl3.dll is a self-registering COM DLL. Running commands such as these is therefore not a normal fix:

regsvr32 pscl3.dll
regsvr32 C:PathTopscl3.dll

You may receive an entry-point or architecture error, and successful registration would not restore a missing dependency or repair the owning application.

Do not copy pscl3.dll into System32

Avoid downloading pscl3.dll from random DLL websites or copying it into System32 or SysWOW64. That approach can provide malware, the wrong version, or the wrong architecture, and it often leaves the damaged PSQL installation untouched.

Windows may load DLLs from several search locations. A manually copied file can take priority over the correct private application copy, causing version conflicts or DLL-preloading risks.

Use the original application installer, the matching PSQL or Actian installer, or a trusted vendor repair process instead. Do not install Visual C++, DirectX, or .NET solely because a DLL error appeared unless the application’s documentation identifies that runtime as a dependency.

Driver and database edge cases

Driver reinstallation is not a primary remedy for pscl3.dll. Consider it only if the error is clearly raised by a database or ODBC package and the vendor’s instructions identify a driver problem.

If you must check a database driver:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand relevant categories such as Software components or System devices.
  4. Right-click the identified vendor component.
  5. Select Properties and review the Driver tab.
  6. Use Update driver only with a driver supplied by the hardware or software vendor.

If the error started after a recent change

Think back to the first occurrence:

  • Was the application updated or reinstalled?
  • Was PSQL removed?
  • Did a cleanup utility delete program files?
  • Did antivirus quarantine the file?
  • Was a database engine upgraded?
  • Did a Windows, driver, or disk problem occur first?

If the failure began immediately after a known change, System Restore may reverse recent program, driver, or update changes without normally affecting personal files.

  1. Press Windows + R.
  2. Type rstrui.exe.
  3. Press Enter.
  4. Select a restore point from before the failure.
  5. Review affected programs.
  6. Start the restore process.

A suitable restore point is required. System Restore does not replace an application backup or database backup.

What to collect if repair fails

Before contacting the application vendor or Actian support, record:

  • The exact application name and version
  • The complete error message
  • The application executable path
  • Your Windows version and architecture
  • Whether Pervasive PSQL, Actian PSQL, or Zen is installed
  • The PSQL edition and version
  • Any existing pscl3.dll path and file version
  • Antivirus Protection History results
  • Installer or repair logs from %Temp%

The missing program name is often the decisive clue. Once that owner is identified, restore its matching PSQL component rather than trying unrelated Windows repairs.

FAQ

Is pscl3.dll part of Windows?

No. It is associated with Pervasive PSQL and the later Actian product family. It is not normally supplied as a Windows system file.

Can I download pscl3.dll by itself?

Do not use an unverified DLL download. The file must match the application, PSQL release, architecture, and dependencies. Reinstall the owning program or matching PSQL package instead.

Is pscl3.dll a 32-bit file?

Public records identify it as x86, or 32-bit. The application requesting it must be able to load a 32-bit DLL.

Should I register pscl3.dll?

Normally no. regsvr32 applies to DLLs that provide a registration entry point. Repair the application or PSQL installation instead.

Why does the message say the specified module was not found when the file exists?

A dependency of pscl3.dll may be missing, or the existing file may be incompatible or damaged. Reinstalling the complete matching package is safer than replacing only the visible DLL.
