“The program can’t start because psicon.dll is missing from your computer.” The psicon.dll file belongs to Adobe Photoshop, not Windows, so the safest fix is to repair the Photoshop installation that supplied it.
Which fix applies to you
Use the path that matches what you are seeing:
- Photoshop will not launch: Repair or reinstall Photoshop through Creative Cloud.
- Photoshop opens, but PSD icons or thumbnails are missing: The legacy Photoshop shell integration may be damaged or no longer compatible.
- The problem began after antivirus activity: Check quarantine and verify the file’s Adobe origin.
- The error says the module could not be found: The file may be missing, or a dependency may be unavailable.
- The error says the file is not designed to run on Windows: Suspect a corrupt, incompatible, or wrong-architecture copy.
- Other Windows programs are also failing: Check Windows components with DISM and SFC.
- The file is outside an Adobe folder or came from an unofficial installer: Treat it as suspicious and scan the computer.
Do not begin by downloading psicon.dll from a random DLL website or copying it into System32.

This is not a Windows system DLL. It should not normally be placed in:
C:WindowsSystem32
C:WindowsSysWOW64
It was historically associated with a path similar to:
C:Program FilesCommon FilesAdobeShellpsicon.dll
The exact Photoshop release that first included or later removed this component is not confirmed by current Adobe documentation. Later Photoshop versions changed or discontinued some older PSD thumbnail behavior, according to historical community reports.
Fix 1: Repair or reinstall Photoshop
This is the most reliable fix when Photoshop itself refuses to start or the error appeared after an update, migration, or incomplete uninstall.
Repair the installation through Creative Cloud
- Close Photoshop.
- Close the Creative Cloud desktop application.
- Start Creative Cloud again.
- Select Apps.
- Open All Apps.
- Find Photoshop.
- Open the Photoshop More actions menu.
- Choose Uninstall.
- Follow the prompts.
- Reinstall Photoshop from Creative Cloud.
During uninstall, Adobe may ask whether to keep or remove preferences, plug-ins, and related settings. Keep them if you need those settings and have a trusted installation, or remove them if you are trying to clear a damaged configuration.
Restart Windows after the reinstall, then launch Photoshop and test a PSD file. If Photoshop opens without the message, the repair worked.
If Creative Cloud cannot reinstall Photoshop
Repair Creative Cloud itself:
- Close Photoshop and Creative Cloud.
- Run Adobe’s Creative Cloud Uninstaller.
- Choose Repair.
- Restart Windows.
- Open Creative Cloud and reinstall Photoshop.
If repair fails, use the uninstaller to remove Creative Cloud and install it again from Adobe. Adobe’s Cleaner Tool should be reserved for advanced installation recovery because it can remove more extensive Adobe installation data.
Reinstalling the matching Photoshop release remains the definitive fix. It restores the correct file, architecture, supporting files, and any required application integration together.
Fix 2: Determine whether only PSD thumbnails are affected
If Photoshop launches normally but Explorer shows generic icons or no thumbnails for PSD files, the problem is probably not Photoshop’s main image-processing engine. It is more likely a damaged or obsolete shell integration.
Check whether the historical file exists in an Adobe directory such as:

Do not copy a replacement into that directory manually unless it came from a legitimate matching Adobe installer. A loose file may have the wrong version, missing dependencies, or no usable registry integration.

If Explorer thumbnails are essential, use a PSD thumbnail provider that supports your Windows version and obtain it from its legitimate developer. Avoid importing registry files from forums or using old registry instructions without knowing exactly what they change.
Fix 3: Check antivirus quarantine
Security software can quarantine or delete an application extension file. This is especially likely if the error appeared immediately after a scan.
Check quarantine history
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Search for
psicon.dllor an Adobe-related detection. - Open the detection details.
- Check the original file path and detection reason.
If you use another security product, open its quarantine or detection-history page instead.

- The original Adobe installation is trusted.
- The security product confirms that the detection was a false positive.
Do not disable antivirus protection just to force an unknown DLL to run. If quarantine contains the file but Photoshop remains damaged, reinstall Photoshop instead of repeatedly restoring the same copy.
Fix 4: Check the file’s architecture and location
The known psicon.dll record is 32-bit. A 32-bit DLL is not interchangeable with a 64-bit component, and putting it in a Windows system directory does not make it compatible with 64-bit Explorer or Photoshop.
A suspicious arrangement includes:

- A copy downloaded separately from Photoshop

Fix 5: Repair Windows components with DISM and SFC
Windows repair commands are appropriate when other system files are also failing, Windows Update is damaged, or the problem began after broader system corruption. They will not normally recreate an Adobe-owned psicon.dll.
Open an elevated Command Prompt:
- Press Start.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
Run DISM first:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish. Then run System File Checker:
sfc /scannow
Restart Windows when both commands complete. Try Photoshop again.

SFC checks protected Windows system files. Because psicon.dll belongs to Photoshop and is not a protected Windows file, these commands are unlikely to restore it directly.
If DISM reports that it cannot complete, install pending Windows updates, restart, and run the commands again. If SFC reports that it found and repaired files, test Photoshop after restarting. If the psicon.dll message remains, repair Photoshop through Creative Cloud.

Fix 6: Install Windows updates
Windows updates will not normally supply psicon.dll, but they can address broader component or compatibility problems.

- Select Windows Update.

- Install available updates.
- Restart Windows.
- Run DISM and SFC again if the system still shows corruption.
- Test Photoshop.
If only Photoshop reports the error and every other application works, prioritize the Adobe repair instead of treating Windows Update as the main solution.
Fix 7: Check drivers only when the whole system is affected
A graphics driver is not the normal cause of a missing Adobe shell DLL. Consider driver troubleshooting only if Photoshop also crashes during launch, the display driver is failing, or other graphics applications show problems.
Update a driver through Device Manager
- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Right-click your graphics device.
- Select Update driver.
- Choose Search automatically for drivers.
- Install the result if Windows finds one.
- Restart Windows.
If the problem began immediately after a driver update:
- Open Device Manager.
- Expand Display adapters.
- Right-click the graphics device.
- Select Properties.
- Open the Driver tab.
- Choose Roll Back Driver if available.
- Restart Windows.
If Device Manager reports no problem and Photoshop alone reports psicon.dll, reinstall Photoshop rather than changing drivers.

If identifying the correct driver version manually is becoming guesswork, Outbyte Driver Updater can scan for outdated drivers and show what needs attention; the full version performs driver installation, but a driver update is not a substitute for repairing the Photoshop installation.
Do not use regsvr32 as a universal fix
You may see advice to run:
regsvr32 psicon.dll
Do not run this blindly.
regsvr32 is intended for DLLs that provide a registration entry point such as DllRegisterServer. It is not a general missing-DLL repair command. A shell extension may depend on a particular installer and registry structure, and a failed command can create another confusing error.
Historical evidence associates psicon.dll with Photoshop shell handling, but there is no current Adobe instruction authorizing manual registration of this file. Reinstall the matching Photoshop product instead.
Why random DLL downloads are unsafe
A standalone download can fail even when the filename is correct because it may have:
- The wrong Photoshop vintage
- The wrong architecture
- Corrupt contents
- Missing dependencies
- No matching registry integration
- An untrusted or modified source
It can also introduce malware. The filename alone does not establish that a file is legitimate.
The safe sources are:
- The existing trusted Adobe Photoshop installation
- A repair or reinstall performed through Creative Cloud
- A legitimate Adobe installer for the matching Photoshop release
Never copy psicon.dll into System32, SysWOW64, the Photoshop executable folder, or an unrelated application directory as a generic repair.
What different errors mean
“The program can’t start because psicon.dll is missing”
The application or shell registration expects the file, but it is absent. Repair or reinstall Photoshop.
“The specified module could not be found”
This can mean that psicon.dll itself is missing, or that Windows cannot resolve a dependency required by the DLL. Reinstalling the matching Adobe application is safer than adding random runtime files.

- Confirm whether the message names a specific path.
- Check that path for a stale Adobe shell reference.
- Review Event Viewer for application or shell-extension errors.
- Check Adobe installer logs.
- Test with a new Windows user profile.
- Reinstall the older legitimate Photoshop release if that shell component is required.
- Contact Adobe support if the supported installation still fails.
A stale shell registration or damaged user profile can affect Explorer independently of Photoshop. System Restore is a last-resort option when the issue clearly began after a recent system change and no installer repair is available. It is not a guaranteed fix.
