recovery.dll Errors: Restore the Windows Component Safely

“ The program can’t start because recovery.dll is missing from your computer.” You may also see “The code execution cannot proceed because recovery.dll was not found” or “Error loading recovery.dll.”

recovery.dll is a Microsoft Windows component called Recovery Control Panel. It normally belongs in %windir%System32, alongside the Windows recovery tools. Do not treat it like a Visual C++ runtime, DirectX file, .NET library, or game-specific DLL.

Which fix applies to you

Use the first description that matches your situation:

  • Windows itself or several programs report the error: repair Windows with DISM and SFC.
  • The error started after Windows Update or an interrupted restart: install pending updates, then run DISM and SFC.
  • Only one application reports the error: verify the path in the error, then repair or reinstall that application.
  • Windows Security recently quarantined the file: inspect Protection history before restoring anything.
  • The file exists but the message says “specified module could not be found”: the missing item may be a dependency, not recovery.dll itself.
  • The file is outside C:WindowsSystem32: verify it carefully and run a malware scan instead of copying another DLL over it.
  • Windows will not boot: use System Restore or Startup Repair from Windows Recovery Environment.

What recovery.dll is and where it belongs

Microsoft documents recovery.dll as part of the Microsoft-Windows-RecoveryDrive package, which also includes recoverydrive.exe. The normal path is:

%windir%System32recovery.dll

On most installations, that expands to:

C:WindowsSystem32recovery.dll

Microsoft documents this package for Windows 10 and Windows 11 IoT Enterprise editions. File inventories also identify the component in earlier Windows releases, including Windows 7, Windows 8, Windows 8.1, and Windows 10. See Microsoft’s Recovery Drive package documentation.

A public listing for version 6.1.7601.17514 corresponds to the Windows 7 Service Pack 1 era. Do not use that version as a universal replacement. The correct file depends on the installed Windows build, edition, servicing state, and architecture.

A legitimate system copy should have a Microsoft digital signature. The file name alone is not proof that a copy is genuine.

Check the file before repairing it

  1. Press Win + E to open File Explorer.
  2. Enter %windir%System32 in the address bar.
  3. Locate recovery.dll.
  4. Right-click it and select Properties.
  5. Check the Digital Signatures tab.
  6. Open the signature details and confirm that Windows reports a valid Microsoft signature.
  7. On the Details tab, note the file description and version without assuming that a third-party listing is authoritative.

If the file is missing, continue with Windows repair. If it exists only in a downloads folder, a temporary directory, or an application folder, do not move it into System32. That copy may be altered, mismatched, or malicious.

Fix 1: Install pending Windows updates

An incomplete update can leave the component store or protected system files in an inconsistent state.

Windows 11

  1. Open Start > Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install every available update.
  5. Restart the computer, even if Windows does not immediately require it.
  6. Test the action that produced the error.

Windows 10

  1. Open Start > Settings.
  2. Select Update & Security.
  3. Select Windows Update.
  4. Select Check for updates.
  5. Install the available updates and restart.

If the error remains, proceed to DISM and SFC. Windows Update may repair the source files without replacing the damaged file directly, so restarting alone is not always enough. Microsoft’s Windows Update guidance covers the update process.

Fix 2: Repair Windows with DISM, then SFC

Use an elevated Command Prompt. Run DISM first because it repairs the Windows component source that SFC relies on.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for the operation to finish.
  2. Restart if DISM requests it.
  3. Open an elevated Command Prompt again.
  4. Run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows and test again.

SFC may report that it repaired corrupted files, found no integrity violations, or could not repair some files. A successful repair normally means that the original error no longer appears after restarting.

Microsoft explains this DISM-before-SFC procedure. If DISM cannot obtain repair files through Windows Update, use a matching Windows installation source:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Replace the example path with a genuine repair source that matches the installed Windows version and edition. Do not use an arbitrary Windows folder from another computer.

Repeating SFC without fixing the component source usually does not add much. Outbyte PC Repair can reduce the guesswork by showing what its scan detects, but its repair features are provided by the full version and it is not required for this Microsoft repair. DISM and SFC remain the direct Windows-supported path.

Windows 7 note

The supplied 6.1.7601.17514 version is associated with Windows 7-era files, but current /RestoreHealth instructions do not apply to Windows 7 in the same way. Use Windows 7’s supported servicing guidance and sfc /scannow, rather than assuming that every modern DISM option is available. Microsoft’s Windows upgrade repair guidance explains this limitation.

Fix 3: Use the Windows 11 repair reinstall option

On supported Windows 11 installations, a repair reinstall can restore Windows components while preserving apps, personal files, and settings.

  1. Open Start > Settings.
  2. Select System.
  3. Select Recovery.
  4. Find Fix problems using Windows Update.
  5. Select Reinstall now.
  6. Follow the on-screen instructions.
  7. Keep the computer connected to power and do not interrupt the reinstall.

This option reinstalls the current Windows version. If it is unavailable, continue with System Restore or the recovery options described below. See Microsoft’s instructions for reinstalling the current Windows version.

Fix 4: Repair the application that reports the error

recovery.dll is a Windows component, but an application can still report a DLL error because it is using an incorrect path, has a damaged installation, or is missing another dependency.

First, read the full error carefully. If it names an application executable or an application directory rather than %windir%System32, repair that program instead of downloading recovery.dll.

Microsoft Store and supported Windows apps

  1. Open Start > Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the affected program.
  5. Select the three-dot menu.
  6. Choose Advanced options.
  7. Select Repair.
  8. Test the application.

If Repair does not solve the problem, use Reset only if you understand that it may remove the program’s local settings or data.

Traditional desktop programs

  1. Open Control Panel.
  2. Select Programs > Programs and Features.
  3. Right-click the affected program.
  4. Select Repair, if available.
  5. Restart Windows and test the program.

If repair is unavailable, uninstall and reinstall the program from its original developer, Microsoft Store, or official launcher. For a game, use the launcher’s Verify, Verify integrity, or equivalent command before reinstalling. The exact location depends on the launcher.

If Windows features themselves work and only one program fails, reinstalling that program is more appropriate than replacing a protected Windows DLL.

Fix 5: Check Windows Security quarantine

Antivirus software may quarantine a damaged or suspicious file. Do not disable protection to force a DLL into place.

  1. Open Start.
  2. Type Windows Security and open it.
  3. Select Virus & threat protection.
  4. Select Protection history.
  5. Open any detection related to recovery.dll.
  6. Check the detected path, threat name, and action.
  7. Restore the file only if the path is the expected Windows directory and the file’s Microsoft signature is valid.
  8. Run a Full scan afterward.

If the file repeatedly disappears, appears outside the Windows directory, or is associated with suspicious executables, treat the situation as a possible malware incident. Microsoft’s Protection History guidance explains the available actions.

Fix 6: Investigate a driver only when diagnostics point to one

A driver is not a normal cause of a missing Windows recovery DLL. Do not reinstall drivers as a first response. Consider this step only when Device Manager shows a warning, the failure began after a driver change, or Event Viewer identifies a related device problem.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the category named in the diagnostic information.
  4. Right-click the affected device.
  5. Select Properties.
  6. Open the Driver tab.
  7. Select Update Driver and choose Search automatically for drivers.
  8. Restart Windows and test again.

Do not randomly remove devices or install a driver from an unverified source. Outbyte Driver Updater can show which drivers its scan considers outdated, but the driver installation feature is provided by the full version and is not a required fix for recovery.dll.

Do not use regsvr32 as a default fix

regsvr32 registers DLLs that expose the registration entry points required by the program using them. It is not a general-purpose repair command.

Do not run:

regsvr32 recovery.dll

unless a Microsoft-supported diagnostic specifically instructs you to register that exact component. A build may expose registration-related exports without manual registration being an appropriate repair. Microsoft’s regsvr32 documentation explains its intended use.

If “specified module could not be found” persists

That message does not always mean recovery.dll itself is absent. Windows may have found the named DLL but failed to load one of its dependencies.

After DISM and SFC complete:

  1. Record the exact executable producing the error.
  2. Check the path shown in the message.
  3. Open Event Viewer from the Start menu.
  4. Inspect Windows Logs > Application and Windows Logs > System around the failure time.
  5. Repair the named application if only it is affected.
  6. Check whether recovery.dll exists in %windir%System32 and has a valid Microsoft signature.

Do not copy files from another computer. A different Windows build or architecture can create a new loading failure.

Use System Restore or Windows Recovery Environment

If the problem began after a driver, update, cleanup operation, or software installation, System Restore may be appropriate.

From Windows:

  1. Open Control Panel.
  2. Select Recovery.
  3. Select Open System Restore.
  4. Choose a restore point from before the problem began.
  5. Select Next, then Finish.
  6. Allow Windows to restart.

You can also press Win + R, enter rstrui.exe, and press Enter.

If Windows cannot boot:

  1. Enter Windows Recovery Environment.
  2. Select Troubleshoot.
  3. Select Advanced options.
  4. Choose System Restore or Startup Repair.

BitLocker may require the recovery key. System Restore normally affects system files, drivers, settings, and installed programs, not personal files. See Microsoft’s System Restore guidance, Startup Repair instructions, and Windows recovery options.

Why you should not download recovery.dll

There is no verified Microsoft standalone recovery.dll download page. Random DLL downloads can provide:

  • The wrong Windows build
  • The wrong 32-bit or 64-bit architecture
  • An invalid or missing Microsoft signature
  • A file modified to include malware
  • A copy that hides the real component-store or disk problem

Do not copy a downloaded file into System32, SysWOW64, or an application directory. The safe sources are Windows servicing, Windows Update, a matching Microsoft installation source, System Restore, or a Microsoft-supported Windows reinstall.

FAQ

Is recovery.dll a Visual C++ or DirectX file?

No. It is a Microsoft Windows Recovery Control Panel component. Repairing Visual C++, DirectX, or .NET is not normally relevant.

Should I use the 32-bit version?

Do not choose an architecture from a download listing. The correct file must match the affected Windows installation and build. Restore it through Windows servicing rather than selecting an x86 or x64 file manually.

Is recovery.dll safe?

A valid copy in %windir%System32 with a Microsoft digital signature is consistent with the Windows component. A copy in a temporary, download, or application directory needs verification and malware investigation.

Can I fix it by copying recovery.dll from another PC?

No. The other computer may have a different Windows build, edition, architecture, or servicing state. Use DISM and SFC or a matching Microsoft repair source.

What if SFC says it found no integrity violations?

The error may involve a dependency, an application installation, or an incorrect path. Identify the calling executable, inspect Event Viewer, and verify the file location and signature.

How do I prevent the error from returning?

Keep Windows updated, avoid aggressive cleanup tools that remove system files, maintain backups, and investigate repeated quarantine events or disk errors. If the file disappears again after repair, check the drive and run a complete malware scan rather than repeatedly replacing the DLL.
