It is not a Windows system file, so the safest fix is to repair or reinstall the program that reported the error rather than copying the DLL into System32.
The file is associated with the GnuWin32 Regex package and may be bundled with utilities, converters, older GIS software, DVD Flick, and other legacy programs. The same filename can therefore appear in different application folders.
What regex2.dll is

regex2.dll is not a Microsoft Visual C++ runtime, DirectX component, .NET file, or standard device driver. It normally does not belong in C:WindowsSystem32 or C:WindowsSysWOW64.
Error messages can include:
- “The program can’t start because regex2.dll is missing from your computer.”
- “The code execution cannot proceed because regex2.dll was not found.”
- “The specified module could not be found.”
- “Error loading regex2.dll.”
- “This application failed to start because regex2.dll was not found.”
The wording does not always prove that regex2.dll itself is damaged. Windows may be reporting a missing dependency that the DLL needs.

1. Identify the application and its file path
Read the complete error dialog before closing it. Look for:
- The name of the application that failed
- A folder path containing
regex2.dll - A reference to
mkvextract, DVD Flick, GnuWin32, MSYS, a GIS program, or another utility - Whether the error appears only when starting one program
For example, a path under an application folder is useful evidence. A path such as:
C:Program Files (x86)DVD Flickmkvextractregex2.dll
points to DVD Flick or one of its bundled tools, not to Windows itself.
Also consider what happened immediately before the failure:

- A cleanup utility removed files
- The application was uninstalled and partially restored
- Antivirus software quarantined a file
- The program was copied from another computer
- A new application or driver was installed
- The application was restored from a backup
If only one program fails, repair that program first.
2. Repair or reinstall the parent application
Close the affected program, then use its own repair or file-verification feature if available. Launchers may call this Verify files, Repair, Scan and repair, or Check installation.
For a traditional desktop application:
- Press
Win+R. - Enter
appwiz.cpland press Enter. - Find the affected program in Programs and Features.
- Right-click it.
- Choose Repair, if available.
- If Repair is not offered, choose Change and look for a repair option.
- Restart Windows.
- Test the original program.
On Windows 11, you can also try:
- Open Start > Settings.
- Select Apps > Installed apps.
- Find the affected application.
- Select the three-dot menu.
- Choose Advanced options.
- Select Repair, if Windows provides it.
- Test the program again.
Not every desktop application exposes these controls. If the option is missing, download the installer from the original application developer or project and reinstall the same program. Do not uninstall first unless the installer or vendor specifically requires it.
A complete reinstall restores regex2.dll together with companion files that may be missing, including libraries such as libiconv2.dll, libintl3.dll, pcre3.dll, or msvcrt.dll. Replacing only the filename shown in the message may leave the application unable to start.

If the program is DVD Flick
Reinstall DVD Flick from its official download source and allow the installer to restore its bundled components. The application is old, so its installer may not behave like a modern Microsoft Store application. Preserve the intended installation folder and test the program after restarting Windows.
If the program is a GnuWin32, MSYS, or older GIS utility
Reinstall the complete utility package rather than copying one DLL from another computer. Older Grep, MSYS, and GIS-related tools may rely on a group of libraries installed together. A loose replacement can have the wrong architecture or depend on different companion files.
The repair worked if the original application opens without the same error. If a new DLL name appears, reinstall the complete application again instead of downloading that second file separately.
3. Check Windows Security quarantine
Antivirus software may remove or quarantine a bundled DLL after an update or cleanup event.
- Open Start.
- Search for Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Open any detection that refers to the affected application or its installation folder.
- Check the detected path, publisher information, and available file details.
Restore a quarantined file only when all of these conditions are true:
- It came from the original application installer
- The application itself is trusted
- The path is the program’s normal installation folder
- A current security scan does not identify it as malicious
- You are prepared to reinstall the application if the file is removed again
If the file keeps disappearing, do not repeatedly restore it or create an antivirus exclusion immediately. Reinstall the parent application from its official source and investigate why security software is detecting the file.
If the DLL appears in a temporary folder, a user-profile startup folder, or an unrelated random directory, leave it quarantined and run a full scan. A familiar filename does not prove that a particular copy is legitimate.
4. Confirm the architecture and installation source
The commonly documented regex2.dll is a 32-bit PE32 library. A 32-bit application normally needs the 32-bit copy supplied with that application. A 64-bit Windows installation can run many 32-bit applications, but a 64-bit process cannot load a 32-bit DLL directly.

Do not solve an architecture problem by moving files between these folders:
C:WindowsSystem32C:WindowsSysWOW64- Another application’s installation directory
Those folders serve different purposes, and manual placement can create additional load failures.
If the application was copied from another PC, replace it with a proper installation. Copying only the program folder may omit registry entries, companion DLLs, configuration files, services, or required runtimes.
If the program has a launcher with a Verify or Repair option, use that before attempting compatibility changes.
5. Check for a missing companion dependency
Windows may display regex2.dll even when another library cannot be loaded. This commonly happens when the application directory contains regex2.dll but not one of the files it requires.
The practical fix is to reinstall the complete application package. Avoid trying to reconstruct the folder from separate DLL downloads.
If the application installer completes but the error returns immediately:
- Temporarily note whether Windows Security reports a quarantine event.
- Confirm that the installation folder is writable.
- Run the installer again using Run as administrator.
- Restart Windows.
- Test the application before adding plugins or custom files.
- If the error remains, contact the application’s developer or use its documented compatibility instructions.
Do not assume that installing a current Microsoft runtime will repair this particular library. A runtime may be relevant only if the application’s own documentation identifies it as a requirement.

6. Repair Windows only when several programs are affected
Because regex2.dll is not a protected Windows system file, Windows repair commands are not the first fix for an application-specific error. Use them when multiple unrelated programs show DLL-load failures or Windows itself reports corruption.
Open an elevated Command Prompt:
- Open Start.
- Type
Command Prompt. - Right-click it.
- Select Run as administrator.
- Approve the User Account Control prompt.
Run this command and wait for it to finish:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Then run:
sfc /scannow
Run the commands separately, restart Windows, and test the affected application. Microsoft documents DISM as a Windows image repair tool and SFC as a checker for protected system files. These commands do not replace the application’s own installer.
Repeating SFC and DISM without knowing what changed can make troubleshooting unnecessarily slow. If DISM or SFC reports errors it cannot repair, check the result carefully and restart before running another diagnostic. If every application continues to fail, investigate disk health, malware, damaged profiles, and Windows corruption rather than replacing `regex2.dll repeatedly.

A device driver does not normally provide regex2.dll, and updating a driver is not a standard fix for this file. Consider it only if the error began directly after a graphics, storage, chipset, or other driver change and several applications began failing.
To inspect drivers:
- Right-click Start.
- Select Device Manager.
- Expand the category related to the suspected device.
- Right-click the device.
- Choose Properties.
- Open the Driver tab.
- Note the provider, date, and version.
- Use Update Driver or Roll Back Driver when appropriate.
Install drivers from the computer or device manufacturer’s official support page whenever possible. 8. Use System Restore for a recent system-wide change
If the problem began immediately after a software installation, driver change, or Windows update, System Restore may reverse the change.
- Press
Win+R. - Enter
rstrui.exe. - Press Enter.
- Select Choose a different restore point, if shown.
- Pick a restore point from before the failure began.
- Select Scan for affected programs, if available.
- Review the result.
- Start the restore and allow Windows to restart.
System Restore does not replace personal files, but it can remove applications or drivers installed after the selected restore point. After Windows starts, test the original program.

Do not download a loose DLL
Random DLL download sites can provide malware, a wrong build, a mismatched architecture, or a file that still needs missing dependencies. They also hide the real problem: an incomplete application installation or antivirus quarantine.
Use the original developer’s installer or the complete official package that supplied the application.

Do not copy regex2.dll into System32
A private application library belongs in the application’s intended folder. Global placement can cause version conflicts and can make future repairs harder.
Do not run regsvr32 as a routine fix
regsvr32 registers DLLs that provide registration entry points such as DllRegisterServer. It is not a general missing-DLL repair command, and a runtime helper like regex2.dll normally loads privately through its application.
Use it only when the application’s vendor explicitly instructs you to register that particular DLL. Microsoft documents regsvr32 as a registration mechanism, not as a repair method for every DLL error.

Is regex2.dll part of Windows?

Which application installed regex2.dll?
