resourcemanager.dll errors usually point to a damaged or incomplete Nero installation, not a missing Windows system file. Public DLL catalogues identify the file as “NSI Functions DLL,” associated with Nero AG, but no authoritative Nero page confirms which exact Nero product installs it.
What this file actually does
resourcemanager.dll is a third-party application DLL. Available records describe it as part of Nero software and list 32-bit builds including 4.4.10.103, 4.4.6.100, and 4.0.8.117. Those records are catalogue observations rather than a complete Nero release history.

The file is not the same as:
nsi.dll, a Windows component normally found underC:WindowsSystem32- .NET’s
System.Resources.ResourceManagerclass - .NET satellite assemblies usually named like
appname.resources.dll
A 32-bit Nero program can require a 32-bit resourcemanager.dll even on 64-bit Windows. Do not assume that every DLL belongs in System32 or SysWOW64. The correct location is normally the folder used by the application that loads it.

Messages may include “resourcemanager.dll is missing,” “The specified module could not be found,” or “The code execution cannot proceed because resourcemanager.dll was not found.” “Specified module could not be found” can also mean that a dependency of the DLL is missing.

Causes and the right response
| Symptom or recent change | Most likely cause | Correct response |
|---|---|---|
| Nero stopped starting after an update | Mixed or incomplete Nero versions | Repair, then reinstall the affected Nero product |
| The error appeared after uninstalling Nero | Orphaned shortcut, startup entry, or shared component | Identify the caller, then remove remnants or reinstall the required product |
| Windows Security recently detected the file | Quarantine or deletion | Check Protection history, validate the installation, then repair Nero |
| The dialog names an old Nero executable | Damaged legacy installation | Use Nero FirstAidKit, then reinstall the required product |
| Several Windows programs also fail | Windows component corruption | Run DISM, then SFC |
| Reinstalling Nero changes nothing | Another executable is requesting the file, or a dependency is missing | Trace the caller and inspect the application path |
| A 64-bit Windows PC cannot load the file | Architecture mismatch or damaged application files | Reinstall the application’s supplied 32-bit files |
Fix 1: Identify the program requesting the file
Start with the error dialog. It may name a Nero application or show the executable in the title bar. Write down that name before closing the message.
If the dialog does not identify the program, check the shortcut:
- Right-click the shortcut that starts the failing application.
- Select Properties.
- On the Shortcut tab, inspect Target and Start in.
- Note the executable name and installation folder.
- Open that folder and check whether it belongs to Nero.
You can also inspect Event Viewer:
- Press Windows key, type Event Viewer, and open it.
- Expand Windows Logs.
- Select Application.
- Choose Filter Current Log from the right-hand pane.
- Filter for recent Error events.
- Open entries created at the time the failure occurred.
- Look for the application name, faulting module, or executable path.
An old Nero shortcut, scheduled task, or startup entry may be trying to launch a product that was only partly removed. If the caller is not Nero, do not copy resourcemanager.dll into that program. Repair the application named by the error instead.

Repair is the safest first repair because it can restore missing files without removing personal projects or settings.
For a newer packaged application:
- Press Windows key + I to open Settings.
- Select Apps.
- Select Installed apps.
- Find the Nero product named by the error.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Restart Windows and try the application again.
For classic desktop Nero software:
- Press Windows key, type Control Panel, and open it.
- Select Programs.
- Open Programs and Features.
- Select the Nero entry.
- Choose Repair or Change.
- Follow the installer prompts.
- Restart Windows.
A successful repair should allow the same Nero executable to start without the DLL message. If Repair is unavailable, fails immediately, or the Nero entry is missing, continue with a complete reinstall.
Fix 3: Reinstall the exact Nero product
Use Nero’s official Download Center or official support installer pages, not a standalone DLL catalogue. Choose the same Nero product family and the appropriate licensed version where possible. Nero provides both online and offline installer packages.
Before reinstalling:
- Close Nero and any related background processes.
- Restart Windows.
- Open Settings > Apps > Installed apps.
- Select the affected Nero product.
- Choose Uninstall and complete the wizard.
- Restart Windows again.
- Run the official Nero installer.
- If Windows displays a permission prompt, select Yes.
- Complete the installation, then restart once more.
If the application remains listed under Control Panel > Programs > Programs and Features, remove that old entry before installing again. Do not delete random DLLs from Windows folders.

If the installer reports that an older version is present, or if uninstalling leaves Nero entries behind, use Nero FirstAidKit. Nero documents this utility for removing Nero files, folders, and registry entries left by previous installations. Back up personal Nero projects and other application data first, because cleanup removes installation remnants rather than preserving them.
After FirstAidKit completes, restart Windows and run the official Nero installer again. If the offline installer is available for your product, use it when the online installer or updater repeatedly fails.
Fix 4: Check antivirus quarantine
Security software can remove or quarantine an application DLL after an update, file change, or detection.
In Windows Security:
- Open Start.
- Select Settings.
- Choose Privacy & security.
- Select Windows Security.
- Open Virus & threat protection.
- Select Protection history.
- Review recent events for the Nero installation folder or
resourcemanager.dll. - Open the event to view its details.
Restore or allow the file only after confirming that it came from a legitimate Nero installation and that the system has been scanned. Microsoft warns that allowing a genuine threat can expose the device. If the event is old, it may no longer appear because Protection history retains events for a limited period.
A safer response to a quarantined file is usually to repair or reinstall Nero from its official installer after checking the system. That restores the complete application and its dependencies instead of trusting one isolated file.
Fix 5: Do not use regsvr32 for this DLL
regsvr32 is not a general missing-DLL repair command. Microsoft documents it for DLLs that expose registration entry points such as DllRegisterServer, commonly ActiveX or OLE controls.
A private application DLL such as resourcemanager.dll should not be registered simply because its name ends in .dll. Running a command such as:

regsvr32 resourcemanager.dll
will usually produce another error or change nothing. Use the Nero installer to place the file and its dependencies correctly. Only run regsvr32 when the application vendor specifically instructs you to register that particular component.
Fix 6: Check for a missing dependency
The message “The specified module could not be found” does not always mean that resourcemanager.dll itself is absent. Windows may be unable to load a dependency required by the DLL.
Do not install Visual C++, DirectX, or .NET packages automatically based only on this filename. There is no verified evidence that a particular Microsoft redistributable is the normal fix.
Instead:
- Confirm the Nero installation is complete.
- Run the Nero repair or reinstall process.
- Check whether the error identifies another missing file.
- Use the Nero installer’s prerequisites or support guidance if it names a required runtime.
- Avoid copying individual dependency files from unrelated computers.
If Nero starts after reinstalling but another feature fails, record the new error text. It may identify the actual missing component.
Fix 7: Check Windows integrity only when Windows is also failing
Use Windows repair commands when multiple Windows components are malfunctioning, system files are damaged, or other unrelated applications show integrity errors. These commands do not replace reinstalling a third-party Nero DLL.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows and test Nero again.
Microsoft recommends running DISM before SFC. If SFC reports that it repaired files, restart and retest. If both commands complete without fixing the Nero error, return to the Nero repair or reinstall path rather than repeating them indefinitely.
Manually hunting through Windows components and repeating SFC or DISM without knowing what changed can waste time. Outbyte PC Repair can scan for system issues and show what needs attention; its repair functions require the full version. Reinstalling the Nero product remains the definitive fix when this DLL belongs to that application.
Fix 8: Do not update drivers unless the evidence points there
resourcemanager.dll is not established as a graphics, audio, storage, or Windows driver file. Device Manager is therefore not a primary fix.

Check it only if the error began with broader hardware problems:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Sound, video and game controllers, or Storage controllers.
- Right-click a device showing a warning icon.
- Choose Properties and open the General tab.
- Read the device status.
- Use Update driver only when Windows or the hardware vendor identifies that device as the problem.
Do not replace a Nero DLL with a driver download. Outbyte Driver Updater can scan for outdated drivers and identify which versions need attention; installation and repair require the full version. Driver work is not a substitute for reinstalling Nero when Nero is the caller.
Fix 9: Use Windows Features only for a named Windows component
Do not enable random Windows Features in an attempt to create resourcemanager.dll. The file is not verified as a Windows component.
To inspect optional components:
- Open Settings.
- Select Apps.
- Choose Optional features.
- Review installed features.
- Use View features only when a specific application or error identifies a required Windows capability.
If the problem concerns .NET rather than Nero, the error will normally mention a .NET assembly, framework, or application configuration. That is a different repair path from restoring Nero’s private DLL.
Fix 10: Try System Restore after a recent system change
System Restore is reasonable when the error began immediately after a driver, update, cleanup, or software change and a suitable restore point exists.

Downloading resourcemanager.dll from a random DLL website can provide malware, the wrong 32-bit or 64-bit architecture, mismatched exports, or a file with dependencies that still do not exist. Copying it into System32, SysWOW64, or the application folder can also create version conflicts.
The safe sources are the official Nero installer, Nero’s official support downloads, and Nero FirstAidKit for cleanup. Restore the complete application rather than replacing one file in isolation.

If the error remains after reinstalling Nero
Recheck the executable that launches:
- An old desktop shortcut
- A startup entry
- A scheduled task
- A second Nero component
- An application folder left by an older Nero version
Remove obsolete shortcuts and startup entries only after confirming that they no longer point to software you use. If a current Nero executable still fails, record its full path and the exact error text, then contact Nero support with the product name, installer version, and Windows version.

Is resourcemanager.dll part of Windows?
Available evidence points to Nero software, not Windows. It is not verified as a file that ships in System32 or SysWOW64.
Which Nero program installed it?
The exact Nero product is not publicly verified. Identify the calling executable from the dialog, shortcut, Event Viewer, or installation path before repairing or removing anything.
What does “NSI Functions DLL” mean?
It is a description used by public file catalogues for the Nero-associated file. It does not mean that the file is Windows’ nsi.dll.
Can 32-bit Nero run on 64-bit Windows?
Yes. A 64-bit Windows installation can run a 32-bit Nero application and load its 32-bit application DLLs.
Should I register the file with regsvr32?
Normally, no. Use regsvr32 only when Nero specifically requires registration of a component that supports it.
What if reinstalling Nero does not help?
Find the executable making the request. The message may come from an orphaned shortcut, another Nero component, a missing dependency, or antivirus quarantine rather than the newly installed program.
Will SFC repair this file?
Usually not. SFC repairs protected Windows system files. Use it after DISM only when broader Windows corruption is also present; reinstall Nero for its private DLL.
