The Full Burst version adds a chapter in which Sasuke and Itachi fight Kabuto. Nintendo UK describes this as an added chapter in its Switch listing, which calls the release an HD remaster.

Which edition should you choose?
The choice is mainly between buying Storm 3 Full Burst on its own and getting the first three Storm games together. Bandai Namco’s Storm Trilogy page says the collection contains HD remasters of Naruto: Ultimate Ninja Storm, Naruto Shippuden: Ultimate Ninja Storm 2, and Naruto Shippuden: Ultimate Ninja Storm 3 Full Burst. It also warns: “Not all DLC content is included in this collection.”

If you want to experience the Fourth Great Ninja War through a story-forward anime adaptation, the official feature set makes a clear case for the game: cinematic scenes, decisions, and mob battles are central, and Full Burst adds a separate Sasuke-and-Itachi-versus-Kabuto chapter. If you want all three early Storm games in one package, the Trilogy is the broader option, with the important DLC caveat above.
