The launch had no upload fee or minimum price, but Roblox changed pricing on October 26, 2023 so that newly listed bodies and heads could not be free and had to cost at least 75 Robux.
What the 2023 UGC expansion added
In its August 16, 2023 Developer Forum announcement, Roblox said UGC Program members would be able to “create and sell full avatar bodies and standalone heads.” A body had to include its head; a creator could also upload a head as a separate item. Roblox updated the documentation on September 15, 2023 with additional examples and clarification.
The change extended Marketplace creation and monetization from items worn by an avatar to the avatar’s core body. It did not make every account eligible: publishing remained subject to the UGC Program and Roblox’s review systems.
Roblox UGC body and head requirements
Safety, originality and intellectual property
- Uploads had to comply with Roblox Community Standards and Marketplace Policy.
- Roblox used proactive checks for Roblox intellectual-property violations.
- Creators had to upload original work rather than someone else’s model or a copied asset.
Required body structure
- A full body had to contain a head, torso, arms and legs as complete visible body parts.
- Bodies required built-in modesty layers.
- Body parts had minimum and maximum size limits so the avatar would remain usable across experiences.
Roblox linked these structural and size rules to predictable behavior in experiences. The company said 98% of Roblox users had R15 avatars when the announcement was published, making compatibility with the R15 ecosystem a central rationale for the requirements.

What cannot be baked into a body or head
Bodies and heads had to be sold separately from clothing, accessories and decorations. A creator could not permanently build a beard, glasses, makeup or tattoos into the body or head as part of the avatar asset.
Standalone-head asset limit
A head could contain no more than three assets: the base head, eyebrows and eyelashes. Those components do not authorize additional decorative elements such as glasses or makeup; those remain separate Marketplace categories under the launch rules.

The original announcement stated that bodies and heads had “no upload fee and no minimum price.” Roblox’s October 26 update changed the second part for new listings: “Starting today, no new bodies and heads can be sold for free.” The 75-Robux floor therefore applies to new bodies and heads under that update, not as a description of the August launch terms.
What a creator should check before uploading
- Choose the correct item type. Upload a full body only when the package includes the required head, torso, arms and legs. Use the standalone-head type when publishing only a head.
- Keep the model within body-part size limits. Check minimum and maximum dimensions so the avatar can function consistently across R15 experiences.
- Include modesty layers in a body. They are a built-in requirement, not an optional clothing add-on.
- Separate cosmetics and wearables. Remove baked-in beards, glasses, makeup, tattoos, clothing and other decorations.
- For a head, limit the package to three assets. The permitted set is the base head, eyebrows and eyelashes.
- Confirm originality and policy compliance. Review Community Standards, Marketplace Policy and potential Roblox-IP conflicts before submission.
- Plan the listing price. A newly listed body or head cannot be free under the October 26, 2023 pricing change and must meet the 75-Robux floor.
- Stay within the daily allowance. The launch documentation allowed up to 10 bodies and/or standalone heads per creator per day.
Can a Roblox UGC body or head be Limited or sold by a group?
Not under the launch rules. Bodies and heads could not be made Limited, created as group items or sold by groups. Roblox said it planned to add Limited support, group sales and the ability to sell bodies or heads together with clothing or accessories as a bundle, but the announcement supplied no release schedule. Treat those capabilities as announced plans rather than available features unless Roblox publishes a later update.

What the pricing change means for monetization
The initial no-minimum-price policy encouraged supply but, according to Roblox’s October update, also made it harder for creators to earn. The 75-Robux floor changed the economics of new listings while leaving the launch-era statement about no upload fee intact in the cited material.
Roblox’s 2024 annual report names a Creator Affiliate Program among developer monetization initiatives. The available information does not establish whether avatar body or head creators qualify or what payout terms apply, so eligibility and rates require confirmation from Roblox before being treated as part of a creator’s business plan.
