rpcltc3.dll Not Found: Restore Legacy RPC Software Safely

Start with this diagnostic checklist

Before changing Windows, answer three questions:

  • Which program shows the error? Note the executable, installer, game, or compatibility tool involved.
  • When does it happen? Record whether it appears at startup, during installation, after an uninstall, or after antivirus cleanup.
  • Is the program 32-bit or 64-bit? Most software old enough to request rpcltc3.dll is 32-bit and may have been designed for Windows 95, Windows 98, or Windows NT.

rpcltc3.dll is a Microsoft RPC TCP/IP Client Interface DLL. It is a legacy Microsoft Windows RPC transport component, and an error naming rpcltc3.dll on Windows 10 or Windows 11 usually points to old software, old installation media, a compatibility environment, or a damaged application rather than a missing modern runtime.

Do not download the DLL from a random file website. A replacement can contain malware, belong to the wrong Windows release, use the wrong architecture, or fail to fix a missing dependency that caused the message.

What is rpcltc3.dll?

rpcltc3.dll provides the client TCP/IP transport used by Microsoft RPC. RPC, or Remote Procedure Call, lets one program request services from another process or computer. This DLL handled the TCP/IP transport layer for older Microsoft RPC implementations.

Microsoft documents Rpcltc3.dll as a down-level support library for Windows NT, Windows 98, and Windows 95. Current Microsoft RPC documentation does not list Windows 10 or Windows 11 as supported platforms for this specific file.

That distinction matters:

  • It is not the Visual C++ runtime.
  • It is not a DirectX component.
  • It is not a .NET assembly.
  • It is not a graphics driver.
  • It is not the same file as rpcrt4.dll, the modern Windows RPC runtime.
  • No current Microsoft redistributable package specifically named for rpcltc3.dll is established.

The file is associated with Microsoft Windows, but a modern Windows installation is not necessarily expected to contain it. If one old program requests it, repair that program first instead of adding an old system DLL to a modern Windows folder.

Error messages you may see

Windows loader messages involving this file can include:

  • “The program can’t start because rpcltc3.dll is missing from your computer.”
  • “There was a problem starting rpcltc3.dll. The specified module could not be found.”
  • “Error loading rpcltc3.dll. The specified module could not be found.”
  • “The code execution cannot proceed because rpcltc3.dll was not found.”
  • “rpcltc3.dll is either not designed to run on Windows or it contains an error.”
  • “This application failed to start because RPCLTC3.dll was not found.”
  • “The file RPCLTC3.dll is missing or corrupted.”

These messages do not always mean that the named file itself is absent. “The specified module could not be found” can also mean that rpcltc3.dll exists but one of its dependent files is missing or incompatible.

Fix 1: Identify and repair the program requesting the DLL

This is the safest and most likely fix when the message appears while launching one old application or installer.

Identify the requesting application

  1. Close the error message.
  2. Note the program name shown in the title bar or message.
  3. Open Task Manager by pressing Ctrl + Shift + Esc.
  4. Select Processes or Details.
  5. Look for the program that stops responding or closes.
  6. Right-click it and select Open file location if available.
  7. Record the folder and executable name.

If the error appears during installation, identify the installer file and the software package it came from. If it appears when Windows starts, open Task Manager, select Startup apps, and inspect unfamiliar legacy entries.

Repair or reinstall the application

If the program has a repair option:

  1. Open Settings.
  2. Select Apps and then Installed apps.
  3. Find the affected program.
  4. Select the three-dot menu.
  5. Choose Advanced options, if available.
  6. Select Repair.
  7. Start the application again.

For a classic desktop program without a repair option:

  1. Open Control Panel.
  2. Select Programs and then Programs and Features.
  3. Select the affected program.
  4. Choose Uninstall or Change.
  5. Use the program’s repair option if its installer provides one.
  6. Restart Windows.
  7. Reinstall the program from its original installer, vendor media, or a verified backup.

Use the exact release intended for the application. Do not copy rpcltc3.dll from another computer into the application folder unless the source computer has the identical Windows or application release and the file has been authenticated.

Check whether the repair worked

The repair succeeded if the same executable launches without the rpcltc3.dll message and its normal functions work. If the error returns, check whether the installer placed the file in the application directory and whether the application is simply incompatible with current Windows.

If the program is a game, use its official launcher’s Repair, Verify files, or equivalent function before attempting any manual DLL replacement. If verification fails, reinstall the game from its official installation source.

Fix 2: Check whether antivirus removed the file

An old DLL in an application directory may be quarantined. A malicious replacement may also have been detected and removed, so restoring it blindly is unsafe.

Review Microsoft Defender Protection History

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Expand entries related to the date the error began.
  5. Inspect the detected file path, threat name, and action taken.

Only consider restoring the file when you can establish its origin and authenticity, such as the original Windows installation media or the trusted application installer. Microsoft Defender can detect a restored file again unless you explicitly allow it, and allowing an unverified DLL can expose the system to malware.

If malware is suspected:

  1. Leave the suspicious file quarantined.
  2. Run a full scan in Windows Security.
  3. Remove and reinstall the affected application from clean, trusted media.
  4. Change important passwords if the system may have been compromised.
  5. Test the clean installation again.

The best result is a clean application reinstall, not a restored unknown DLL.

Fix 3: Use Windows repair tools when multiple system components fail

SFC and DISM are appropriate when several Windows features are malfunctioning, Windows Update is damaged, or system files may have been corrupted. They are not a guaranteed way to restore a legacy rpcltc3.dll file on Windows 95, Windows 98, or Windows NT.

Microsoft’s supported sequence for current Windows is to install updates, restart, run DISM, and then run System File Checker.

Install updates first

  1. Open Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install available updates.
  5. Restart the computer, even if Windows does not immediately require it.

Then test the affected program. If the same error remains and other Windows components are also failing, continue.

Run DISM

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes at the User Account Control prompt.
  6. Enter:
DISM.exe /Online /Cleanup-image /Restorehealth
  1. Wait for the operation to complete.
  2. Restart Windows.

Do not close the window while DISM is working. If DISM reports that the repair completed successfully, run SFC next.

Run System File Checker

Open an administrator Command Prompt again and enter:

sfc /scannow

Wait until verification reaches 100 percent, then restart Windows and test the affected program.

If SFC reports that it found and repaired corrupt files, test the program again. If it reports that it could not repair some files, run DISM again, restart, and repeat SFC once. If the error still concerns only one old application, return to repairing that application rather than repeatedly scanning Windows.

Use an alternate DISM source only when necessary

If DISM says that source files could not be found, an administrator can provide a known-good Windows installation source using Microsoft’s documented /Source and /LimitAccess pattern. Do not guess a source path or use installation media from a different Windows edition.

An alternate source must match the installed Windows version and edition closely enough for the repair process. If you cannot identify a suitable source, use Windows Update or Microsoft recovery media rather than downloading individual DLLs.

Fix 4: Use System Restore if the problem began recently

System Restore can help when the error started immediately after installing software, changing a driver, or restoring a system backup. It rolls back system files, registry settings, and installed programs but normally does not remove personal documents.

  1. Press Win + R.
  2. Enter:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point from before the error began.
  4. Select Scan for affected programs.
  5. Review the programs and drivers that will be changed.
  6. Select Close, then Next.
  7. Select Finish.
  8. Confirm the restore and allow Windows to restart.

Test the affected application after Windows returns. If System Restore is unavailable, use the application’s original installer or Windows recovery options. Back up important files before resetting or reinstalling Windows.

Fix 5: Install the correct legacy application environment

A 32-bit application can run on a 64-bit version of Windows in many cases, but that does not make every old DLL compatible. A 32-bit legacy program may expect a complete Windows 95, Windows 98, or Windows NT environment, including older RPC components and other dependencies.

Do not place a 32-bit legacy DLL in C:WindowsSystem32 simply because the name matches. On 64-bit Windows, System32 is used for native 64-bit system files, while 32-bit compatibility files are handled through Windows’ compatibility architecture. A file with the right name but the wrong build can produce a “not designed to run on Windows” or entry-point error.

Try compatibility settings only for software that is otherwise suitable:

  1. Right-click the program’s executable or shortcut.
  2. Select Properties.
  3. Open the Compatibility tab.
  4. Select Run this program in compatibility mode for.
  5. Choose an older Windows version that matches the software’s documentation.
  6. Select Run this program as an administrator only if the program genuinely requires it.
  7. Select Apply, then OK.
  8. Launch the program.

Windows may also offer the compatibility troubleshooter:

  1. Right-click the executable.
  2. Select Properties.
  3. Open Compatibility.
  4. Select Run compatibility troubleshooter.
  5. Follow the prompts.
  6. Test the recommended settings.

If the application still requires several Windows 95, Windows 98, or Windows NT components, use a properly licensed virtual machine or a separate legacy computer isolated from sensitive networks. This is safer than replacing modern Windows system files with components from a different generation.

Fix 6: Update or reinstall drivers only when evidence points to a driver

A driver is not an established source of rpcltc3.dll. Consider driver repair only if the error began after a hardware change, Windows update, or device failure and Device Manager also reports a problem.

Check Device Manager

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand categories related to the affected hardware.
  4. Look for a yellow warning icon.
  5. Right-click the affected device and select Properties.
  6. Read the Device status message and note any error code.
  7. Open the Driver tab.
  8. Select Update Driver and then Search automatically for drivers.

If the issue began immediately after a driver update, select Roll Back Driver when available. Otherwise, obtain the driver from the hardware manufacturer or Windows Update. Restart Windows and retest the original program.

Do not run regsvr32 for this file

regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer, typically COM or ActiveX components. It is not a general missing-DLL repair command.

Do not run:

regsvr32 rpcltc3.dll

rpcltc3.dll is documented as an RPC transport library, not as a self-registering COM component. Registration cannot recreate a deleted file, correct its architecture, repair a damaged binary, or install dependencies. The likely result is a registration failure or a message that the required entry point is missing.

Only register a DLL when the software vendor’s instructions explicitly require it and identify the correct file and architecture.

Why copying a DLL from another PC is risky

A copied file may be:

  • From a different Windows generation.
  • Built for a different architecture.
  • An incompatible version of the same-named component.
  • Missing its own dependencies.
  • Modified by malware.
  • Intended for an application folder rather than Windows.
  • Unable to solve the actual loader error.

If the only available copy comes from another computer, do not use it unless both systems use the identical application or Windows release and the source has been authenticated. The safer sources are the original application installer, original Windows media, an OEM recovery image, or supported Windows repair mechanisms.

Never use a generic DLL download sites site as the source for rpcltc3.dll.

If the error remains after reinstalling

If reinstalling the application does not help, work out exactly which executable loads the file.

  1. Reproduce the error and note the program name.
  2. Open the executable’s installation folder.
  3. Check whether the application includes logs or a repair report.
  4. Confirm whether the error occurs only for one user account or all accounts.
  5. Check whether the program is 32-bit and whether it officially supports current Windows.
  6. Look for additional loader messages naming another missing file.
  7. Test the program in a clean virtual machine or supported compatibility environment if it is designed for an obsolete Windows release.

A missing dependency can make an existing rpcltc3.dll appear to be the problem. Replacing the named file alone will not fix that dependency chain.

If multiple Windows applications fail, continue with Windows Update, DISM, and SFC. If only one obsolete application fails, contact its vendor or run it in a suitable legacy environment. If the error appeared after uninstalling software, restoring a backup, cleaning the disk, or replacing Windows, reinstall the complete affected program or restore the complete supported operating-system image rather than mixing individual DLLs.

FAQ

Is rpcltc3.dll a Windows file?

It is a Microsoft Windows RPC component documented for Windows NT, Windows 98, and Windows 95. That does not mean every Windows installation, especially Windows 10 or Windows 11, should contain it.

Is rpcltc3.dll included with Windows 10 or Windows 11?

Current Microsoft documentation does not list Windows 10 or Windows 11 as platforms for this specific legacy library. A modern error naming it usually comes from old software, old media, or an incompatible compatibility environment.

Should I install Visual C++, DirectX, or .NET?

Not for rpcltc3.dll alone. Those packages are not established sources of this RPC transport DLL. Install them only when the application specifically requires them or the error names one of their components.

Is rpcltc3.dll 32-bit or 64-bit?

Official current Microsoft documentation does not provide a universal architecture matrix for this legacy file. Many applications old enough to request it are 32-bit, but do not assume that every third-party copy labelled 32-bit is compatible.

Why does the message say “specified module could not be found” when the file exists?

Windows may be unable to load one of the DLL’s dependencies, or the file may be incompatible or damaged. The named file is not always the only missing module.

Can I restore it from antivirus quarantine?

Only after establishing the file’s origin and authenticity. If it came from an unverified application directory or download, leave it quarantined and reinstall the application from clean, trusted media.

Will SFC restore rpcltc3.dll?

SFC can repair protected system files on supported current Windows installations. It should not be assumed to restore this legacy library on Windows 95, Windows 98, or Windows NT, and it may not be relevant when one old application is the only program affected.

What is the safest final fix?

Repair or reinstall the specific legacy application from its original trusted media. If it requires an obsolete Windows environment, run the complete application inside an appropriate virtual machine or supported compatibility setup instead of copying an isolated DLL into modern Windows.
