Some role-playing games scale enemies, encounters, or combat rules with your progression, so gaining levels does not automatically make familiar content easy. The Elder Scrolls IV: Oblivion is the clearest example: enemy levels and loot effectiveness rise with the player. Other games create the same pressure through stronger enemy variants, unenhanced equipment drops, uneven creature scaling, or denser and faster encounters.
What “getting stronger makes the game harder” means
This design does not usually remove the player’s power. Your character may gain statistics, skills, weapons, or abilities, while the game raises the opposition to preserve a target level of challenge. The adjustment can happen in several ways:
As an Amazon Associate I earn from qualifying purchases.
- Numerical scaling: enemy levels, health, damage, armor, or loot values increase with progression.
- Ability and affix scaling: enemies gain attacks, resistances, modifiers, or behavioral changes.
- Encounter scaling: more enemies appear, waves become denser, or veteran variants become more likely.
- Rule changes: systems such as stagger resistance or time pressure make the same player tools less effective.
- Uneven scaling: some creatures or bosses grow while others remain fixed, creating changing power gaps rather than a uniform curve.
The result can keep early regions and long campaigns relevant. The risk is that if enemy growth tracks character growth too closely, a new level or weapon may feel like maintenance instead of a meaningful advantage.

Oblivion is the canonical example of direct level scaling. Its documented system makes enemies stronger as the player levels and makes loot more effective as well. The stated goal was to maintain a constant, moderate challenge instead of letting the player permanently outgrow the world.

- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
That approach has an important failure mode. Involuntary skill increases can raise the character’s level faster than intended. When that happens, the world may advance before the player has deliberately improved equipment, combat ability, or supporting skills, producing enemies that feel disproportionately difficult. Oblivion therefore demonstrates both sides of scaling: it prevents obsolete content, but it can turn character advancement into a liability when the leveling model is opaque.
Games that use different kinds of scaling
| Game | What scales | When or how it happens | What makes progression harder |
|---|---|---|---|
| Echoes of Aincrad | Enemy levels; dropped-weapon effectiveness does not keep pace | As quest and enemy levels rise, especially on the demanding setting | Players must build for each quest level and rely on items, dodging, guarding, and other mechanics |
| New World | Enemy affixes, attacks, characteristics, and level-based combat rules | Elite and champion enemies receive one to three affixes according to difficulty and level | Enemies at least 10 levels above the player cannot be staggered by the player |
| ARK | Wild-creature and tame power; environmental threat gap | Higher difficulty settings alter creature strength and available tame power | The environment can outpace the player faster, while some threats, including certain bosses, do not increase significantly |
| Deep Rock Galactic | Enemy count, encounter and wave difficulty points, veteran-variant chance, and time pressure | Difficulty settings and, in Point Extraction, pressure that rises over time | More dangerous compositions and faster pacing rather than simply larger health pools |
Echoes of Aincrad: enemy levels plus weaker drops
Bandai Namco’s official guide describes a particularly direct progression trap: “However, because dropped weapons are unenhanced, progression will become increasingly difficult as enemy levels rise.” The player’s level may increase, but newly dropped weapons do not automatically provide equivalent improvement. On the demanding setting, the guide says builds must be tailored to each quest level and that items, dodging, guarding, and other mechanics are essential. The difficulty comes from the interaction between enemy growth and a reward system that does not fully match it.

New World: scaling through affixes and combat rules
Official release notes describe elite and champion enemies receiving one to three affixes that change their attacks and characteristics according to difficulty and level. This is more than a health multiplier: the player must identify what an affix changes and adjust positioning, damage type, or defensive timing. The same notes state that an enemy 10 or more levels above the player does not get staggered by the player. A familiar attack pattern can therefore become less reliable even when the player’s numerical build is unchanged.

The ARK difficulty reference explains that higher difficulty changes the power of available creatures and tames. As difficulty rises, the player’s power gap with the environment can grow faster. Scaling is not universal, however: some threats, including certain bosses, do not increase significantly. That unevenness matters when planning a base, tame roster, or boss attempt; a creature that was manageable at one setting may become a major threat while a boss remains comparatively similar.

Deep Rock Galactic: composition, density, and pacing
Deep Rock Galactic shows how a game can become harder without making every enemy a larger damage sponge. Its difficulty reference lists enemy count, encounter and wave difficulty points, the chance of veteran variants, and time-based increases in Point Extraction pressure. Some creatures do not scale at all. Success therefore depends on ammunition management, movement, target priority, and team coordination as much as on character upgrades.

- What changes? Check whether the game scales statistics, abilities, variants, spawn mix, or encounter rules. A new affix or stagger restriction can matter more than extra hit points.
- When does it change? Scaling may be continuous, tied to the player’s level, triggered on entering an area, or locked to explicit difficulty steps.
- Do rewards improve with danger? Better loot, crafting materials, or access to new tools can preserve a sense of progress. Unenhanced drops, as in Echoes of Aincrad, can reverse that relationship.
- Do knowledge and builds still create an advantage? A strong build, learned attack pattern, or newly unlocked ability should improve outcomes even when enemy numbers rise.
Game-design research from Carnegie Mellon notes that RPG balance is unusually difficult because characters gain both statistics and new tools. Players notice dynamic adjustments easily when only enemy numbers change, so systems that alter composition, behavior, or pacing can preserve challenge with less obvious rubber-banding.

When it works
- Older areas remain worth revisiting instead of becoming harmless sightseeing zones.
- New mechanics and enemy variants test the player’s expanded toolkit.
- Rewards, crafting, or tactical options grow enough to offset stronger opposition.
- Scaling rules are transparent, so players can plan around them.
When it undermines progression
- Enemy statistics rise at the same rate as the player’s, making upgrades feel cosmetic.
- Automatic or involuntary leveling pushes the world ahead of the player’s preparation.
- Rewards fail to improve, so each new tier represents more work for no practical gain.
- Scaling is inconsistent: ordinary enemies become formidable while major threats remain unchanged, or vice versa.
The strongest implementations let players become more capable in ways that matter—through better execution, broader build choices, or new tools—even while the world responds. The weakest ones convert advancement into a treadmill where the only visible result is tougher opponents.

Bottom line for players choosing a challenge
If you want an RPG where leveling never completely trivializes the world, start with Oblivion for direct level scaling. Choose Echoes of Aincrad for pressure created by rising enemy levels and weaker drops, New World for affixes and altered combat rules, ARK for uneven environmental scaling, or Deep Rock Galactic for denser encounters and escalating pace. In every case, “getting stronger makes the game harder” means the game is adding opposition—not that your character gains no power. The key question is whether your new tools and knowledge still produce a meaningful advantage.
