“The program can’t start because rscnpb22.dll is missing from your computer.”

rscnpb22.dll is the BasicScript Dispatcher, a third-party application component from Summit Software Company. It is not a Windows system DLL, so the safest repair is usually to restore the application that installed it rather than downloading the file or copying it into a Windows folder.

Which fix applies to you

Use the path that matches what you see:

  • The error appears when launching Rational Rose or another older business application: repair or reinstall that parent application first.
  • The file disappeared after an antivirus scan: check Windows Security Protection history before changing anything.
  • The DLL exists, but Windows says “specified module could not be found”: a dependency or companion BasicScript file may be missing.
  • Several unrelated applications are failing: repair Windows components with DISM and SFC.
  • The application was recently removed, but the error appears during startup: remove the stale startup entry or reinstall and uninstall the program cleanly.
  • You found a standalone DLL download: do not use it as the first repair. It may be the wrong build, architecture, or component set.
  • You are considering regsvr32: do not use it for this file unless the application vendor specifically instructs you to do so.

What rscnpb22.dll does

The filename identifies a library described as BasicScript Dispatcher. BasicScript was a scripting and runtime technology developed by Summit Software Company and embedded or licensed by several software products.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The strongest known association is IBM Rational Rose, including older Rational Rose releases. Rational products used a group of related BasicScript files, including rscncm22.dll, rscndc22.dll, rscnol22.dll, rscnrn22.dll, and rscntl22.dll. Other software also used BasicScript, so the presence of rscnpb22.dll does not prove that Rational Rose is installed.

This file normally belongs beside the executable or within the installation directory of the application that loads it. It should not normally be copied to:

  • C:WindowsSystem32
  • C:WindowsSysWOW64
  • A shared folder added to the system PATH

Windows searches an application directory and other locations according to its DLL search order. Microsoft documents the risks of placing uncontrolled DLLs in shared locations, including version conflicts and DLL preloading vulnerabilities. See Microsoft’s DLL search order and DLL security guidance.

Fix 1: Repair or reinstall the parent application

This is the most likely solution because rscnpb22.dll is an application-owned runtime component.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Identify the application

First, determine which program is requesting the file:

  1. Write down the complete error message.
  2. Note which application was being opened.
  3. Check whether the error appears only for that program.
  4. Right-click the application shortcut and choose Properties.
  5. On the Shortcut tab, inspect Target to identify the executable and installation folder.
  6. If the program opens through another launcher, use that launcher’s repair or verify-files option.

For Rational Rose, look for an installation under an IBM or Rational program directory. Do not assume that every copy of the DLL belongs to Rational Rose.

Repair a modern Windows application

  1. Open Start.
  2. Select Settings.
  3. Choose Apps.
  4. Select Installed apps.
  5. Find the affected application.
  6. Select the three-dot menu beside it.
  7. Choose Advanced options.
  8. Select Repair.
  9. Restart the application.

Repair should preserve application data while replacing damaged program files. If Repair is unavailable or ineffective, return to the same screen and use Reset only when the program’s settings and stored data can be recreated. Microsoft describes these options in Repair apps and programs.

Repair classic desktop software

For older programs such as legacy Rational applications:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Press Win+R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Select the affected program.
  5. Choose Repair, Change, or Modify if available.
  6. Follow the installer prompts.
  7. Restart Windows.
  8. Test the original application.

If no repair option exists, uninstall the application, restart Windows, and reinstall it from the original authorized installer or matching vendor media. For Rational Rose, use installation media and service releases intended for the same edition. Do not combine files from different Rational Rose editions or unrelated BasicScript applications.

How to tell whether this worked

The repair succeeded if:

  • The application starts without the rscnpb22.dll message.
  • The restored DLL is located in the application’s own directory.
  • Other BasicScript companion files are present.
  • The program reaches its normal sign-in, project, or workspace screen.

If the same error returns immediately after reinstalling, the problem may involve a missing dependency, antivirus quarantine, incompatible components, or a legacy compatibility issue.

Fix 2: Check Windows Security quarantine

A security product may have removed or quarantined an old application DLL. This is especially worth checking if the program worked until a scan or cleanup operation occurred.

  1. Open Start.
  2. Search for Windows Security.
  3. Open it.
  4. Select Virus & threat protection.
  5. Choose Protection history.
  6. Review recent detections.
  7. Open any detection that references the affected application or its installation directory.
  8. Record the file path and detection name.

Do not restore the file solely because its name looks familiar. Validate that it came from the original application installation and that the parent application is still trusted. If the source is uncertain, reinstall the application from authorized media instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you restore a quarantined file, Windows Security may detect it again unless it is explicitly allowed. Avoid broad exclusions or permanently disabling antivirus protection. Microsoft explains these controls in Protection history and Virus and threat protection.

The repair worked when the application launches normally after the file is restored or the application is reinstalled. If quarantine returns, treat that as a security decision and investigate the installer rather than repeatedly forcing the DLL to load.

Fix 3: Restore the complete BasicScript component set

A “missing” message does not always mean that rscnpb22.dll itself is absent. Windows can show a similar message when the DLL exists but one of its dependencies cannot be loaded.

Check the application folder:

  1. Right-click the application shortcut.
  2. Select Properties.
  3. Read the executable path from Target.
  4. Open that folder in File Explorer.
  5. Confirm whether rscnpb22.dll is present.
  6. Look for other files installed with the same application and BasicScript component family.
  7. Compare the folder with the original installation media or a clean installation of the same application build.

Do not copy only one DLL from another program. A mixed set can contain incompatible versions or omit required companion files. Reinstalling the complete application is safer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the file is present but the message says “The specified module could not be found,” use a trusted dependency-analysis utility to identify the missing module. The named DLL may be the file Windows tried to load, not the file that is actually absent.

Fix 4: Install the correct vendor update

Legacy applications often require a service release or fix pack that matches the exact product edition, language, and operating system.

For Rational Rose:

  1. Identify the installed edition and version from Control Panel > Programs and Features.
  2. Locate the matching IBM or Rational service-release documentation and installation media.
  3. Download only the fix intended for that exact edition and platform.
  4. Close Rational applications.
  5. Run the update package as an administrator.
  6. Restart Windows.
  7. Test the application again.

Do not apply a fix pack for Rational Rose Modeler to a different Rational Rose edition merely because the package name looks similar. IBM distributed separate update packages for product editions and languages.

If the vendor no longer provides a current download, use the organization’s original licensed media, software archive, or administrator-managed installer. Avoid replacing a single file from an unrelated archive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 5: Check 32-bit and 64-bit compatibility

Public file indexes disagree about the exact architecture and version metadata for rscnpb22.dll. Do not select a replacement based only on an archive’s version label, file size, or architecture description.

The important rule is that the application and its DLL set must match:

  • A 32-bit legacy application generally needs its matching 32-bit application libraries.
  • A 64-bit Windows installation can run many 32-bit applications through Windows compatibility layers.
  • Copying files between System32 and SysWOW64 is not a reliable repair.
  • A DLL from another BasicScript application may not match the one expected by the failing executable.

Keep the repaired file in the directory used by the application. If reinstalling the correct application build does not resolve the error, check the application’s compatibility requirements rather than trying random DLL copies.

Fix 6: Repair Windows components when broader corruption is present

System repair commands are appropriate when Windows itself shows corruption symptoms, several unrelated programs fail, or Windows servicing operations are malfunctioning. They are not the primary repair for an application-owned BasicScript DLL.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Open an elevated Command Prompt:

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to finish.
  2. Then run:
sfc /scannow
  1. Restart Windows.
  2. Test the affected application.

Microsoft recommends running DISM before SFC. The commands repair Windows component files and protected system files; they do not guarantee restoration of rscnpb22.dll.

Repeating SFC and DISM without knowing what changed can make troubleshooting harder. Outbyte PC Repair can scan for Windows repair issues and show what needs attention, while the repair function requires the full version. Reinstalling the application remains the definitive fix when the missing file belongs to that application.

What success looks like

SFC may report that it found and repaired corrupted files. After restarting, Windows should operate normally and the application should be tested again.

If SFC reports that it could not repair some files, review the Windows component issue separately. If only the BasicScript application still fails, return to the parent-application repair steps.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 7: Update Windows and check compatibility

Windows Update will not normally be expected to supply this third-party DLL, but current Windows updates can improve compatibility and repair operating-system components.

  1. Open Start.
  2. Select Settings.
  3. Choose Windows Update.
  4. Select Check for updates.
  5. Install available updates.
  6. Restart Windows.
  7. Test the application.

For an older desktop application, you can also test compatibility:

  1. Right-click the application executable or shortcut.
  2. Select Properties.
  3. Open the Compatibility tab.
  4. Select Run this program in compatibility mode for.
  5. Choose an appropriate older Windows version only if the application vendor requires it.
  6. Select Apply, then OK.
  7. Launch the application.

Do not assume compatibility mode will repair a missing DLL. It can help with older program behavior after the correct application files are installed.

Fix 8: Update drivers only when the application has a broader device problem

rscnpb22.dll is not identified as a device driver. Driver updates are therefore not a direct fix for a missing BasicScript dispatcher. Consider this step only if the application also reports graphics, printer, display, or hardware initialization errors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To update a driver manually:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant category, such as Display adapters, Printers, or Sound, video and game controllers.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if prompted.

For a clean reinstall, right-click the device, select Uninstall device, restart Windows, and install the driver from the hardware manufacturer or computer manufacturer. Do not uninstall an essential device unless you have a known-good replacement driver.

Outbyte Driver Updater can scan for outdated drivers and identify which versions need attention, while installing drivers requires the full version. A driver update is not a substitute for reinstalling the BasicScript application that owns rscnpb22.dll.

Why regsvr32 usually does not apply

regsvr32 is intended for DLLs that expose registration functions such as DllRegisterServer. It is commonly used for certain ActiveX controls and COM components.

rscnpb22.dll is documented as a BasicScript dispatcher or runtime component, not as a known self-registering COM server. Running this command is therefore not a general repair:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
regsvr32 rscnpb22.dll

It may produce an error stating that DllRegisterServer was not found. That result does not mean Windows needs another copy of the file. Restore the DLL through the application installer instead.

Microsoft documents the command’s purpose in the regsvr32 command reference.

Do not download a random DLL replacement

Standalone DLL download sites can provide:

  • The wrong application build
  • An incompatible architecture
  • A modified or unsafe file
  • A file with missing companion libraries
  • A copy that creates DLL search-order problems

Public file indexes also report conflicting version and architecture information for rscnpb22.dll. Those values should not be used to choose a replacement.

The safe sources are:

  1. The original installer for the affected application.
  2. Authorized IBM or Rational installation media for Rational Rose.
  3. A vendor-maintained service release or fix pack matching the exact edition.
  4. A verified backup from the same application build.

In the narrow case where an administrator has an intact machine running the exact same application build, the file may be copied into the application directory after verifying integrity and dependencies. Reinstalling the complete program is still safer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Recovery when reinstalling does not work

If the program still fails:

  1. Confirm the exact application name and version.
  2. Record the full error message.
  3. Record the path where rscnpb22.dll exists, if present.
  4. Check Event Viewer > Windows Logs > Application for an error at the launch time.
  5. Test whether another Windows user profile can open the application.
  6. Check whether the application was installed under a path containing unusual or non-ASCII characters.
  7. Try a simple installation path using only standard ASCII characters if the legacy program supports relocation.
  8. Confirm that licensing or activation services are working.
  9. Check for missing dependencies rather than adding another copy of the named DLL.

Older Rational Rose documentation recorded crashes involving pathnames with foreign or non-ASCII characters. This is a legacy application behavior, not proof that every current load error has the same cause.

If the failure began after installing software, a driver, or an update, System Restore may help:

  1. Press Win+R.
  2. Type rstrui.exe.
  3. Press Enter.
  4. Select a restore point from before the failure.
  5. Choose Scan for affected programs.
  6. Review the changes.
  7. Confirm the restore.

System Restore normally preserves personal files, but it can roll back installed programs, drivers, registry settings, and system configuration. Microsoft provides additional guidance for System Restore.

FAQ

Is rscnpb22.dll a Windows file?

No. It is a third-party BasicScript component associated with applications such as Rational Rose and other software that embedded BasicScript.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does Microsoft Visual C++, DirectX, or .NET install it?

There is no verified basis for treating rscnpb22.dll as a Visual C++, DirectX, or .NET runtime file. Repair the application that requests it.

Where should rscnpb22.dll be located?

Usually in the installation directory of the application that loads it, alongside the application executable or its other runtime files. It should not normally be placed in System32 or SysWOW64.

Is Rational Rose the only program that uses it?

No. Rational Rose is the clearest documented association, but BasicScript was also embedded or licensed by other software products.

Should I register it with regsvr32?

Usually not. There is no reliable evidence that this dispatcher is a self-registering COM DLL. Restore it through the parent application installer.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will SFC restore it?

Not normally. SFC repairs protected Windows components, while rscnpb22.dll belongs to third-party application software.

What if the DLL exists but Windows still says it is missing?

The message may refer to a dependency that the DLL needs. Reinstall the complete application and investigate dependencies instead of downloading a second copy.

What is the safest fix?

Identify the program that displays the error, then repair or reinstall that exact application from its original or authorized vendor installer. For Rational Rose, restore the matching Rational Rose component set and apply the correct service release or fix pack.
