sacommoncontrols.dll is a Crystal Analysis component, not a Windows system file. If Windows says it is missing, cannot load it, or cannot find the specified module, repair the Crystal or BusinessObjects installation that owns the file rather than downloading a replacement DLL.

Start with this diagnostic checklist

Before changing Windows, answer these three questions:

As an Amazon Associate I earn from qualifying purchases.

  • Which program fails? Note whether the error appears with Crystal Reports, Crystal Analysis, BusinessObjects, Report Application Server, an OEM reporting program, or a custom application.
  • When does it fail? Does it happen at startup, while opening a report, during printing, in Page Setup, or after an update, uninstall, restore, or antivirus scan?
  • What architecture does the program use? A 32-bit Crystal application can require the x86 runtime even when Windows itself is 64-bit.

Also record the full error. These messages can refer to the same underlying problem:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • “The program can’t start because sacommoncontrols.dll is missing from your computer.”
  • “sacommoncontrols.dll was not found.”
  • “Error loading sacommoncontrols.dll. The specified module could not be found.”
  • “A required component is missing: sacommoncontrols.dll.”
  • “Cannot register sacommoncontrols.dll.”

The phrase “the specified module could not be found” does not always mean the named DLL is absent. A dependency loaded by sacommoncontrols.dll may be missing instead.

What sacommoncontrols.dll belongs to

The file is described internally as Crystal Analysis Common Controls. It is historically associated with Crystal Decisions and the Crystal Analysis reporting stack, and it can appear with Crystal Reports, BusinessObjects, Report Application Server, or software that embeds a Crystal runtime.

It is not part of Windows, and it should not normally be copied into C:WindowsSystem32 or C:WindowsSysWOW64.

Older installations may keep Crystal files in locations resembling:

C:Program FilesCommon FilesCrystal Decisions2.0bin
C:Program FilesCommon FilesBusiness Objects2.7Bin

SAP BusinessObjects installations may instead use product directories containing names such as:

win32_x86
win64_x64

These paths are historical examples, not a guarantee of where the file belongs on your computer. The correct location depends on the Crystal product generation and service pack.

Fix 1: Repair the program that reports the error

This is the safest and most likely fix.

Windows 11

  1. Open Start and select Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Search for Crystal, BusinessObjects, Report Application Server, or the name of the application that fails.
  5. Select the three-dot menu beside the matching program.
  6. Choose Modify, Change, or Repair, if available.
  7. Follow the installer prompts.
  8. Restart Windows and open the same program again.

Windows 10 or classic Control Panel

  1. Press Windows key + R.
  2. Enter:
appwiz.cpl
  1. Press Enter.
  2. Select the matching Crystal, BusinessObjects, or reporting application.
  3. Choose Change, Modify, or Repair.
  4. Complete the repair.
  5. Restart Windows and test the application.

If no repair option exists, uninstall and reinstall the complete product. Use the original installer, your organization’s software repository, the application vendor’s installer, or the official SAP software distribution channel used for that product.

Do not install a newer runtime merely because it is easier to find. Crystal components from different product generations and service packs are not interchangeable just because they have the same filename.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to tell whether this worked

The repair succeeded if the original application opens without the DLL message and can perform the task that previously failed, such as opening a report or reaching Page Setup.

If the same error returns, check whether the installer restored the file inside the application’s own directory. A custom program may use a private Crystal runtime beside its executable, so repairing an unrelated system-wide installation may have no effect.

Fix 2: Install the correct Crystal runtime architecture

Architecture mismatches are common with older reporting software.

A 64-bit version of Windows can run a 32-bit Crystal application. In that situation, installing only a 64-bit runtime may leave the application unable to load sacommoncontrols.dll.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Identify the failing application

Check the application’s shortcut:

  1. Right-click its shortcut.
  2. Select Properties.
  3. Read the Target field.
  4. Note the executable name and installation folder.

You can also check the application’s installation directory for win32_x86 or win64_x64 folders. Their presence can indicate that the product includes separate runtime components, but it does not prove that both are required.

For a custom application, ask the application vendor which Crystal runtime package and architecture it supports. Install the x86 runtime for a 32-bit application and the x64 runtime for a 64-bit application when the vendor provides separate packages.

Do not replace an x86 DLL with an x64 DLL that has the same filename. The file may then produce an entry-point error, an application crash, or a message that the program is not designed to run on Windows.

Check whether the runtime was removed

In Installed apps or Programs and Features, look for a Crystal runtime entry in addition to the main application. An OEM application may install its runtime separately, and repairing only the OEM program may not restore every shared component.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the runtime is absent, reinstall the exact package supplied with the application. If it is present, use its Repair option before installing anything from another source.

Fix 3: Match the original product generation and service pack

A file copied from another computer can be the wrong build even when both computers run the same version of Windows.

Crystal Analysis, older Crystal Reports releases, BusinessObjects products, and newer SAP BusinessObjects installations may use different component sets. Mixing files between them can cause:

  • Entry-point errors
  • Startup crashes
  • Report-opening failures
  • “Not designed to run on Windows” messages
  • A continuing “specified module could not be found” error

The correct repair is a complete matching installation, not a single file copied from another machine.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the program was recently upgraded, verify that the upgrade completed. If it was moved from an older computer, reinstall it using the vendor’s supported installer rather than copying its program folder. If the installer is no longer supported on the current Windows release, the vendor may need to provide an updated application or a supported compatibility environment.

Fix 4: Check Windows Security quarantine

If the file disappeared immediately after an antivirus scan, Windows Security may have quarantined it.

  1. Open Start.
  2. Search for Windows Security and open it.
  3. Select Virus & threat protection.
  4. Select Protection history.
  5. Review recent detections.
  6. Open any item associated with the Crystal application or its installation directory.

Do not restore the file automatically. First confirm that:

  • It came from the legitimate Crystal or application installer.
  • Its path belongs to the application.
  • The detection is being treated as a false positive by the software vendor or your administrator.
  • The file has an expected digital signature, where one is available.

Reinstalling the signed vendor package is preferable to restoring an unknown quarantined file. Do not create a broad antivirus exclusion simply to make an unverified DLL run.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If restoring a confirmed legitimate file makes the program start again, update or repair the parent application so that the installation is complete, then run another security scan.

Fix 5: Check whether a dependency is missing

The DLL may exist while one of its dependencies does not. This is especially likely when the error says:

The specified module could not be found

Do not solve this by copying several DLLs from random websites. Use the Crystal application’s repair installer first, because it can restore the complete matching group of files.

You can also inspect the application’s event details:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Press Windows key + R.
  2. Enter:
eventvwr.msc
  1. Press Enter.
  2. Open Windows Logs.
  3. Select Application.
  4. Look for an error at the time the Crystal program failed.
  5. Record the application name, faulting module, and any listed error code.

The event log may identify the application that loaded the file, but it may not name every missing dependency. Treat it as a clue, not proof that sacommoncontrols.dll itself is the only damaged component.

Fix 6: Repair damaged Windows components

SFC and DISM are not normally the primary repair for this third-party Crystal DLL. Use them when Windows itself appears damaged or several unrelated applications report missing system files.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
  1. Wait for it to finish.
  2. Run:
sfc /scannow
  1. Restart Windows.
  2. Retry the Crystal application.

The commands may repair Windows component-store or system-file problems, but they cannot reliably reconstruct a missing Crystal runtime. If the Crystal error remains after both commands complete, return to the Crystal application’s repair or reinstall process.

When manually comparing SFC and DISM results or repeating repairs, it is easy to lose track of which component changed and why. Outbyte PC Repair can show a free scan of reported problems, while repairs are completed by the full version; it is optional, and reinstalling the Crystal application remains the definitive fix for this app-specific DLL.

Fix 7: Do not use regsvr32 as a general DLL repair

regsvr32 is intended for DLLs or ActiveX controls that provide a registration function such as DllRegisterServer. It is not a universal command for restoring missing files.

For sacommoncontrols.dll, registration is not the default solution to a missing-file error. Some Crystal installations may have product-specific registration requirements, but that depends on the application and its installer.

Use regsvr32 only when the Crystal documentation, the application vendor, or an administrator specifically instructs you to do so.

If you receive that instruction, use the correct tool for the application’s architecture:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • 64-bit registration tool:
C:WindowsSystem32regsvr32.exe "fullpathtosacommoncontrols.dll"
  • 32-bit registration tool on 64-bit Windows:
C:WindowsSysWOW64regsvr32.exe "fullpathtosacommoncontrols.dll"

Replace the example path with the verified path inside the legitimate Crystal installation.

Possible outcomes include:

  • Registration succeeded: restart the application and test it.
  • The entry point was not found: the DLL is not a self-registering component, or the wrong file was selected.
  • The specified module could not be found: the DLL or one of its dependencies is missing, or the architecture is wrong.
  • Registration appears successful but the application still fails: repair the complete runtime instead of repeating the command.

Never copy the DLL to System32 merely to make regsvr32 find it.

Fix 8: Check Windows Features only when the application requires them

Windows optional features are not a known universal fix for sacommoncontrols.dll, but an old Crystal application may depend on a Windows component specified by its own installer.

To review available features:

  1. Press Windows key + R.
  2. Enter:
optionalfeatures
  1. Press Enter.
  2. Review the features selected by the application’s official installation instructions.
  3. Enable only the feature the vendor requires.
  4. Select OK and restart if Windows requests it.

Do not enable unrelated legacy components as a guess. If the application requires a particular .NET Framework feature or another Windows component, follow the application’s documentation and security policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 9: Check drivers only if the failure is tied to printing or display

A graphics or printer driver is not the usual owner of sacommoncontrols.dll. Driver work is relevant only when the Crystal program fails specifically during printing, preview, Page Setup, display rendering, or interaction with a device.

Update a printer or display driver

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand Printers, Print queues, or Display adapters.
  4. Right-click the affected device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows and test the same Crystal operation.

For a business printer, the printer manufacturer’s supported driver may be more appropriate than a generic Windows driver. Do not remove a working device driver unless you have the replacement ready and know which application depends on it.

Manually checking several device categories and matching driver packages can mean hunting versions and guessing which of many drivers is stale. Outbyte Driver Updater can scan for reported driver issues, while driver installation is completed by the full version; it is optional, and it will not replace the correct Crystal runtime.

Why random DLL downloads are a bad fix

Avoid standalone sacommoncontrols.dll downloads from DLL catalogues, file-sharing pages, forums, or search results.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A downloaded file can be:

  • Malware
  • The wrong Crystal generation
  • The wrong architecture
  • Missing a required digital signature
  • Incompatible with the installed service pack
  • A replacement that does not include the missing dependency

It can also leave the original installation damaged, causing the same error to return during another operation.

The safe sources are the original Crystal Reports, Crystal Analysis, BusinessObjects, or SAP BusinessObjects installer, the application vendor that bundled the runtime, your organization’s approved software repository, or the official SAP software distribution channel for the matching product. There is no verified universal standalone Microsoft download for this file.

If reinstalling still does not restore the file

Collect this information before contacting the application vendor or administrator:

  1. The exact program that fails.
  2. The complete error text.
  3. The application version and Crystal service-pack level.
  4. Whether the application is 32-bit or 64-bit.
  5. The Windows edition and architecture.
  6. The full path where sacommoncontrols.dll is expected or currently found.
  7. Whether the file has a valid digital signature.
  8. Whether antivirus quarantine lists the file.
  9. The relevant Application event log entry.
  10. Whether the program uses a private runtime beside its executable.
  11. Whether multiple Crystal versions are installed.
  12. What changed immediately before the error began.

If a complete reinstall does not help, the application may be loading another Crystal directory first, using an incompatible private runtime, or missing a dependency that the visible error does not name. At that point, the application vendor should identify the supported runtime package and installation order.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

System Restore is another possibility only when the problem clearly began after a known software change and a suitable restore point exists. Open Start, search for Create a restore point, select System Restore, and review the affected programs before confirming. It is a rollback option, not a replacement for installing the correct Crystal components.

Frequently asked questions

Is sacommoncontrols.dll a Windows file?

No evidence indicates that it is a Windows component. It belongs to the Crystal Analysis and related Crystal reporting software stack.

Which program installs sacommoncontrols.dll?

It is associated with Crystal Analysis and can also appear with Crystal Reports, BusinessObjects, Report Application Server, or an application embedding a Crystal runtime. The failing program named in the error is the best starting point.

Should I put sacommoncontrols.dll in System32?

No. Put the file only where the matching Crystal installer places it. Copying it into a Windows directory can create a security risk and may not change which copy the application loads.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do I need both x86 and x64 runtimes?

Not always. Install the architecture required by the failing application. A 32-bit application on 64-bit Windows may still require the x86 runtime.

Is there a latest version of this DLL?

There is no single verified latest version that applies to every Crystal installation. Match the product generation and service pack instead.

Will SFC fix the error?

SFC may repair damaged Windows system files, but it is not the normal repair for a missing third-party Crystal DLL. Repair or reinstall the owning Crystal application first.

Why does the file exist but Windows still say it is missing?

A dependency may be absent, the application may be loading a different directory, or the DLL may have the wrong architecture or service-pack level.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I register the DLL?

Only if the application vendor specifically requires it. regsvr32 is not a generic repair command, and registration can succeed without fixing the underlying runtime problem.

What is the correct final fix?

Identify the program that owns the error, determine whether it is 32-bit or 64-bit, then repair or reinstall its complete, matching Crystal runtime from an official vendor source.
