Tenderloin Night Shift is a free browser game that turns San Francisco’s identifiable Tenderloin streets into a zombie-shooter level. Players fire at targets that critics say evoke unhoused residents and people experiencing addiction. San Francisco officials and homeless-services advocates have called the premise dehumanizing, while developer Pierre-Louis Biojout says the game was fictional, satirical and not intended to depict shooting real people.
What is Tenderloin Night Shift?
The game places players around Eddy and Jones streets in the Tenderloin, a real San Francisco neighborhood. It opens with a pistol and awards points for kills, which can unlock stronger weapons including a service carbine. Wisevoter reported that the online game also had a top-10 leaderboard.

Its setting uses recognizable local details rather than an invented backdrop: a Muni 31 Balboa sign, a stalled Waymo vehicle, delivery backpacks and a figure posed like the “fentanyl fold.” Those details are central to the dispute because they make the targets and environment legible as references to a specific community.

Bilal Mahmood, who represents the Tenderloin, called the game “deeply disturbing and unacceptable.” He said: “Turning violence against real people, including unhoused people, into entertainment is dehumanizing and should never be normalized.”

Former Tenderloin Supervisor Dean Preston described the premise as “gross” and called it a form of “vigilantism involving killing poor people.”
Homelessness advocates
Jennifer Friedenbach, executive director of the Coalition on Homelessness, said monetizing pretend violence against mostly Black and Brown residents reflects hateful public discourse. Her criticism focuses on the combination of racialized vulnerability, visible homelessness and addiction imagery with a game mechanic that rewards shooting.

What does the developer say?
Biojout told the San Francisco Chronicle that he walks through the Tenderloin twice a day and chose it because its streets have a distinctive, recognizable atmosphere. He said the game drew inspiration from a Call of Duty Alcatraz level, but was “not intended to provoke or to depict shooting real people.”

However, he also promoted the release on X with the line: “San Francisco couldn’t fix the Tenderloin. So I monetized it.” That wording, alongside the identifiable setting and enemy imagery, intensified criticism that the project treats an ongoing humanitarian crisis as a joke or spectacle.

How was it made?
Biojout said he built the game in a weekend using ChatGPT Codex and tools from NanoCorp, his AI startup. Y Combinator lists NanoCorp in its Winter 2024 batch. The speed of development is part of the story: generative tools and browser distribution allowed a local controversy to become a playable, monetized product almost immediately, without the production timeline associated with a conventional commercial game.
Did the game make money?
Biojout and the Chronicle reported nearly 500,000 views and roughly 1.5 million likes for his X post. He reported about $300 in in-game advertising revenue. The developer’s listed rates for additional digital advertising were much higher than the earnings reported so far:

The figures indicate that the game attracted substantial attention but, based on the reported amount, only modest direct ad revenue at the time of coverage. No independent accounting of sales or advertising was reported.
Is Tenderloin Night Shift legal?
There was no legal finding when the controversy was reported on Oct. 15, 2026. Jen Kwart, a spokesperson for the San Francisco City Attorney’s Office, said she could not immediately say whether the game violated any laws.

That means the public criticism should not be treated as a ruling that the game is illegal. The unresolved question is whether the game’s use of an identifiable neighborhood and imagery associated with real, vulnerable people creates a legal issue under any applicable law. The available reporting establishes criticism and uncertainty, not an enforcement action, lawsuit or regulator’s conclusion.
Why this controversy matters beyond one browser game
The dispute turns on a conflict between stated intent and observable design. Biojout says the work is fictional and playful; critics see real residents and recognizable signs recast as enemy targets. A fictional label does not erase the effect of using a real place, especially when the game’s central action is shooting figures associated with people already exposed to violence and stigma.
It also shows how generative-AI development changes the speed and economics of controversial releases. A single developer can assemble a playable experience over a weekend, publish it in a browser and sell advertising without a traditional studio, platform launch campaign or lengthy review cycle. The same low barrier that enables experimentation can also make it easy to package a sensitive community’s lived conditions as rapidly produced entertainment.
