The 60-second answer
scanctls.dll is not a normal Windows component, Visual C++ file, DirectX file, or gaming runtime. It is an old third-party scanner-control DLL, commonly found in Acer or BenQ MiraScan packages and some Epson TWAIN scanner packages.
The safest fix is to identify the program that is requesting the file, then repair or reinstall the exact scanner software or TWAIN driver for that scanner model. Do not download a random copy of scanctls.dll, copy it into System32, or register it with regsvr32.
If you no longer use the scanner and the error appears during startup, remove the obsolete scanner application or its startup entry instead of restoring the DLL.

What is scanctls.dll?
The file is described internally as ScanCtrl DLL and is associated with the ScanCtrl Dynamic Link Library. Public legacy driver-package contents place it in scanner software rather than Windows itself.
Examples include:
- Acer and BenQ MiraScan packages, with the file under folders such as
MiraScanProgramorMiraScanSYSTEM. - MiraScan packages for older Acer ScanPrisa and BenQ S2W scanners.
- Epson Perfection-era TWAIN driver packages containing
SCANCTLS.DLL.
That means the exact owner depends on the file path and hardware. One copy may belong to an Acer or BenQ scanner while another may have arrived with Epson scanning software.
No authoritative Microsoft source identifies scanctls.dll as an inbox Windows DLL. Its presence in a scanner-driver directory is a much stronger clue than a generic DLL database description.
Is scanctls.dll a 32-bit or 64-bit file?
The old scanner packages associated with this file were built for legacy scanner software and older Windows versions. Public metadata about individual copies conflicts, so do not rely on a claimed version, file size, or architecture from a DLL download sites page.

Check the actual file and its parent application instead:
- Press Windows key + E to open File Explorer.
- Search the computer for
scanctls.dll. - Right-click a result and select Properties.
- Open Details and record any version, copyright, or vendor information.
- Note the complete folder path.
Folders mentioning MiraScan, Acer, BenQ, Epson, TWAIN, Perfection, or the scanner model are strong evidence of ownership.
On 64-bit Windows, 32-bit applications and drivers can use different system paths. Windows may redirect some 32-bit file operations between System32 and SysWOW64, but that does not mean you should manually place this application DLL in either folder. The application normally expects it beside the program or in the scanner vendor’s own directory.
Why the error appears
The most likely causes are:
- The scanner application or TWAIN driver was uninstalled or damaged.
- A partial update, failed repair, disk cleanup, or restored system image removed the file.
- Antivirus software quarantined the file.
- The wrong scanner model or driver package was installed.
- A 32-bit legacy scanner application is being run on a modern 64-bit Windows installation.
- The old scanner software is not compatible with the current Windows version.
- An obsolete scanner utility still launches at startup even though the scanner is no longer connected.
The error does not prove that Windows itself is damaged. It usually means that a particular application can no longer find one of its own files.
Fix 1: Identify the application that owns the file
Start with identification rather than copying a replacement DLL.
Check the error window
Read the title bar and the text around the error. The named program may reveal the owner. Look for references to:

- A scanner utility
- A TWAIN source
- MiraScan
- Acer or BenQ scanner software
- Epson Scan or Perfection software
- An image-editing application that was configured to use an old scanner
The application named in the message is the program Windows was trying to start. It may not be the manufacturer of the DLL, so confirm it with the file path.
Search for the file
- Press Windows key + E.
- Select This PC in the left pane.
- Type
scanctls.dllin the search box. - Wait for the search to complete.
- Right-click each result and choose Open file location.
- Record the full path.
A path under a scanner application is useful evidence. A file sitting in a temporary folder, an unfamiliar download folder, or an unexpected system directory deserves additional scrutiny.

If the file existed previously and suddenly disappeared:
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent quarantined or removed items.
- Expand an entry if it mentions the scanner application or
scanctls.dll.
Do not restore the file automatically. Restoration is appropriate only when you know the file came from the original scanner installer or a trusted backup. Reinstalling the original package is safer because it restores the related files and configuration together.
Fix 2: Repair the scanner application
Use Windows’ repair option first when it is available.
Repair from Windows 11 or Windows 10 Settings
- Open Start > Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the scanner application, MiraScan package, Epson scanning software, or TWAIN component.
- Select the three-dot menu on Windows 11, or select the application on Windows 10.
- Choose Advanced options if it is shown.
- Select Repair.
- Restart Windows.
- Try opening the scanner application again.
The exact repair controls depend on how the software was packaged. If Repair is unavailable, use the desktop-program method below.
Repair from Control Panel
- Press Windows key + R.
- Type
appwiz.cpl. - Press Enter.
- Select Programs and Features if necessary.
- Find the scanner software or TWAIN package.
- Right-click it.
- Choose Repair or Change.
- Follow the installer prompts.
- Restart the computer and test the application.
If repair completes but the error remains, uninstall the scanner package, restart Windows, and reinstall the exact package for the scanner model.
Do not install a package for a similar-looking model. MiraScan drivers are model-specific, and a package for another scanner may not contain the correct files or may not work with the application.
Fix 3: Reinstall the exact scanner or TWAIN package
This is the most likely definitive fix.
Before uninstalling, write down:
- Scanner manufacturer
- Exact model number
- Windows edition
- Whether Windows is 32-bit or 64-bit
- Name of the application showing the error
- Current installation path, if available
Then:
- Open Settings > Apps > Installed apps.
- Remove the scanner utility, TWAIN driver, or MiraScan package.
- Restart Windows.
- Obtain the installer from the scanner manufacturer’s official support portal or the original installation CD.
- Match the download to the exact scanner model.
- Match the installer to the supported Windows architecture and operating system.
- Run the installer.
- Restart Windows again.
- Open the scanner program and test a preview or scan.
For older Acer scanners, check Acer’s official Drivers and Manuals support area. For BenQ scanners, use BenQ’s official Download Search. Epson scanner software should come from Epson’s official support area. Current official support pages may not offer a package containing this old DLL, so do not assume that a modern download will support legacy hardware.
If the scanner is no longer supported, the installer may work only on an older compatible Windows installation. A 32-bit application can also fail on current 64-bit Windows even when the DLL itself is present.

When manually comparing driver packages, do not treat a file name alone as proof of compatibility. The scanner model, application architecture, and operating system must all match.

Fix 4: Remove an obsolete startup program
If you do not use a scanner but the error appears every time Windows starts, restoring scanctls.dll may preserve unwanted legacy software.
Check installed applications
- Open Settings > Apps > Installed apps.
- Search for scanner, MiraScan, Acer, BenQ, Epson, or TWAIN entries.
- Uninstall software that you no longer need.
- Restart Windows.
Check startup entries
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Startup apps.
- Look for the scanner utility or an application associated with the error.
- Right-click it and choose Disable.
- Restart Windows.
Disabling a startup item stops it from launching automatically but does not remove the software. Uninstall the parent program when it is no longer needed.
Check Task Scheduler if the error continues
- Open Start and type Task Scheduler.
- Open the application.
- Select Task Scheduler Library.
- Review tasks that mention the scanner manufacturer or old scanning software.
- If you identify a task belonging to software you have uninstalled, right-click it and choose Delete.
Do not delete a task merely because its name is unfamiliar. Confirm that it belongs to the obsolete scanner application first.
Fix 5: Check Windows system files
scanctls.dll is normally a third-party scanner DLL, so System File Checker will not usually restore it. These commands are still useful if the error began after broader Windows corruption, an interrupted update, or other system failures.
Run DISM first, then SFC.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes if User Account Control asks for permission.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for the command to finish.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the scanner application again.
DISM repairs the Windows component store. SFC checks and repairs protected Windows files. Neither command normally supplies a missing DLL from a third-party scanner package.
If these commands report that they repaired files, test the scanner again. If they report that no integrity violations were found and the error remains, return to the scanner package rather than repeating the commands.

Running these checks by hand can make it difficult to know which component changed and whether the problem is Windows or the old driver. Fix 6: Check Device Manager and reconnect the scanner
Device Manager may show whether Windows can still see the scanner, although it will not necessarily repair an old TWAIN package.
- Connect and power on the scanner.
- Right-click Start.
- Select Device Manager.
- Expand Imaging devices, Cameras, and Universal Serial Bus controllers.
- Look for the scanner or an entry with a warning icon.
- Right-click the relevant device and choose Properties.
- Open the General tab and read the device status.
- Open the Driver tab to inspect the provider and installed driver.
- If the device is disabled, choose Enable device.
- If Windows reports a driver problem, select Uninstall device, restart Windows, and install the correct manufacturer package.
Do not use Update driver to install an unrelated driver simply because Windows finds one. The correct package must match the scanner model and the application that uses it.
If Device Manager sees the scanner but the scanning program still reports scanctls.dll, the hardware connection is probably not the central problem. Repair or reinstall the application and TWAIN component.

Fix 7: Use System Restore or Windows recovery
If the error started immediately after a software installation, update, or system change, System Restore may return the scanner application and its files to an earlier state.
- Open Start.
- Type Recovery.
- Open Recovery Control Panel.
- Select Open System Restore.
- Choose a restore point created before the error began.
- Select Next.
- Review the affected programs.
- Select Finish and allow Windows to restart.
System Restore does not replace personal files, but it can remove applications, drivers, or updates installed after the selected restore point.
If no restore point exists, use Windows recovery options only after backing up important files. Recovery is appropriate for broader operating-system problems, not as the first response to one missing scanner DLL.

regsvr32 is intended for DLLs that provide the DllRegisterServer entry point. Many scanner helper DLLs are loaded privately by their parent application and do not need registration.

regsvr32 scanctls.dll
It may produce an error stating that the entry point was not found. That does not prove the file is corrupt. It usually means the DLL is not a self-registering component.
Use regsvr32 only when the scanner vendor’s installer documentation specifically requires it and provides the correct file and command. Do not register a downloaded replacement.
Why copying scanctls.dll to System32 is unsafe
Application DLLs normally remain beside the application or in the vendor’s designated driver directory. Windows uses a defined DLL search order, and changing that search path can cause the wrong file to load.
Do not copy an arbitrary file into:
C:WindowsSystem32
or:
C:WindowsSysWOW64
A copied file may have the wrong architecture, depend on other missing files, belong to another scanner model, or create a different loader error. It can also leave the original broken installation untouched.
Manual copying is reasonable only when restoring the identical file from a trusted backup or from the exact original installer, and only into the same vendor application directory.

Avoid random DLL download sites
A DLL download sites page may show conflicting architecture, version, or size information for scanctls.dll. Those details are not a universal specification for every copy of the file.
Random downloads are risky because the file may:
- Contain unwanted or malicious code
- Be built for the wrong architecture
- Belong to a different scanner package
- Depend on other files you do not have
- Hide the damaged installation that caused the error
- Load only until the next repair or update
Use the scanner manufacturer’s official support portal, the original installation media, or a trusted backup. If the manufacturer no longer provides the driver, consider a supported scanner or a compatible older Windows environment instead of downloading an isolated DLL.

Some Acer scanner products received no newer drivers after the Acer Peripherals business became BenQ. An old MiraScan application may therefore be unable to run correctly on current Windows, even after reinstalling its original package.
If the exact driver installs but the program still fails:
- Confirm the scanner model and driver architecture.
- Check whether the program is 32-bit.
- Try the manufacturer’s documented compatibility settings if available.
- Test the software in a supported older Windows environment.
- Replace the scanner with hardware that has current drivers.
- Use a maintained scanning application if it supports the device.
“Not designed to run on Windows” is not a diagnosis specific to scanctls.dll. It may indicate an architecture mismatch, damaged dependencies, or an obsolete driver. Inspect the full error and installation path before choosing a remedy.
How to confirm the repair worked
The repair is complete when:
- The original program opens without a
scanctls.dllmessage. - The scanner appears in the application’s device or source list.
- A preview or test scan completes.
- The error does not return after restarting Windows.
- No duplicate or unrelated copy was added to a Windows system folder.
If reinstalling fails, record the full error text, calling application, scanner make and model, Windows edition and architecture, complete DLL path, antivirus status, and whether the application is 32-bit or 64-bit. Those details identify whether the remaining problem is a missing package, incompatible legacy software, or a separate dependency.

Is scanctls.dll part of Windows?
No authoritative Microsoft source identifies it as a Windows inbox DLL. Evidence places it in old Acer, BenQ, and Epson scanner packages.
Is scanctls.dll malware?
The file name alone cannot prove that a particular copy is safe or malicious. Check its path, Properties details, antivirus history, and origin. A copy from an original scanner installer is more trustworthy than an unexplained file in a temporary or download folder.
Should I install Visual C++, DirectX, or .NET?
