scanscsi.dll is a legacy application DLL installed with Adaptec Easy CD Creator. It is not a normal Windows component, Microsoft runtime, or modern hardware driver, so the safest fix is to repair or reinstall the Easy CD Creator installation that originally supplied it.
Do not download a replacement scanscsi.dll from a random DLL website or copy one into C:WindowsSystem32. That can introduce malware, use the wrong architecture, or leave the actual Easy CD Creator installation damaged.
What scanscsi.dll is
The file is associated with Easy CD Creator and is identified internally as Scsi Bus Scanner. Historical records associate the software with Adaptec, whose Easy CD Creator support was later transferred to Roxio.

A 32-bit DLL is normally loaded by the 32-bit application that needs it. It does not become a 64-bit library when copied to a 64-bit Windows folder. On 64-bit Windows, a 32-bit Easy CD Creator program may still load a 32-bit DLL from its own installation directory, but the rest of the old software may not be compatible with the operating system.

Why Windows reports scanscsi.dll errors
The error usually appears when an old Easy CD Creator executable starts and cannot load the DLL from its expected application directory. Common causes include:
- Easy CD Creator was only partially installed.
- The application was removed manually.
- An installer or cleanup utility deleted the file.
- Antivirus software quarantined it.
- The application directory or DLL became corrupted.
- A required dependency of
scanscsi.dllis missing. - The old 32-bit application is incompatible with the current Windows release.
- A different legacy program is requesting a file with the same name.
You may see messages such as:
- “This application failed to start because scanscsi.dll was not found.”
- “The file scanscsi.dll is missing or corrupted.”
- “A required component is missing: scanscsi.dll.”
- “Error loading scanscsi.dll. The specified module could not be found.”
- “The program can’t start because scanscsi.dll is missing from your computer.”
- “The application was unable to start correctly (0xc000007b).”
- “The program or feature cannot start because it is not designed to run on Windows.”
The last two messages do not prove that scanscsi.dll itself is defective. They can indicate an architecture mismatch, corruption, or another missing dependency.
First, identify the program calling the DLL
Before replacing anything, determine which executable is asking for scanscsi.dll. Easy CD Creator is the documented historical association, but a filename alone does not prove that every copy belongs to that program.
Check the error window
Read the application name in the title bar or the first line of the message. If the message identifies Easy CD Creator, its setup files are the correct repair source.

- Right-click the shortcut that produces the error.
- Select Properties.
- Open the Shortcut tab.
- Read the Target field and Start in folder.
- Note the complete path without launching the program.
If the target points to an old CD-burning utility or an unfamiliar application, do not place a replacement DLL in a system directory. Repair the application that owns the executable.
Check Event Viewer
- Press Win + X.
- Select Event Viewer.
- Expand Windows Logs.
- Select Application.
- Look for an error at the time the program failed.
- Open the event and record the failing application name and path.
The path matters because a “specified module could not be found” error can mean that Windows found scanscsi.dll but could not load one of its dependent libraries.
Fix 1: Repair Easy CD Creator from its original installer
This is the most likely and most reliable fix.
Use the original Easy CD Creator CD, archived setup files that you know came from your licensed installation, or a verifiable installer supplied by the software publisher. Current Roxio product pages concern newer Easy CD/DVD Burning products and should not be assumed to provide the historic Adaptec DLL.
- Insert the original installation disc or mount the legitimate installer.
- Open File Explorer.
- Browse to the disc or installer folder.
- Right-click
Setup.exeor the equivalent setup program. - Select Run as administrator.
- Choose Repair, Modify, or Reinstall if the installer offers one of those choices.
- Keep the original installation location unless you have a specific reason to change it.
- Restart Windows when setup finishes.
- Launch the same Easy CD Creator shortcut again.
A successful repair normally restores the DLL beside the 32-bit Easy CD Creator executable. It does not require copying the file to System32 or SysWOW64.

If the installer reports that source files are missing, the installation media is incomplete or damaged. Use another trusted copy of the original media rather than downloading an isolated DLL.
Fix 2: Uninstall and reinstall the parent application
If repair is unavailable or fails, remove Easy CD Creator and reinstall it from trusted installation media.
Windows 11 and Windows 10 Settings
- Open Start.
- Select Settings.
- Choose Apps.
- Select Installed apps on Windows 11, or Apps & features on some Windows 10 builds.
- Search for Easy CD Creator, Adaptec Easy CD Creator, or a related legacy entry.
- Select the three-dot menu or the application entry.
- Choose Uninstall.
- Complete the removal wizard.
- Restart Windows.
- Run the original installer as administrator.
- Test the application before restoring custom shortcuts or plug-ins.
Control Panel
If the program is not listed in Settings:
- Press Win + R.
- Type
appwiz.cpl. - Press Enter.
- Select Easy CD Creator or its related Adaptec entry.
- Click Uninstall or Change.
- Follow the wizard.
- Restart and reinstall from the original trusted source.
If the program is no longer needed, uninstalling it is safer than leaving a broken startup entry that repeatedly requests scanscsi.dll.
Fix 3: Check Windows Security quarantine
Security software may have removed or quarantined an old DLL. Do not restore it solely because the filename matches.

- Type Windows Security.
- Open the app.
- Select Virus & threat protection.
- Select Protection history.
- Review entries from the time the error began.
- Expand any detection involving the Easy CD Creator installation folder.
- Confirm that the file came from the original installer and not from an unknown download.
- Scan the installer and the complete application directory.
- Restore the file only if its provenance is trusted and an independent scan supports that decision.
If Microsoft Defender detects the restored file again, stop restoring it and reinstall the application from trusted media. Do not create a broad exclusion for the entire drive or system directory.
Fix 4: Test compatibility for the old application
Easy CD Creator is legacy software. Even when scanscsi.dll is restored, the program may depend on obsolete drivers, installation behavior, or CD-writing components that current Windows versions no longer support.
Microsoft’s compatibility guidance covers older programs that fail after Windows changes. To run the troubleshooter:
- Open Start.
- Select Settings.
- Choose System.
- Select Troubleshoot.
- Choose Other troubleshooters.
- Find Program Compatibility Troubleshooter.
- Select Run.
- Choose the Easy CD Creator executable when prompted.
- Apply the suggested compatibility settings.
- Test the application again.
If the software still fails, use it only in a supported older Windows environment, or replace it with current optical-disc software. A compatibility setting cannot make an obsolete kernel driver or unsupported disc-writing component safe and functional.

Fix 5: Check the application’s dependencies and architecture
scanscsi.dll is associated with a 32-bit application. On 64-bit Windows, verify that you are repairing the 32-bit Easy CD Creator installation rather than mixing files from unrelated software.
Do not assume that these folders determine where the file belongs:
C:WindowsSystem32C:WindowsSysWOW64
Despite the names, those are Windows-managed locations. A private application DLL normally belongs in the application’s own directory.
If the message says “The specified module could not be found” even though scanscsi.dll is visible, another dependency may be missing. Reinstalling the complete Easy CD Creator package is preferable to locating dependencies individually.

scanscsi.dll is not itself a device driver. Device Manager will not normally restore it.
If Easy CD Creator also reports that a CD or DVD drive is unavailable:
- Press Win + X.
- Select Device Manager.
- Expand DVD/CD-ROM drives.
- Look for a warning icon.
- Right-click the affected drive and select Properties.
- Read the status on the General tab.
- Install drivers only from the computer, motherboard, optical-drive, or hardware manufacturer.
- Restart Windows and test the drive.
Do not replace a missing application DLL by downloading a storage controller driver. They are different components.

Fix 6: Repair Windows components with DISM and SFC
DISM and System File Checker repair protected Windows components. They generally will not recreate a third-party Easy CD Creator DLL, so use them as secondary checks rather than the first fix.

Microsoft recommends running DISM before SFC:
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for the operation to complete.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the original application.
If DISM reports that it repaired the component store and SFC reports that it found and repaired corrupt files, retest Easy CD Creator. If both commands report no integrity violations but the DLL error remains, return to repairing or removing the parent application.

Fix 7: Use System Restore after a recent change
If the error started immediately after a driver installation, Windows update, cleanup operation, or application change, System Restore may return the system configuration to an earlier state.

- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point created before the error began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore normally preserves personal files, but it can roll back installed programs, drivers, registry settings, and system configuration. If the issue continues, reinstall the parent application instead of repeatedly restoring the system.

Do not download a random DLL
An isolated download may be:
- Modified or malicious.
- The wrong build.
- The wrong architecture.
- Missing related dependencies.
- Intended for a different application with the same filename.
Even an apparently valid copy may not match the Easy CD Creator release installed on the computer.
Do not copy scanscsi.dll into System32 or SysWOW64
System directories are not general-purpose storage for application files. Copying the DLL there can cause Windows to load an unintended version and makes later troubleshooting harder.
Do not register it with Regsvr32
regsvr32 is intended for self-registering OLE or ActiveX DLLs that expose a DllRegisterServer entry point. An ordinary application library may return an error stating that the entry point was not found.
Run regsvr32 only when the software vendor explicitly documents registration for that specific DLL. There is no verified reason to register scanscsi.dll as a routine repair.
Do not install unrelated runtimes first
scanscsi.dll is not identified as a Visual C++ Redistributable, DirectX, or .NET file. Installing those packages is not a targeted solution unless the error separately names a missing runtime component.

Do not whitelist an unknown copy
If antivirus software flags a DLL obtained outside the original installation, do not disable protection just to make the program launch. Scan the complete application and installer, then reinstall from trusted media.
If the error continues
Use this order:
- Record the exact executable path from the shortcut or Event Viewer.
- Confirm whether the executable belongs to Easy CD Creator.
- Check whether
scanscsi.dllis present beside that executable. - Repair or reinstall the same application release.
- Review Windows Security Protection history.
- Check for a separate dependency or architecture error.
- Test compatibility settings.
- Run DISM and SFC for broader Windows corruption.
- Remove the obsolete application if it is no longer required.
If the caller is not Easy CD Creator, do not force the Adaptec association. A different legacy program may be requesting a DLL with the same name, and its own installer is the correct repair source.
