Its best-supported public identification is Microsoft SharePoint Portal Server, associated with the legacy SharePointPortalServer application.
That changes the repair strategy. Do not begin by downloading secmgr.dll, copying it into C:WindowsSystem32, or running regsvr32. First identify the program requesting the file, then repair the SharePoint installation that originally supplied it.

What secmgr.dll belongs to
secmgr.dll is associated with Microsoft Office SharePoint Portal Server, most plausibly the 2003 generation. Microsoft treated Office SharePoint Portal Server 2003 as a separate server product, not as a built-in Windows component. Its extended support ended on April 9, 2014, as shown on Microsoft’s product lifecycle page.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsDo not assume that every modern SharePoint Server installation contains this file. Current SharePoint Server updates use different assemblies and installation paths. For comparison, Microsoft’s SharePoint Server 2013 update manifest lists files such as Microsoft.sharepoint.portal.dll, not secmgr.dll.

The following messages can all refer to the same underlying problem:
- “Secmgr.dll not found.”
- “The file Secmgr.dll is missing.”
- “Cannot find Secmgr.dll.”
- “Error loading secmgr.dll. The specified module could not be found.”
- “The program can’t start because secmgr.dll is missing from your computer.”
- “secmgr.dll is either not designed to run on Windows or it contains an error.”
The final message does not prove that secmgr.dll itself is damaged. It can also indicate a mismatched architecture, corruption, or a dependency that Windows cannot load.
Do this first: identify the caller
Before changing files, determine which executable is producing the error. This prevents you from repairing the wrong application, especially if SharePoint was removed but a leftover startup entry still runs.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Check the error dialog
Read the complete message and note:
- The application name shown in the title bar.
- The executable named in the message, if present.
- The action that triggers the error, such as Windows startup, opening an old application, or starting a SharePoint service.
If the dialog appears during ordinary desktop use and names an unrelated consumer program, do not assume that program is genuine SharePoint. It may be a damaged or repackaged legacy application requesting a file by name.
Check Event Viewer
- Press Windows key + X.
- Select Event Viewer.
- Expand Windows Logs.
- Select Application.
- On the right, select Find.
- Search for
secmgr.dll. - Open matching events and record the application name and full path.
Also check Windows Logs > System if the error occurs while Windows starts a service.
Check whether SharePoint is installed
- Press Windows key + R.
- Type
appwiz.cpl. - Press Enter.
- Look for Microsoft Office SharePoint Portal Server or another clearly identified SharePoint installation.
You can also open Settings > Apps > Installed apps in Windows 11, or Settings > Apps > Apps & features in Windows 10, and search for SharePoint.
If no SharePoint installation is present, do not place a replacement DLL into a Windows folder. Find the executable that calls it and determine whether the old application should be repaired, removed, or restored from its original installation media.
Fix 1: repair SharePoint Portal Server from its original media
Time needed: 30 minutes to several hours, depending on the server and backup process.
This is the most likely repair when secmgr.dll disappeared after an incomplete installation, failed repair, manual deletion, disk restoration, or migration.
Before modifying a server, have the administrator back up the SharePoint databases, configuration, content, and any related service settings. A repair may preserve the installation, but no repair or reinstall should be treated as a guarantee that SharePoint data will be preserved.
Rank #2
Run the maintenance repair
- Sign in with an account that has local administrative rights.
- Obtain the original licensed SharePoint Portal Server installation media or a known-good preserved installer for the exact product edition.
- If the media is an optical disc or mounted image, open it in File Explorer.
- Run the product setup program.
- Approve the User Account Control prompt.
- Select the maintenance, repair, or equivalent option if the installer provides one.
- Follow the setup wizard.
- Restart the server when prompted.
- Test the SharePoint service and the application that previously generated the error.
The repair source should match the original product and its installed patch or service-pack level. Microsoft identifies Service Pack 3 as the final listed service-pack release for Office SharePoint Portal Server 2003, but do not use a random package simply because it has a similar filename.
If repair is unavailable
If setup does not offer repair, or repair fails:
- Stop and document the current SharePoint configuration.
- Confirm that the SharePoint databases and content are backed up.
- Record the product edition, service-pack level, server name, database locations, and Windows Server version.
- Use the original media to reinstall the same product edition.
- Restore or reconnect the existing configuration only under an administrator’s migration or recovery plan.
- Apply only patches and updates that are appropriate for that exact legacy installation.
- Restart and test the service, event logs, and calling application.
If the original media is unavailable, the safest source is an organization’s preserved licensed media, a verified server image, or its managed software archive. Do not substitute a DLL from another server.
How to tell whether this worked
The repair succeeded when:
- The original application starts without the
secmgr.dllmessage. - The related SharePoint services start normally.
- Event Viewer no longer records the same module-loading error.
- The application loads the file from its own installation context rather than from a Windows system directory.
If the error remains, continue with the caller, architecture, dependency, and quarantine checks below. A file can be present while one of its dependencies is missing.
Fix 2: check antivirus quarantine before restoring anything
Time needed: 10 to 20 minutes.
Antivirus software may quarantine a legacy binary, particularly after a definition update or when the file is restored from an old backup. A quarantine record does not prove that the file was malicious, and an error does not prove malware caused the problem.
Check Windows Security Protection History
- Open Start.
- Type Windows Security.
- Open it.
- Select Virus & threat protection.
- Under Current threats, select Protection history.
- Review entries related to the SharePoint installation or
secmgr.dll. - Open an entry to view its detection name, path, and action.
Do not immediately select Allow on device or restore the file. Microsoft explains that a restored quarantined file can be detected again in Protection history guidance.
Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallCrashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteInstead, verify:
- The file came from the organization’s original SharePoint media or a known-good server image.
- Its digital signature is valid, if the file is signed.
- Its path belongs to the expected SharePoint installation.
- Its hash matches a known-good copy from the same build.
- The calling executable is legitimate.
If any of those checks fail, leave the file quarantined, run a trusted malware scan, and reinstall SharePoint from legitimate media. Do not create an exclusion for an unknown DLL merely to suppress the error.
Fix 3: verify the file path, build, and architecture
Time needed: 15 to 30 minutes.
Windows does not load a DLL solely because it exists somewhere on the disk. The application requests a module, and Windows searches locations according to DLL loader rules. Microsoft’s explanation of the DLL search order describes why a file in the wrong directory may be ignored, or why an unexpected copy may be loaded.
Locate existing copies
- Open File Explorer.
- Select This PC.
- In the search box, enter
secmgr.dll. - Wait for the search to finish.
- Record every result’s complete path.
- Right-click each file, select Properties, and inspect Details and Digital Signatures.
Do not move, rename, or replace a copy yet. The correct directory is installation-specific and should be confirmed by the affected installation’s own manifest, installer logs, or a known-good server. There is no verified basis for placing this file automatically in C:WindowsSystem32, C:WindowsSysWOW64, or a particular SharePoint folder.
Check 32-bit and 64-bit compatibility
A 32-bit application generally needs a compatible 32-bit DLL, while a 64-bit application needs a compatible 64-bit DLL. A filename alone does not reveal the architecture, and public metadata claiming a particular size, version, or 64-bit status has not been independently verified against Microsoft’s original binary.
The reliable approach is to restore the matching SharePoint edition, build, and operating-system architecture. Replacing the file with a different build can cause an entry-point error, dependency failure, or application crash even if the original “missing DLL” message disappears.
Rank #3
If the message says that the file is not designed to run on Windows or contains an error, treat these as possible causes:
- The DLL is corrupt.
- The DLL is for the wrong architecture.
- The DLL belongs to a different SharePoint build.
- A dependency is missing.
- Windows is loading a different copy than the one you inspected.
Fix 4: repair the legacy installation after an image restore or migration
Time needed: 1 hour to multiple days for a server rebuild.
A partial image restore can leave an executable, service registration, or configuration database behind while omitting files from the original SharePoint installation. The same problem can occur when an old SharePoint server is moved to unsupported Windows hardware.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →The correct fix is to restore the complete known-good server image or rebuild the original supported environment. Do not copy only secmgr.dll from another machine. A single DLL may depend on other files, registry settings, configuration data, or a specific patch level.
Use this recovery sequence:
- Record the exact executable and path from Event Viewer.
- Document the SharePoint product edition and service-pack level.
- Back up SharePoint databases, configuration, and content.
- Compare the restored server with the last known-good image.
- Restore the complete image if it is trustworthy and predates the failure.
- Otherwise, rebuild SharePoint from the original licensed media.
- Reapply the matching service-pack and patch level.
- Start the relevant services.
- Test the application and review Event Viewer.
If the system still runs SharePoint Portal Server 2003, plan a migration rather than treating the repaired server as a current platform. Its Microsoft support lifecycle ended in 2014.
Fix 5: check for a missing dependency or loader-path problem
Time needed: 20 to 45 minutes.
“Specified module could not be found” can mean that Windows cannot find secmgr.dll, but it can also mean that Windows found secmgr.dll and could not find a dependency required by it.
First identify the calling executable and its installation directory. Then check:
- Whether the application and DLL came from the same SharePoint build.
- Whether a recent backup restore changed the installation path.
- Whether another copy of
secmgr.dllappears earlier in the loader search path. - Whether Event Viewer names another missing module.
- Whether antivirus removed a neighboring dependency.
- Whether the application is 32-bit or 64-bit and whether the installation matches it.
Avoid copying files into system directories to manipulate the search order. Microsoft’s DLL security guidance explains why uncontrolled search paths can create DLL hijacking risk.
If the dependency cannot be identified confidently, reinstall the owning SharePoint product instead of assembling a replacement set of DLLs from unrelated machines.
Fix 6: run DISM and SFC only for broader Windows corruption
Time needed: 15 to 45 minutes, plus restart time.
SFC and DISM repair Windows components. They generally will not recreate a third-party or legacy SharePoint DLL that Windows does not own. Use them when other Windows files or services are also failing, Windows Update is damaged, or system corruption is suspected.
Rank #4
Microsoft recommends running DISM before SFC. Save work, open an elevated Command Prompt, and run these commands separately:
Free tools Windows power users keep installed

DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannow
Open an elevated Command Prompt
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run the DISM command.
- Wait for it to complete.
- Run
sfc /scannow. - Restart Windows.
- Test the original application again.
A successful DISM or SFC result indicates that Windows component servicing completed or repaired protected system files. It does not prove that secmgr.dll was repaired. If the error remains, return to SharePoint repair and dependency diagnosis.
If you are repeating DISM and SFC without knowing what changed, Outbyte PC Repair can scan for broader Windows problems and show what it identifies; its repair capability is provided by the full version, and it is not required for a SharePoint-specific reinstall.
Fix 7: install pending Windows updates, but do not expect them to add secmgr.dll
Time needed: 15 to 30 minutes, excluding download time.
Windows Update can correct general operating-system corruption and compatibility problems, but it is not a supported source for a missing legacy SharePoint DLL.
- Open Settings.
- In Windows 11, select Windows Update. In Windows 10, select Update & Security > Windows Update.
- Select Check for updates.
- Install applicable updates.
- Restart when requested.
- Check for updates again after the restart.
- Test the application.
If the application is an old server product running on a newer unsupported operating system, updates may not make it compatible. Use the original SharePoint repair media or a complete migration plan.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Fix 8: update or reinstall drivers only when the evidence points there
Time needed: 20 to 60 minutes.
A graphics or chipset driver is not the normal owner of secmgr.dll. Driver work is relevant only if the error appears alongside device failures, display problems, service crashes, or a migration to different hardware.
Check Device Manager
- Press Windows key + X.
- Select Device Manager.
- Expand categories related to the affected hardware.
- Look for a yellow warning icon.
- Right-click the affected device and select Properties.
- Open the General tab and read the device status.
- Open the Driver tab and note the provider and date.
- Select Update Driver.
- Choose Search automatically for drivers.
- Restart if Windows installs a driver.
If a recent driver caused the broader failure, use Properties > Driver > Roll Back Driver when that button is available. For a clean reinstall, obtain the driver from the computer or hardware manufacturer’s official support channel, uninstall only the affected device when appropriate, restart, and install the matching package.
When hunting through many hardware packages and trying to determine which driver is stale, Outbyte Driver Updater can scan and identify driver issues; installation through the full version is optional, and a driver update will not replace the SharePoint-owned secmgr.dll.

Do not use regsvr32 as a generic DLL fix
regsvr32 is not a command for restoring missing files. It registers DLLs that expose COM self-registration functions such as DllRegisterServer, which is mainly relevant to ActiveX controls and COM servers. Microsoft’s regsvr32 documentation and COM self-registration documentation describe that requirement.
There is no verified evidence that secmgr.dll is a self-registering COM component. Therefore, do not use this as a generic repair:
regsvr32 secmgr.dll
It may return an entry-point or registration error, and even a successful registration would not restore a missing dependency, repair a damaged SharePoint installation, or make an incompatible DLL usable.

Why random DLL downloads are unsafe
A DLL download site can provide the right filename but the wrong:
Do these 3 things before closing this tab:

- Product edition.
- Architecture.
- Export table.
- Dependency set.
- Digital signature or provenance.
A malicious or altered DLL can also be loaded before the legitimate application copy if it is placed in an unsafe location. Copying it into System32 may mask the installation problem while creating search-order and security risks.
Use the original licensed SharePoint media, an organization’s verified software archive, or a complete known-good server image. If malware is suspected, quarantine the questionable file, run Microsoft Defender Offline or another trusted scan, and reinstall the owning application from legitimate media.
Common causes of secmgr.dll errors
| Likely cause | What usually resolves it |
|---|---|
| Incomplete SharePoint installation or failed repair | Repair SharePoint from original media |
| Partial backup restoration or incorrect migration | Restore the complete image or rebuild the original environment |
| Antivirus quarantine | Verify provenance, then restore only a trusted file or reinstall |
| Wrong architecture or mismatched build | Install the matching SharePoint edition and patch level |
| Missing dependency or incorrect loader path | Identify the executable and repair its installation |
| Broader Windows corruption | Run DISM followed by SFC |
| Leftover startup entry after partial removal | Identify and repair or properly remove the old application |
| Malware or untrusted replacement | Scan, quarantine, and reinstall from legitimate media |
FAQ
Is secmgr.dll part of Windows?
No reliable evidence indicates that secmgr.dll is a current Windows system component. It should not normally be expected in System32 or SysWOW64.
Is secmgr.dll part of modern SharePoint?
Do not assume that it is. The file is associated with legacy Microsoft SharePoint Portal Server, while modern SharePoint versions use different assemblies and installation layouts.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchWill Visual C++ Redistributable, DirectX, or .NET fix it?
Those packages are not the primary remedy for a SharePoint-owned DLL. Install them only when the calling application’s official requirements or a separate error specifically identify them as missing.
Will SFC restore secmgr.dll?
Usually not. SFC repairs protected Windows system files. It will not normally recreate a legacy SharePoint file that Windows component servicing does not own.
Should I copy secmgr.dll into System32?
No. That can load the wrong build, create architecture problems, hide the real installation failure, and increase DLL search-order risk.
Does the error prove malware?
No. It can result from deletion, quarantine, corruption, an incomplete image restore, a mismatched build, or a missing dependency. Verify the file’s source and signature before restoring it.
What information should I collect if repair fails?
Record the exact error text, calling executable and full path, SharePoint version and service-pack level, Windows or Windows Server version, whether the file exists anywhere, recent restore or antivirus events, and relevant Event Viewer entries. That information will distinguish a missing file from a dependency or loader-path failure.
