“Security processor reported maximum allowed number of re-arms has been exceeded” is Windows or Office error 0xC004D307. It means the protected licensing state has refused another re-arm because its permitted counter is exhausted. A re-arm is not a new activation and cannot create a license entitlement. Record your licensing and BitLocker information first, then use the activation troubleshooter or official support; reinstall only when the product channel and activation history make that the supported recovery.
What error 0xC004D307 actually means
A re-arm is a controlled licensing-state transition. It returns a Windows or Office installation to an initial, not-yet-activated state by resetting a grace timer and related data protected by the device’s security processor. The operation is useful during image preparation, licensing troubleshooting and some TPM-related recovery work.

The security processor keeps a re-arm count associated with the product or installation. When that count reaches its allowed limit, the processor rejects another request and Windows reports 0xC004D307. The error therefore describes an exhausted re-arm allowance, not a failed graphics driver, damaged game file or ordinary sign-in problem.

Published Windows guidance for this message tells users to reinstall the operating system before attempting another re-arm. That is a recovery instruction for a licensing state that has reached its limit, not proof that every case can be repaired by blindly reinstalling. Your license channel, edition and activation history determine what a reinstall will accomplish.

Re-arm is different from activation
Activation verifies that a product is licensed through a supported channel. Re-arm resets protected grace-period or deployment state. Running slmgr /rearm does not turn an unlicensed copy into a licensed one, extend an entitlement indefinitely or bypass a product’s activation rules. If the underlying retail, OEM, subscription, KMS or MAK entitlement is missing or invalid, another re-arm cannot fix that problem.
Do not confuse 0xC004D307 with 0xC004D302
0xC004D307 means the maximum permitted number of re-arms has been exceeded. 0xC004D302 is a different status indicating that the trusted data store was rearmed. Similar wording can lead to the wrong repair procedure, so copy the complete hexadecimal code before changing anything.
First identify what is affected
The same type of licensing state can be exposed by Windows and Office, but their counters and activation policies are not interchangeable. A gaming PC may show the message after a Windows image operation, a firmware change or repeated licensing tests; an Office installation can report a related state independently.

Before attempting a reset, establish these facts:
- Product: Windows, Office or both.
- Edition: the installed edition must match the entitlement you intend to use after recovery.
- License channel: retail, OEM, subscription, KMS or MAK. Remaining counters and activation behavior can vary by channel.
- Trigger: image preparation, repeated re-arm commands, BIOS or firmware work, hardware replacement, or an unexplained activation failure.
- Goal: preparing a deployment image is different from restoring normal activation on a personal game system.
There is no single current re-arm number that applies to every Windows and Office edition and every channel. Treat any universal counter quoted by an unofficial guide as suspect.
Capture activation evidence before changing state
Save diagnostics while the machine is still in its current condition. This gives support staff and you a record of the installed channel, licensing status and error details.
- Sign in with an account that can elevate commands.
- Open PowerShell or Command Prompt as administrator.
- Run
slmgr.vbs /dlv. - Save the resulting dialog or copy its text to a file. Record the product name, description, license status, partial product key and any displayed activation identifiers.
- Capture the exact 0xC004D307 message and the time it appeared. If Office is involved, record its product and sign-in or subscription status separately.
Microsoft activation guidance specifically recommends the detailed-license command when diagnosing activation failures. Do not delete licensing files or edit the registry before preserving this information; those actions can remove clues without replenishing the exhausted counter.

Use the supported activation checks
Run the activation troubleshooter
Open Windows activation settings and run the built-in troubleshooter. Follow its prompts for edition mismatch, account association, digital entitlement and hardware-change cases. The troubleshooter can identify a recoverable activation condition, but it cannot manufacture a license or increase a re-arm allowance.

A replacement motherboard or other major hardware change can make a previously valid entitlement look different to the activation service.
Use official activation support when the status is unclear
Escalate with the saved slmgr.vbs /dlv output, the exact error code, proof of the license channel and the device’s activation history. Support can determine whether the entitlement is transferable, tied to the original hardware, managed by an organization, or blocked because the re-arm count is exhausted. A generic “activation repair” utility cannot be assumed to alter Microsoft’s licensing record.

Check TPM, Secure Boot and firmware only when the timing fits
The security processor is part of the reason this message exists, but TPM trouble is not an automatic cause. If the error began immediately after a BIOS or firmware update, inspect the platform security configuration before clearing anything:
- Confirm that the expected TPM 2.0 device is present and enabled in firmware.
- Check whether Secure Boot settings changed.
- Verify that the installed Windows edition and boot mode are the ones used before the update.
- Make sure a BitLocker recovery key is available and readable before any TPM operation.
Do not clear the TPM simply because the message mentions a security processor. Clearing it can remove or invalidate locally stored key material and may trigger a BitLocker recovery-key prompt at the next boot.
If clearing TPM is genuinely required

- Under Security processor troubleshooting, choose the option stating “I am trying to fix issues after firmware update.”
- Select Clear TPM only after confirming that your BitLocker recovery information is backed up and that you understand the restart consequences.
A TPM clear is a platform-security operation, not a way to reset the Windows re-arm counter. If the counter is already exhausted, clearing the TPM may leave you with the same licensing error plus a recovery-key challenge.

When reinstalling Windows makes sense
Reinstallation can be part of the supported path when the operating system’s licensing state is damaged or the published error guidance requires a clean licensing state before another re-arm. It is not a universal counter reset. Before starting, confirm the product edition, activation channel, installation media, backup status and BitLocker recovery key.
Prepare for a reinstall
- Back up game saves, profiles, browser data and any files outside cloud synchronization.
- Export the
slmgr.vbs /dlvresults and note the current edition and channel. - Confirm whether activation is tied to a digital license, an OEM device, a retail key, an organizational KMS service, a MAK key or a subscription account.
- Verify that the installation media will install the same edition covered by the entitlement.
- Store the BitLocker recovery key where you can access it from another device.
- Disconnect unnecessary external drives so the installer cannot target the wrong disk.
After installation, connect to the internet, apply the edition-appropriate activation method and check activation status before restoring every application. If the same entitlement does not activate, stop repeating re-arm commands and provide the saved evidence to official support.

What not to do
- Do not loop
slmgr /rearm. Once the permitted count is exhausted, repeating the command does not create a new allowance. - Do not use registry edits or deleted licensing stores as a first-line fix. They can damage evidence and leave the installation harder to support.
- Do not clear TPM without recovery keys. BitLocker-protected data may become inaccessible until the recovery key is entered.
- Do not assume a firmware update caused the error. Check timing and diagnostics; the message can also result from image preparation or repeated licensing operations.
- Do not treat third-party activation tools as legitimate remedies. They cannot be presumed to replenish a server-side licensing counter and may compromise the system.
How this affects a gaming PC
0xC004D307 does not identify a game fault. It can appear while launching a game if Windows activation problems coincide with anti-cheat prerequisites, a recent firmware update or a system-image change, but the error itself belongs to the operating-system or Office licensing layer. Fix activation and platform security first; reinstalling a game will not reset the re-arm count.
Before a major BIOS update or motherboard replacement, download or print your BitLocker recovery information and record the current activation state. That preparation separates a recoverable firmware change from a licensing problem that requires support.

The message means the security processor has rejected another re-arm because the allowed licensing-state transitions are exhausted. Identify whether Windows or Office is affected, determine the license channel, save slmgr.vbs /dlv diagnostics, run the activation troubleshooter and protect your BitLocker recovery key.
