If setnetworklocation.dll is missing, damaged, or cannot load, repair Windows rather than downloading a replacement DLL.
What is setnetworklocation.dll?
The file is identified as Set Network Location Utility, part of Microsoft Windows Operating System. Its usual native location is:
C:WindowsSystem32SetNetworkLocation.dll
Public metadata documents Microsoft production-signed copies, including one 64-bit Windows 10 build with version 10.0.19041.1. Do not treat that version as universal. Windows builds and architectures use different file versions, sizes, and hashes. You can compare available file metadata with the public SetNetworkLocation.dll record, but Windows servicing remains the safest source for restoring it.

On 64-bit Windows, System32 contains native 64-bit system files. SysWOW64 contains 32-bit system files used through Windows-on-Windows 64-bit redirection. The names are confusing, so do not assume that SysWOW64 contains 64-bit files. Microsoft explains this behavior in its file-system redirector documentation.

What the error means
Windows may display wording such as:
- “This application failed to start because SetNetworkLocation.dll was not found.”
- “The program can’t start because SetNetworkLocation.dll is missing from your computer.”
- “Error loading SetNetworkLocation.dll. The specified module could not be found.”
- “SetNetworkLocation.dll could not be loaded.”
The exact message depends on your Windows language, Windows release, and the program requesting the file.
If the dialog appears during startup, Windows or a startup component is trying to initialize networking before the desktop is ready. It does not necessarily mean that the DLL itself is absent. “The specified module could not be found” can also mean that another dependency needed by the DLL is missing.
VPN and dial-up networking can expose this problem because rasphone.exe may be involved in establishing a connection. A documented Microsoft Q&A report describes rasphone.exe failing after an upgrade from Windows 8 to Windows 8.1 and preventing a VPN connection. That report is a useful example of the situation, but its translated error wording is not authoritative for every Windows installation.
Fix 1: Install Windows updates, then repair system files
This is the safest first repair for a missing or damaged Windows-owned DLL.
Install pending updates
- Press Windows + I to open Settings.
- Select Windows Update.
- Choose Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not immediately require it.
- Test the VPN, network connection, or startup action that produced the error.
Microsoft’s current update procedure is documented in Install Windows updates.
Run DISM
- Open the Start menu.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait until the operation completes. Do not close the window while DISM is working.
- Restart if DISM requests it.
DISM repairs the Windows component store and supplies repair files that System File Checker may need.
Run System File Checker
Open an elevated Command Prompt again and run:
sfc /scannow
Leave the window open until verification reaches 100 percent. SFC checks protected Windows files and replaces damaged copies when a valid copy is available. Microsoft recommends running DISM before SFC in its system file repair guidance.
Restart Windows after SFC finishes, then repeat the action that caused the error.

If the message names this file specifically, you can perform a narrower diagnostic check after the normal repair:
sfc /scanfile=%windir%System32SetNetworkLocation.dll
This checks the expected native path. It is not a replacement for the normal DISM-then-SFC sequence. The Microsoft SFC command reference explains the available scan modes.
When the manual DISM and SFC process is difficult to interpret, Outbyte PC Repair can provide a free scan showing what it identifies; repairs are performed by the full version, and it is optional because Microsoft’s built-in servicing tools remain the preferred path for this Windows component.
Fix 2: Check whether antivirus quarantined the file
Security software can quarantine a file after a false detection or following damage to the Windows installation.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent actions for
SetNetworkLocation.dll. - If the file was quarantined, do not restore it immediately.
- First confirm that the detected file was located under your Windows directory and verify its Microsoft signature.
- Run Windows Update, DISM, and SFC instead of restoring an unknown copy.
Only restore a quarantined file when its authenticity is clear and the detection is known to be incorrect. Restoring a malicious file can make the system less safe. Microsoft describes these actions in Protection history in Windows Security.
If you suspect broader malware activity, update Microsoft Defender and run a full scan after repairing Windows.
Fix 3: Verify the file and its location
Use File Explorer to check the expected path:
- Press Windows + E.
- Select This PC.
- Open the drive containing Windows, normally
C:. - Open
Windows, thenSystem32. - Look for
SetNetworkLocation.dll. - Right-click it, select Properties, and open Digital Signatures if that tab is present.
- Inspect the signer and signature status.
A file in the expected directory is not automatically safe, and a missing file is not proof of malware. The file should match the Windows installation’s architecture and be restored through Windows servicing.
Do not copy a file from System32 to SysWOW64, or the reverse. On 64-bit Windows, a 32-bit caller and a 64-bit caller may be redirected to different system locations. If the correct file exists but an application still reports it as missing, investigate the calling process and its dependencies rather than mixing architecture-specific files.

Read the complete dialog carefully. Note the executable named in its title or message, such as rasphone.exe, a VPN client, or another Windows networking process.

If the error appears only when using one VPN or networking application:
- Open Settings.
- Select Apps, then Installed apps.
- Find the VPN or networking application.
- Select its three-dot menu.
- Choose Advanced options if available.
- Try Repair, then Reset only if Repair does not help.
- Restart Windows and test again.
If the application has no Repair option, uninstall it from Installed apps, restart, and reinstall it using the vendor’s official installer. This applies to the application, not to SetNetworkLocation.dll itself. The DLL is a Windows component, so reinstalling Visual C++, DirectX, or .NET is not the normal fix unless the error identifies a separate dependency.
If the error names rasphone.exe or appears during VPN startup, remove and recreate the affected VPN connection after Windows repair:
- Open Settings > Network & internet > VPN.
- Select the affected connection.
- Remove it if you have its server and sign-in details.
- Select Add VPN and enter the settings supplied by your VPN administrator or provider.
- Test the new connection.
Fix 5: Repair a damaged Windows Update source
If DISM reports that source files could not be found, run Windows Update again and restart. If the component store still cannot repair itself, use a matching Windows repair source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with a valid source from the same Windows version and architecture. An arbitrary source can make the repair worse. Microsoft explains the source requirements in its guidance for fixing Windows Update errors.
Run sfc /scannow again after DISM completes.
Fix 6: Check recent drivers or system changes
A recent network adapter, VPN filter, or other system change can expose a Windows loading problem.
- Right-click the Start button and select Device Manager.
- Expand Network adapters.
- Right-click the affected adapter and select Properties.
- Open the Driver tab.
- Use Roll Back Driver only if the button is available and the issue began after a driver change.
- Otherwise choose Update Driver, then Search automatically for drivers.
- Restart Windows and test the connection.
Do not delete or replace SetNetworkLocation.dll while troubleshooting a driver. The driver and the Windows component are separate issues.
Manually checking each network, chipset, and VPN driver can mean hunting through numerous versions and guessing which one is stale. Fix 7: Use System Restore
Use System Restore when the error began after a known software, driver, or Windows change and a suitable restore point exists.

- Press Windows + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point created before the problem began.
- Select Scan for affected programs if available.
- Confirm the restore point and select Finish.
- Allow Windows to restart.
System Restore can roll back system files, registry settings, drivers, and installed programs without removing personal files. It is unavailable when restore points were disabled or none were created. See Microsoft’s System Restore instructions.

Settings > System > Recovery > Fix problems using Windows Update > Reinstall now
This reinstalls the current Windows version while preserving apps, files, and settings when the option is available. Microsoft documents the process in Fix issues by reinstalling the current version of Windows.
If that option is unavailable, use official Windows installation media. Start setup from within Windows and select Keep personal files and apps when prompted. Do not proceed until that choice is visible. Microsoft’s installation-media repair guidance explains the process.
What not to do
Do not download the DLL from a random website
A downloaded replacement can have the wrong Windows build, architecture, signature, or embedded malware. Copying it into System32, SysWOW64, or an application folder may hide the original problem and create new loading failures.

The safe sources are Windows Update, DISM, SFC, the current Windows repair reinstall, and official Microsoft installation media.
Do not use regsvr32 as a routine fix
regsvr32 works only with DLLs that provide the required DllRegisterServer entry point. Available public export metadata for SetNetworkLocation.dll lists DllGetClassObject and DllCanUnloadNow, but not DllRegisterServer. That makes manual registration inappropriate as a general repair. Do not mix 32-bit and 64-bit files
Never solve a 32-bit application error by copying a 64-bit file, or solve a 64-bit Windows error with a 32-bit copy. Repair the matching Windows installation instead.
If DISM and SFC report no corruption
“No integrity violations” does not prove that the calling application is healthy. The error may involve a missing dependency, stale startup reference, damaged user profile, bad registration elsewhere, or an application expecting an incompatible Windows build.

Record:
- The exact error text
- The executable named in the dialog
- Whether the failure occurs at startup or only during VPN use
- Whether the file exists in
%windir%System32 - Whether the issue affects every Windows user account
Then check Event Viewer > Windows Logs > Application for an entry at the failure time. Test a new local Windows user profile, run a full Microsoft Defender scan, and determine whether the problem is limited to VPN networking or affects Windows more broadly.
FAQ
Is SetNetworkLocation.dll a Microsoft file?
Yes. It is identified as Set Network Location Utility, a Microsoft Windows Operating System component normally located in %windir%System32.
Should I reinstall Visual C++, DirectX, or .NET?
Not as the first response. There is no evidence that this DLL belongs to those runtimes. Repair Windows with Windows Update, DISM, and SFC first.
Why does the error mention rasphone.exe?
rasphone.exe is associated with Windows remote access and VPN connections. A documented upgrade-related case showed this process exposing a missing or unloadable SetNetworkLocation.dll problem.

The message can indicate a missing dependency rather than a missing DLL. It can also result from architecture redirection, a damaged component, or a stale application reference.
Should I use Windows Features or Device Manager?
Windows Features is not the normal repair location for this DLL. Device Manager is relevant only when a recent network or VPN driver change coincides with the failure. The core repair remains Windows Update, DISM, and SFC.
When should I reinstall Windows?
Use a repair reinstall when Windows servicing cannot restore the component, System Restore is unavailable or ineffective, or the error continues across networking and startup functions. Choose an in-place repair that preserves personal files and apps, and back up important data first.
