Where the choice appears
The optional dialogue choice comes up during the motel scene in the side quest “Riders on the Storm.” PowerPyx lists the prompt as “[Touch Panam’s thigh] Got a few ideas.”
Which response should you choose?
If you want to pursue Panam
Choose the thigh-touch option or the response that lets Panam choose. Game8 describes both as fitting the romance conversation, and advises against choosing the sleep option in this exchange. Panam initially rejects V’s touch, but that response is not presented as a definitive end to the romance path. Game8’s “Riders on the Storm” guide also recommends siding with Panam during her argument with Saul.
If you want to keep things friendly
Choose a non-flirtatious response. The available guides do not document every later consequence of declining the touch, so there is no basis to promise that a particular alternative either preserves or blocks all romance flags.

Is this the moment the romance is decided?
No. The interaction is one step in a longer questline, not the point at which the romance is completed. The cited advice comes from third-party walkthroughs, not official game documentation; it should be treated as walkthrough guidance rather than a guarantee for every patch or platform.
