What happens if you follow the Headless Horseman?
He continues riding toward Hamvir’s Rest, according to the Prima Games Skyrim guide. Treat the encounter as a moving world event: you can trail the specter and see where he goes, but the guide says you cannot stop or interact with him.

Does following him start a quest?
No quest or choice is described in the guide. Following him is optional exploration; you can also carry on with whatever you were doing.
When can you encounter him?
Prima Games lists the appearance window as 10:00 p.m. to 5:00 a.m. in game time. That is the guide’s stated window, not a promise that he will spawn every night. The guide does not give an exact spawn point or a reliable method for forcing the encounter.

What is at Hamvir’s Rest?
The guide does not establish which enemies or loot you will find there across current editions, so it is best not to follow expecting a particular fight or reward. It speculates that the horseman’s head may be in the graveyard, but does not confirm the connection or identify the rider.
