If you want the later encounter and its reported rewards, give D’s brother the Twinned Armor. If you want Fia to remain alive, keep it. The available guide says giving him the set leads to him killing Fia later, but it does not appear to block her ending; that ending claim is based on secondary guidance and player reports, not a guarantee for every quest state or game version.
What happens if you give him the Twinned Armor?
A guide from Games Learning Society, published November 22, 2023, reports that D’s brother later kills Fia after receiving the armor. After that sequence, the player can recover the armor and obtain a weapon. The source does not identify the game version, so treat this as the described outcome rather than a guarantee for every version or quest state.

What if you keep the armor?
The same guide says keeping the Twinned Armor leaves the situation unchanged: D’s brother remains inactive and Fia stays alive in the described outcome. Choose this if preserving Fia’s presence matters more to you than seeing the brother’s later encounter and pursuing its rewards.
Does giving him the armor prevent Fia’s ending?
The guide says the killing does not appear to prevent Fia’s ending. A Steam Community discussion about Fia’s quest, opened July 23, 2022, includes player reports of completing her quest both with and without giving the armor. Those reports are anecdotal, and the discussion contains conflicting recollections about timing and progression. The available evidence therefore does not establish a universal outcome for every sequence of quest events.
