Stay in the car if you want the easier outcome in the No Concession encounter. Zoe is arrested either way; trying to help does not free her, and your character is left to continue on foot. If you stay, the couple drives you to the next encounter.
What happens if you help Zoe?
During the No Concession encounter, a Road Patrol officer stops the vehicle you are riding in with Zoe and a couple. The officer takes Zoe away. If you try to intervene, the rescue fails: Zoe is still arrested, while your character is left by the roadside and has to walk onward. The walkthroughs from Road 96 Wiki, Just Adventure, and TrueAchievements describe the arrest as proceeding regardless of your choice.

What happens if you stay in the car?
Zoe is still taken away, but you avoid the failed rescue attempt. The couple continues the journey and drives you to the next encounter, rather than leaving you to walk.

Which choice should you make?
Choose based on how you want your character to act. Staying in the car is the practical choice if you want to preserve the ride; trying to help fits a protective role-play choice, but it does not change Zoe’s immediate fate. The available walkthroughs do not establish a lasting plot advantage for intervening in this scene.

Is this the late-game choice involving Zoe?
No. This is the police-stop scene in No Concession, not the separate late-game border scene involving Zoe. The two choices happen in different parts of the story, so do not use the outcome of one to infer what happens in the other. Nintendo’s Road 96 listing identifies the game for Switch, while the official Steam page for Road 96: Mile 0 – About a Girl describes a related story that leads toward the events of Road 96; neither is needed to make this particular choice.
