Silent Hill: Downpour did have cooperative play discussed during development, but the released game has no co-op mode. Developers described an early two-player concept and later recalled budget constraints; the available interviews do not verify what any specific datamine uncovered.
Was co-op planned for Silent Hill: Downpour?
Yes. In a January 2011 interview with Game Informer, design director Brian Gomez said the team considered co-op early in development, but did not think it could do the idea justice at that point. Lead designer Marek Berka likewise described discussions with Konami about creating a cooperative experience.

The interview supports the claim that co-op was considered; it does not establish that a finished mode existed. Downpour shipped without cooperative play.
What would the co-op concept have looked like?
Berka described a two-player idea in which both players would be in the game’s environment but not necessarily in the same place. Story events or decisions could separate them. The concept was not simply two characters fighting side by side: separation was part of the proposed experience.

Berka also pointed to a central design tension. Co-op could work against the isolation and atmosphere the team wanted from a Silent Hill game. That was a creative challenge, not merely a question of implementing multiplayer features.
Why was co-op cut?
The interviews offer more than one consideration, rather than a single confirmed explanation. In the 2011 account, the developers emphasized whether they could make co-op work well and preserve the series’ isolation and atmosphere. In a 2015 retrospective interview with Silent Hill Memories, Konami writer Tom Waltz recalled broader discussions about a multi-character co-op game and said budget constraints made that plan impossible. The accounts are compatible, but neither establishes that one factor alone decided the matter.

How Anne fits into the abandoned idea
Waltz connected the broader multi-character concept to Anne, a character whose story the team hoped to make playable as downloadable content. Murphy’s story became the game’s playable journey; the planned playable Anne story did not come out. Her story was later told in comic form. This retrospective adds context to the co-op discussions, but it does not show that the released game contained a recoverable Anne campaign or multiplayer mode.

The cited interviews are evidence of early development discussions, not file-level evidence from a datamine. They do not identify a dataminer, original game-file dump, or particular assets or code supposedly uncovered. So the careful conclusion is that co-op plans were discussed and a concept was described; a more specific claim about what a datamine revealed needs its own attributable analysis or primary evidence.
