Konami names Simon Ordell as Silent Hill: Townfall’s protagonist. But Zoe, the compassionate nurse whose life is bound up with St. Amelia’s residents and troubled history, may be the story’s overlooked moral center. That is an interpretation of the published character details—not a confirmed secret-protagonist reveal.
Who is the real hero in Silent Hill: Townfall?
If “hero” means the character officially identified as the lead, the answer is Simon Ordell. If it means the person whose care and ties to the community give the story its human center, Zoe is the strongest candidate in the available character descriptions.
That distinction matters. Konami’s cast announcement calls Simon the protagonist, while describing Zoe through her compassion and deep involvement in the lives of St. Amelia’s residents. The announcement does not say she is secretly playable, the central protagonist, or the person who resolves the story. The “real hero” reading is persuasive as a thematic lens, not established canon.
Simon and Zoe have different kinds of connection to St. Amelia
| Character | Officially established role | Connection to the town |
|---|---|---|
| Simon Ordell | Named protagonist; voiced by Jovan Adepo | Called back to remote St. Amelia to put things right. He wakes with few answers and is pulled onward by CRTV messages and fragments of a past he can barely remember. |
| Zoe | Compassionate nurse; voiced by Kezia Burrows | Deeply entangled in residents’ lives and the events that shaped the town. Her voice reaches Simon through CRTV static and urges him to come back to her. |
These roles create a useful contrast: Simon is the person the player follows, but Zoe is described in relation to the people who make up the town. His memories are fragmentary; her connection to residents and local events is explicit. That does not settle who is a “hero,” but it explains why Zoe can feel central even without being named the lead.

- SILENT HILL: Townfall is a full-length, self-contained psychological horror set against the cold, isolated backdrop of Scotland, 1996
Why Zoe’s community ties may matter
Townfall takes place in 1996 in St. Amelia, a remote Scottish settlement presented as a community that has recently experienced trauma—not simply an abandoned town waiting to be explored. Konami’s character descriptions place Zoe among its residents and the events that shaped their lives.
The developers have also framed the story around relationships between individuals and corporations, and between individuals and society. In that context, a nurse whose role is defined by care and involvement with residents can represent the human stakes of what happened in St. Amelia. This is an inference from the official framing, not a disclosed explanation of Zoe’s complete role.

- Simon Ordell is called back to the island of St. Amelia to ‘put things right’, encountering a town lying quiet beneath a heavy fog, seemingly abandoned but not at rest
- Venturing deeper, and driven to understand his connection to the place and its inhabitants, Simon begins to discover fragments of a past rising to the surface
- Experienced entirely in first person, Simon must explore, evade, and survive using a limited set of weapons and tools, including the CRTV, a pocket television used to tune into unstable signals. Writer and director Jon McKellan has said that convincing players a place exists is what makes them care about it. The developers’ emphasis on Scotland, lived-in setting, and the town’s social context makes the community more than background scenery—and gives Zoe’s ties to it particular narrative weight. PlayStation.Blog’s developer interview discusses the setting and the team’s approach.
How the game reveals its story
The first-person horror story is delivered through exploration, signals, and puzzles rather than exposition alone. Simon uses limited weapons and tools to explore, evade, and survive. The CRTV—a pocket television that tunes into unstable signals—extends the series’ radio idea: it can help locate nearby threats, reveal story signals, and guide players through challenges.

- Day One Edition Bonus: CRTV Style: Rusted, CRTV Style: Beach Edition
- When Simon Ordell is called back to the island of St. Amelia to "put things in order", he meets a city lying quietly in dense fog, seemingly abandoned, yet anything but dormant
- After venturing further to understand his connection to this place and its inhabitants, he gradually discovers fragments of the past rising to the surface
- Simon must explore, evade and survive from a first-person perspective. It uses a limited arsenal of weapons and tools, including the CRTV: a portable TV to receive unstable signals
- The dodging is tension, the battles are hectic and the story-based puzzles reveal a truth that does not want to remain hidden
That makes Zoe’s voice especially significant. She reaches Simon through the same device that helps him read danger and uncover fragments of the story. Her call is both a personal connection and part of the game’s signal-driven way of delivering narrative. The developers’ gameplay overview describes the CRTV’s role, while Konami’s cast announcement establishes Zoe’s message and connection to residents.
What remains unclear about Simon, Zoe, and Richard
Richard, voiced by Terry O’Quinn, summons Simon back and sets the events in motion. Konami says his connection to St. Amelia and its troubled past becomes harder to ignore, but the cast announcement does not explain that connection in full.

The public character information also does not establish the complete nature of Zoe’s relationship with Simon, what she means by asking him to return to her, or how either character’s story ends. Those unanswered questions leave room for interpretation, but not for claims that Zoe has a hidden identity or is officially the protagonist.
