If Call of Duty: Modern Warfare III shows “Download Failed” on Steam, start by clearing Steam’s download cache. This is quick, low-risk, and does not uninstall your games.
- Open Steam and select Steam > Settings > Downloads.
- Click Clear Download Cache and confirm.
- Sign in again when Steam restarts.
- Open your Library and retry the MWIII installation.
If the download still fails, check the target drive, repair the Steam library, try another download region, and then investigate files, security software, or account access.

Confirm you have the right MW3
This guide covers Call of Duty: Modern Warfare III, the 2023 game—not the original 2011 Call of Duty: Modern Warfare 3 and not Modern Warfare II. The Steam product is app ID 3595270 and was released on November 10, 2023. Check the official Steam listing if the wrong game appears in your Library.
Activision’s current installation guide lists the path as Steam > Library > Call of Duty: Modern Warfare III > Install. The current guide also describes MWIII as a standalone title across platforms. Steam’s listing requires an Activision account linked to Steam, but that account requirement is separate from most local Steam download failures.

1. Clear Steam’s download cache
Steam recommends clearing the download cache for games that fail to download or launch. It removes cached download data and makes Steam obtain fresh download information. It does not remove installed games, although Steam will require you to sign in again.
- Pause or cancel the current MWIII download.
- Click Steam in the top-left corner.
- Open Settings > Downloads.
- Select Clear Download Cache.
- Confirm the prompt and sign in again.
- Return to Library and retry the download.
Use Steam’s official download-cache instructions if the label differs in your client language. Do not delete the steamapps folder as a first step.
2. Restart Steam and Windows
If clearing the cache did not help, fully exit Steam rather than only closing its window. Check the notification area near the Windows clock and quit Steam if it is still running. Restart Windows, open Steam again, and retry MWIII. This clears temporary client, networking, and file-lock problems without changing the installation.
3. Check storage and the target drive
Confirm that the drive selected for MWIII has enough free space. Check the exact Steam library drive—not just the drive where Windows is installed. Steam may need additional working space while it unpacks and installs downloaded data, so a drive that appears to have room can still fail near the end.

- Make sure another Steam game or update is not using the remaining space.
- Check that an external drive is connected, awake, and still using the same drive letter.
- Avoid network, removable, or cloud-synced locations while troubleshooting.
- Do not rely on one fixed MWIII storage number: installed modes, language files, updates, and shared Call of Duty content can change the space required.
If Windows reports drive errors, unusual noises, or repeated failures at the same percentage, back up important data and investigate the drive before repeatedly retrying the installation.
4. Repair the Steam library folder
A damaged or unwritable library can cause download failures, “disk write error,” “corrupt update files,” or “missing file privileges.” Repair the library that contains the MWIII installation target:
- Open Steam > Settings > Storage.
- Select the relevant drive or library.
- Open its three-dot menu.
- Choose Repair Folder.
- Retry the download.
Steam’s installation troubleshooting guidance documents this repair action. It can restore library access, but it cannot repair a physically failing drive or security software that continues to block Steam.
5. Change the Steam download region
Try this when the download starts and immediately stops, reaches zero speed repeatedly, or Steam reports that content servers are unavailable or busy.

- Open Steam > Settings > Downloads.
- Find Download Region.
- Select another nearby region.
- Retry MWIII.
Choose a nearby alternative rather than automatically selecting a distant region. Restore your normal region after the download works. A region change will not fix a full drive, permission problem, failing disk, or license error. See Steam’s content-server guidance for more detail.
6. Verify MWIII files if a partial installation exists
Verification is useful when Steam has already downloaded substantial game data or the installation reached completion but behaves incorrectly.
- Open Library.
- Right-click Call of Duty: Modern Warfare III.
- Select Properties.
- Open Installed Files.
- Click Verify integrity of game files.
Steam may reacquire missing or damaged files, so do not interrupt the process. Verification can trigger a redownload. Also, a small number of files may fail validation because some games use local configuration files; that alone does not prove the entire installation is damaged. Compare the result with whether Steam successfully reacquires files and whether MWIII installs or launches afterward. General Steam troubleshooting guidance discusses this behavior in more detail.
7. Check antivirus and Windows Security
Security software can sometimes block Steam from creating or modifying installation files. This is a possible cause, not a confirmed MWIII-specific defect.

- Check Windows Security’s quarantine and Protection history.
- Check whether Controlled folder access is blocking Steam.
- If you use third-party antivirus, pause it only for a controlled test if you understand the risk.
- Prefer an appropriate exclusion for Steam or the specific library instead of leaving protection disabled.
- Restore protection immediately after testing.
Do not permanently disable security protections or download replacement DLLs from unofficial sites. Publisher guidance identifies security software as a possible cause of blocked Steam files and executables.
8. Try another Steam library or drive
If the error includes “Disk write error,” “Corrupt update files,” or “Missing file privileges,” create or select a Steam library on another stable internal drive and test the installation there. A successful download on another drive strongly suggests a problem with the original library, permissions, filesystem, or hardware.
Steam’s installation guidance supports moving a game or library as a diagnostic step. Do not keep forcing writes to a drive that reports errors; back up important files and investigate its health.
9. Match the error to the likely fix

| “No licenses” or MWIII is missing from Library | Check the Steam account and use Steam’s purchase or license support. |
10. Check ownership and Activision account requirements
Local download troubleshooting will not fix an entitlement problem. Make sure Steam is signed into the account that purchased or owns MWIII. If the game appears unowned, is missing from the Library, or shows “No licenses,” use Steam’s MWIII support flow while signed in.

MWIII also requires an Activision account linked to Steam. That requirement matters for access and account linkage, but a generic Steam download failure is more commonly investigated through Steam’s cache, storage, library, and content-server troubleshooting first.
11. Refresh Steam’s client files as a later step
If Steam behaves incorrectly across multiple games after the steps above, refresh its client files using Steam’s documented procedure:
- Fully exit Steam.
- Open the Steam installation directory.
- Remove Steam files except
steam.exeand thesteamappsfolder. - Launch
steam.exeagain and allow Steam to update.
This is an advanced client-file refresh, not a routine full reinstall. Back up important files first. Do not delete steamapps and do not delete the entire Steam folder. The exact Steam installation path varies by Windows setup. Follow Steam’s official client troubleshooting instructions.
When it is not really a download problem
MWIII can download successfully and still fail later while launching, loading the Call of Duty application, or displaying campaign, multiplayer, or Zombies content. Those symptoms are different from a Steam download failure. After installation, verify the files once, then use the Activision MWIII support hub for game-specific installation, account-linking, service, and known-issue guidance.

- Steam Support: download failures, purchase or ownership problems, missing licenses, library permissions, Steam client errors, and content-server issues.
- Activision Support: MWIII-specific installation guidance, Activision account linking, Call of Duty service problems, and game-specific issues after Steam completes the installation.
Before contacting support, record the exact error text, the percentage where the failure occurs, the target drive, and whether other Steam games download normally. That information helps distinguish a server or account problem from a local storage problem.
