Start with AI Overhaul if you want clearly documented variants, a Lite option, and an established patching route. Choose Immersive Citizens when its documented reactions to danger, weather, professions, travel, and relationships are the behaviors you want and its current Anniversary Edition file fits your load order. Neither mod has been shown by the available official material to be universally better, faster, or bug-free.
Why the names cause confusion
Community discussions sometimes ask whether “IMMERSIVE CITIZENS- AI OVERHAUL SE” and “AI OVERHAUL SSE” are the same mod. They are separate projects. Both replace or extend parts of Skyrim’s relatively static non-player-character behavior, so their goals overlap, but their published descriptions, file structures, options, and compatibility work are different.

Immersive Citizens’ Nexus Mods description presents the project as an overhaul of friendly-NPC artificial intelligence. AI Overhaul SSE’s description says it changes many vanilla NPCs so they act more realistically and immersively. Those are author descriptions, not the result of a controlled comparison. Treat the names as two alternatives, not as two components that are designed to be stacked.
The practical recommendation
Pick AI Overhaul first when control and patching matter
AI Overhaul is the easier first candidate for a heavily customized game because its documentation explicitly separates a main version, a scripted version, and a Lite version. The Lite documentation says it makes no direct NPC edits and adds no extra markers. That gives you a way to pursue less intrusive behavior changes when a large city or NPC list leaves little room for another set of records. The project also maintains an official patch hub and states conditions under which community patches may use its plugins as a master.
#1 Best Overall
This does not mean every combination is covered. You still need a patch for the exact city, settlement, follower, quest, or NPC overhaul in your load order, and you must use the variant for which that patch was made.
Pick Immersive Citizens for its specific environmental and social behavior goals
Immersive Citizens is the more natural fit if your priority is the behavior described on its project page: friendly characters reacting to an aggressor, danger, weather, profession, relationships, and changes in their surroundings. Its “Survival Instinct” behavior is specifically described as a response to danger. The same description discusses schedules and occasional travel.
These features can be compelling, but they also make location and NPC conflicts important. Verify the current file’s requirements and compatibility notes for every major overhaul in your setup instead of assuming that a patch listed for one edition or location applies to yours.

What each mod says it changes
| Decision axis | AI Overhaul SSE | Immersive Citizens | How to interpret it |
|---|---|---|---|
| Published behavior scope | Many vanilla NPCs, with varied routines, idle areas, and behavior changes. | Friendly-NPC schedules, travel, danger response, and reactions to environmental or social context. | These are published scopes, not a controlled in-game ranking. |
| Available choices | Main, scripted, and Lite versions are documented. | A main file and compatibility patches are listed on the current files page. | Variant choice can alter both behavior and patch requirements. |
| Compatibility work | Official patch hub; community patch permissions are described on the mod page. | Compatibility patches are listed, but no universal compatibility guarantee is established. | Check the exact combination in your load order. |
| Runtime information | Separate files are listed for Anniversary Edition 1.6.1130+ and older Skyrim SE 1.5.97. | The current main file listing identifies an Anniversary Edition requirement. | Match the archive to the executable you actually run. |
| USSEP status | The page says USSEP is no longer a hard requirement but remains recommended. | Verify requirements for the selected file directly. | Do not carry old requirement advice into a current installation. |
| Comparative performance evidence | Not stated. | Not stated. | The official descriptions provide no controlled speed, stability, or bug-rate comparison. |
AI Overhaul’s three documented variants
Main version
The main version is documented as the full feature version without scripts. It is the conventional choice when you want the project’s broad schedule and behavior changes and are prepared to resolve records through patches.
Scripted version
The scripted version is described as a beta with additional scenes or behaviors. Because it is a beta variant, read its current documentation and patch notes before treating it as interchangeable with the main file. A patch made for the main version should not be assumed to support the scripted files.
Lite version
The Lite documentation says this version has no direct NPC edits and no extra markers. That distinction can reduce the type of record overlap that causes conflicts with location and NPC mods, but it does not make the file automatically compatible with everything. A mod can still interact with navmeshes, packages, scripts, quests, or other records covered by a patch.

AI Overhaul SSE’s current page labels version 1.9.5 and records an update on June 19, 2026. Its file listing describes a “Non USSEP dependancy update.” Confirm the live page before downloading because versions, archives, and requirements can change.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteRuntime and requirement checks before downloading
The game runtime is the first compatibility gate. AI Overhaul’s file listing distinguishes Anniversary Edition 1.6.1130 or newer from older Special Edition 1.5.97 files. Immersive Citizens’ current files page identifies its main file as requiring Anniversary Edition. An archive built for a different executable can fail before you reach a city or produce confusing missing-master and behavior errors.
- Identify the executable you launch. Record whether your installation is running the Anniversary Edition runtime in the 1.6.1130-plus family or the older 1.5.97 Special Edition runtime.
- Open the mod’s current files and requirements pages. Do not rely on an old download saved in a mod-manager cache or on advice written for a previous game update.
- Choose one variant. For AI Overhaul, decide between main, scripted, and Lite before looking for patches. For Immersive Citizens, verify the edition-specific main file and any required dependencies.
- Check the dependency list in your own setup. AI Overhaul’s page says USSEP is recommended but no longer a hard requirement. That statement does not remove other requirements, nor does it apply to Immersive Citizens.
Compatibility is a load-order problem, not a brand preference
NPC overhauls touch the same game systems that settlement expansions, city redesigns, quest mods, followers, and other artificial-intelligence projects often alter. The right question is not “Which mod is more compatible?” It is “Is there a current patch for this exact file, variant, runtime, and second mod?”

Use AI Overhaul’s patch route deliberately
AI Overhaul documents an official patch hub and permits community compatibility patches under stated conditions, including use of its plugins as a master. The existence of that permission makes patch creation possible; it does not promise that a patch exists for every combination. Search the current hub and the individual mod pages for each major location and NPC change in your load order.
Read Immersive Citizens patches as specific solutions
Immersive Citizens lists compatibility patches on its current files page. Treat each listing as a solution for named mods or locations, not as a blanket endorsement of all city overhauls. Check the patch’s required master files, supported runtime, and installation order.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Do not install both as a combined overhaul
The reviewed official material does not endorse running AI Overhaul and Immersive Citizens together. Their overlapping NPC records and packages can overwrite one another or produce behavior that neither author intended. Select one project, install its matching patches, and test it before considering any other AI changes.
A safe installation workflow
Prepare an isolated test profile
- Back up your saves and create a separate mod-manager profile for the experiment.
- Write down your game runtime, the chosen mod variant, the exact archive name, and every patch you intend to install.
- Temporarily remove or disable another NPC-AI overhaul. Do not let two projects compete while you are trying to diagnose a result.
- Review the current requirements and incompatibility notes immediately before installation.
Install AI Overhaul
- Download the archive that matches your runtime: the listing distinguishes Anniversary Edition 1.6.1130-plus from Special Edition 1.5.97.
- Select main, scripted, or Lite before enabling the mod. Do not install multiple AI Overhaul variants together unless the current author documentation explicitly says they are designed to coexist.
- Install the archive through your mod manager and enable its files.
- Install only compatibility patches that name your selected variant and the other mod in your load order. A patch for main is not automatically a patch for Lite or scripted.
- Enable the patch after its required masters are present, then inspect the manager’s warning panel for missing masters or unresolved conflicts.
- Launch a test save in a familiar settlement and observe schedules, idles, and travel before adding further changes.
Install Immersive Citizens
- Confirm that your game is running the Anniversary Edition runtime identified by the current main file listing.
- Read the selected file’s requirements and download only the current main archive and patches that match your location and NPC mods.
- Install and enable the main file, then add named compatibility patches with their required masters.
- Check conflicts involving city cells, navmeshes, AI packages, and NPC records in your mod manager’s conflict view.
- Test the result in a separate profile before returning to a long-running character.
How to choose for a complex mod list
| Your priority | Better first evaluation | Reason | Condition |
|---|---|---|---|
| You want a less intrusive option | AI Overhaul Lite | Its documentation says it has no direct NPC edits or extra markers. | Confirm that required patches support Lite. |
| You want the full documented AI Overhaul feature set | AI Overhaul main | It is described as the full feature version without scripts. | Plan for location and NPC patches. |
| You are interested in additional scenes or behaviors | AI Overhaul scripted beta | The scripted variant is documented with additional scenes or behaviors. | Accept beta status and verify variant-specific compatibility. |
| You specifically want danger and environmental reactions | Immersive Citizens | Its description highlights Survival Instinct, weather, profession, relationships, travel, and aggressor responses. | Use the current Anniversary Edition file and check every location patch. |
| Your list contains many city overhauls | Whichever has a patch for every one of them | No general compatibility winner is established. | Patch coverage outranks broad reputation. |
| You are choosing on frame rate | Neither on current evidence | No controlled comparative benchmark is provided. | Measure your own load order if performance is the deciding factor. |
Testing behavior without misreading normal Skyrim AI
NPCs do not perform every package immediately after loading a save. Test at more than one in-game time and in more than one location. Observe a shopkeeper during working hours, a resident at night, and an NPC near a settlement entrance or road. For Immersive Citizens, include a controlled observation of an aggressor or nearby danger only in a safe, disposable test save; do not use a live character to provoke combat while troubleshooting.
For AI Overhaul, compare the same settlement with the mod enabled and disabled only in a throwaway profile. Record which NPCs move, which idles appear, and whether a city overhaul changes the result. For either project, a single NPC standing still is not proof that the mod failed: a blocked navmesh, a quest alias, a schedule condition, weather, a combat state, or a conflicting package can produce the same symptom.
Troubleshooting common failures
The game crashes or reports a missing master on launch
- Recheck the runtime-specific archive. An Anniversary Edition file and a 1.5.97 file are not interchangeable.
- Read the selected file’s requirement list again and install any missing master.
- Verify that every compatibility patch has the exact parent mod and variant it expects.
- Disable the newest patch, launch a test profile, and add files back one at a time.
NPCs stand still, repeat a schedule, or fail to travel
- Wait through a complete in-game day and test outside combat.
- Inspect conflicts on the affected NPC, package, cell, and navmesh records.
- Check whether a city, quest, follower, or AI mod is overwriting the same records.
- Install the patch made for that exact combination, if one exists; do not substitute a similarly named patch.
A city looks correct but NPC behavior is wrong
Visual compatibility does not prove AI compatibility. A settlement overhaul can preserve its appearance while replacing packages or navmeshes. Compare the active files in your conflict view and follow the patch author’s load-order instructions rather than moving plugins at random.
You want to switch mods on an existing character
Do not remove one AI overhaul and install the other mid-save as a routine experiment. NPC packages, scripts, aliases, and placed records can persist in a save after a plugin is removed. Follow the current author guidance, keep a backup, and test the replacement on a new or disposable character whenever possible.
What the available evidence does not establish
The official pages reviewed do not provide a controlled comparison of frame rate, save size, crash frequency, bug counts, or NPC schedule accuracy. They also do not establish that one project works with every major city overhaul. Download counts, endorsements, and author work-hour claims would not answer those questions. Choose by documented behavior, runtime support, variant options, and patch coverage instead of treating popularity as a benchmark.
Final decision checklist
- Have you identified whether your executable is AE 1.6.1130-plus or SE 1.5.97?
- Have you selected one AI project rather than installing both?
- For AI Overhaul, have you chosen main, scripted, or Lite before downloading patches?
- Does the selected file’s requirement list match your installation, including the current USSEP status?
- Is there a current patch for every major city, NPC, follower, or AI mod you use?
- Are all patches built for the same runtime and variant?
- Have you tested the setup in a separate profile and backed up your saves?
Use AI Overhaul as the first investigation when documented variant choice and patching flexibility are your priorities. Use Immersive Citizens when its specific environmental, threat, and social reactions are the reason you are changing NPC behavior and its current Anniversary Edition files fit your load order. In both cases, the exact files and patches available on the live project pages matter more than a universal internet verdict.
