- Which program shows the message? This DLL is associated with Optiwave software, most notably OptiSystem.
- When does it happen? Note whether the error appears when launching OptiSystem, opening a project, or starting a helper component.
- What is the exact message? “Missing,” “not found,” “specified module could not be found,” entry-point, and “not designed to run on Windows” errors point to different causes.
- Is the installation 64-bit? The
_x64suffix identifies a 64-bit build. Do not replace it with a 32-bit DLL. - Was the file removed by security software? Check Windows Security before reinstalling anything.
sl_featureinfotoolsvs13_x64.dll is not identified as a Windows system DLL. It is an Optiwave application component associated with Feature Info Tools. A public OptiSystem 14 installation inventory places it under:

The exact product release that shipped every copy is not confirmed, so use the installed Optiwave product and its original installer as the authority for recovery.
1. Repair the Optiwave installation first
This is the safest and most likely fix when the error appears while starting OptiSystem.
#1 Best Overall
Try the installed repair option
- Press Windows + I.
- Select Apps.
- Open Installed apps on Windows 11, or Apps & features on Windows 10.
- Search for OptiSystem or the affected Optiwave product.
- Select the three-dot menu, then choose Modify, Change, or Repair, if available.
- Follow the installer prompts.
- Restart Windows and launch the application again.
If the application is listed in Control Panel instead:
- Press Windows + R.
- Enter
appwiz.cpland press Enter. - Select the Optiwave program.
- Choose Repair or Change.
Microsoft documents these repair and removal paths in its guide to uninstalling or removing apps and programs.
If Repair is unavailable
Use the original Optiwave installer supplied by the vendor or your organization.
- Close OptiSystem and any related Optiwave processes.
- Right-click the installer and choose Run as administrator.
- Select Repair or Modify, if the installer offers it.
- If repair is not offered, uninstall the existing installation from Installed apps or Programs and Features.
- Restart the computer.
- Install the same Optiwave product and release again.
- Launch the program from its normal shortcut.
Do not copy a DLL from another OptiSystem release into the bin folder. A file from a different build can produce an entry-point error or a “not designed to run on Windows” message even when the filename matches.
Confirm the expected file location
After repair, open File Explorer and check the application’s own installation folder. For the documented OptiSystem 14 inventory, the expected location is:
C:Program FilesOptiwave SoftwareOptiSystem 14binSL_FeatureInfoToolsVS13_x64.dll
Windows file names are normally case-insensitive, so capitalization is not the issue. The important points are that the file belongs inside the Optiwave application directory and matches the installed release.
If the file is present but the application still reports it as missing, continue with the runtime and dependency checks below. “The specified module could not be found” can mean that a dependency of the named DLL is missing, not necessarily that the named file itself is absent.

2. Install or repair Visual C++ 2013
The VS13 portion of the filename likely refers to Visual Studio 2013-era tooling. That is an inference from the name, not an official statement that this exact DLL requires a particular runtime.
OptiSystem documentation confirms that its C++ component uses native DLLs and supports Visual Studio 2013. If the Optiwave installer reports a runtime problem, install Microsoft’s Visual C++ 2013 Redistributable from the Microsoft Download Center.
Install the 64-bit package
- Open Microsoft’s Visual C++ 2013 download page.
- Download
vcredist_x64.exe. - Right-click the downloaded file and select Run as administrator.
- Accept the license terms.
- Choose Install.
- If Microsoft reports that it is already installed, choose Repair, when offered.
- Restart Windows.
- Test OptiSystem again.
Microsoft lists Visual C++ 2013 separately from newer Visual C++ packages and provides separate x86 and x64 installers. Installing a newer, unrelated runtime is not guaranteed to replace a missing 2013 dependency. Microsoft’s Visual C++ Redistributable guidance explains the architecture and side-by-side behavior.
When to install x86 as well
Install vcredist_x86.exe from the same Microsoft page if:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- the Optiwave installer requests it;
- the program launches a 32-bit helper process;
- a related plug-in or utility is clearly 32-bit;
- the x64 package is installed but the same dependency error remains.
Do not use an x86 DLL to replace sl_featureinfotoolsvs13_x64.dll. The runtime package architecture and the application component architecture are separate questions, and both must match the process using them.
3. Check Windows Security quarantine
Antivirus software may remove or quarantine an application DLL after an update or installation change.
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent events for the Optiwave installation folder or the DLL name.
- Open a matching event and review its details.
- If the file is confirmed to belong to a legitimate Optiwave installer, follow your organization’s security procedure before restoring it.
- Run the original Optiwave repair or reinstall after restoration.
Microsoft explains Protection History and its restore behavior in its guide to Windows Security Protection History.
Rank #3
Do not create a permanent antivirus exclusion simply to make the error disappear. If the file was flagged, submit it to the security administrator or Optiwave support for assessment. A clean reinstall is preferable to restoring an unexplained file.
4. Check the architecture and installation path
The _x64 suffix indicates that this is intended for a 64-bit application component. An architecture mismatch can cause loading, entry-point, or “not designed to run on Windows” errors.
Check the application shortcut:
- Right-click the OptiSystem shortcut.
- Select Properties.
- Open the Shortcut tab.
- Select Open File Location.
- Confirm that the executable and its
binfolder belong to the same Optiwave installation. - Look for duplicate Optiwave folders left by an older release.
If more than one installation exists, repair the one referenced by the shortcut that actually fails. Do not take the DLL from System32, SysWOW64, another computer, or another Optiwave release. Finding a similarly named file in a Windows system folder does not prove that it belongs there.
5. Update Windows and investigate recent changes
Windows Update is not a substitute for repairing OptiSystem, but pending updates can affect application compatibility.
- Open Settings.
- Select Windows Update.
- Choose Check for updates.
- Install applicable updates.
- Restart Windows.
- Test the Optiwave application.
If the problem began immediately after a driver installation, graphics update, or other system change, check Device Manager:

- Expand the relevant category, such as Display adapters.
- Right-click the affected device.
- Choose Update driver.
- Select Search automatically for drivers.
- Restart and test the application.
A driver update is not a primary fix for an Optiwave DLL that is absent from its application folder. Use this path only when the timing points to a driver or when OptiSystem reports a graphics or hardware-related failure.
Manually identifying stale drivers means checking many devices, versions, and vendors. Outbyte Driver Updater can scan for outdated drivers; its free scan shows what it finds, while driver installation through the full version is optional. Reinstalling or repairing the Optiwave application remains the definitive fix when this DLL itself is missing.
6. Repair Windows components with DISM and SFC
This DLL is associated with an application rather than Windows, so system-file repair is less likely to solve the original problem. Use it after repairing OptiSystem and checking Visual C++.
- Open Start.
- Search for Command Prompt.
- Right-click it and choose Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows when both commands complete.
- Launch OptiSystem again.
Microsoft recommends running DISM before SFC in its system-file repair instructions.
If SFC reports that it repaired corrupted files, retest. If it reports that it could not fix some files, repeat the application repair rather than placing a downloaded DLL in a system folder.
Repeatedly running SFC and DISM without knowing what changed can make troubleshooting difficult. Outbyte PC Repair can provide a scan that shows system issues before any repair; its free scan identifies findings, while repair through the full version is optional. It is not required for this problem, and the Optiwave reinstall remains the definitive remedy for a missing application component.

System Restore is appropriate when the error began immediately after a known system or software change and a suitable restore point exists.
- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point created before the failure began.
- Select Scan for affected programs.
- Review the programs and drivers that may be changed.
- Select Next, then Finish.
- Allow Windows to restart and complete the process.
Microsoft describes this process in its System Restore guide. System Restore does not replace a proper Optiwave installer and should not be used when there is no relevant restore point.

Do not register or download this DLL
Avoid these common but unsafe suggestions:
- downloading the file from a random DLL website;
- using a DLL download sites utility to select a replacement;
- copying it into
C:WindowsSystem32; - copying it into
C:WindowsSysWOW64; - running
regsvr32against it.
A loose download may contain malware, the wrong architecture, the wrong Optiwave build, or none of the DLL’s required dependencies. regsvr32 is intended for DLLs that provide COM self-registration entry points, commonly ActiveX or COM components. An ordinary application library usually does not need registration, and the command will not repair a damaged Optiwave installation.
Use the original Optiwave installer or a package supplied by the vendor or your organization. Microsoft’s Visual C++ 2013 packages are the safe source for that runtime prerequisite.
If the error remains
After a clean reinstall, check the following:
- The shortcut points to the intended Optiwave installation.
- The account has permission to read and execute files in the application folder.
- Windows Security has not quarantined the file again.
- The installed application and runtime architectures match.
- The error names the same DLL and is not actually reporting a different missing dependency.

FAQ
Is sl_featureinfotoolsvs13_x64.dll a Windows file?
No verified evidence identifies it as a Windows component. It is associated with Optiwave software and belongs in the relevant application directory.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhich program installs it?
The strongest identification is Optiwave OptiSystem, particularly an OptiSystem 14-era installation inventory. The exact release should be confirmed from your installer and installation path.
Does VS13 prove that Visual C++ 2013 is required?
No. The name strongly suggests Visual Studio 2013-era tooling, and Optiwave documents Visual Studio 2013 support for its C++ component, but the exact dependency of this DLL is not publicly confirmed.
Why does Windows say the specified module could not be found when the file exists?
A dependency of the named DLL may be missing or damaged. Repair the Optiwave installation, then install or repair the official Visual C++ 2013 package that matches the application architecture.
Should I install the x86 package?
Install x86 only if the Optiwave installer or a 32-bit helper requires it. A 64-bit OptiSystem component still needs the x64 package and must not be replaced with an x86 DLL.
Can I use regsvr32?
Usually not. This is an application library, not a DLL known to require COM registration. Repair or reinstall the owning Optiwave product instead.
