Array layout or angle changes, a physical barrier, and vegetation may help in different ways, but no generic hedge or screen is guaranteed to stop glare. A screen that hides panels from view may not intercept the reflection itself.
First distinguish reflected glare from the panels’ appearance
Glint is a brief flash from direct reflection; glare is sustained excessive brightness experienced by someone in the reflection’s path. Panels are designed to absorb sunlight, but can still reflect it at certain angles. The UK government’s draft renewable-energy planning guidance uses these distinctions and notes that potential reflectivity impacts depend on the specific site and design. Because that guidance is draft, check current local planning requirements before relying on it for an application.
If the concern is only that the array is visible, landscaping may screen its appearance. If sunlight itself is reaching a window, road, or workplace, the relevant question is whether a proposed barrier or plants will intersect the reflected rays. Those are related but different problems.
Work out where and when reflection could reach someone
Reflection is a geometry problem: its direction depends on the angle of sunlight striking the panels, and the sun’s position changes with time of day and season. The FAA’s Technical Guidance for Evaluating Selected Solar Technologies on Airports describes this changing relationship for airport projects. A meaningful assessment therefore begins with the receptor—the place where a person experiences the reflection—and considers the panel layout, sun path, and sightline.

- Identify the affected location, such as a neighboring window, road, or occupied work area.
- Note when the concern occurs and whether it is a brief flash, sustained brightness, or simply the panels’ appearance.
- Consider the array’s position, tilt, orientation, and the line between the panels and that location.
For a substantial project or safety-sensitive location, a qualified project adviser may be needed to assess that geometry. FAA guidance describes approaches including consultation, a field test with a panel at the proposed location, and geometric analysis; the appropriate method depends on the site and design.

When a hedge or planting plan may help
A hedge is a possible landscape screen, not a proven glare-control product. It may hide an array or obstruct a particular sightline once it has grown, but the reviewed government guidance does not establish that a generic hedge blocks reflected sunlight at a particular home or quantify a reduction in glare.

Before planting, consider the screen at mature size and how it performs through the year. Choose locally suitable species, account for setbacks and maintenance, and avoid placing vegetation where it will shade panels or prevent access. The U.S. Department of Energy’s PV vegetation-management guidance recommends native and low-growing plants for photovoltaic-site management; it is not a prescription for a residential glare barrier.

Airport projects are a distinct case, not a model for every home installation. The FAA’s May 26, 2021 policy announcement concerns proposed solar systems at federally obligated airports with control towers. In that process, the airport submits a form that includes a visual-impact statement, and the FAA says impacts identified after construction must be mitigated. Residential projects should instead follow the requirements that apply in their own jurisdiction; local planning rules vary.

For glare affecting a road, workplace, or another safety-sensitive receptor, do not assume that a fence or hedge is enough. Seek site-specific advice and consult the relevant authority where permitting or safety rules apply.
