sqlssc32.dll Missing: Restore the BDE Database Driver Safely

“The program can’t start because sqlssc32.dll is missing from your computer.”

If sqlssc32.dll is missing, Windows is usually unable to load a legacy database application’s Borland Database Engine, or BDE, connection to Sybase. The safest fix is to identify the application that displayed the error and repair its original BDE, SQL Links, and Sybase client installation.

Which fix applies to you

Use this list before changing Windows files:

  • The error names an old business, accounting, Delphi, C++Builder, dBASE, or Paradox program: repair or reinstall that application first.
  • BDE Administrator shows “Cannot open the IDAPI service library, File: SQLSSC32.DLL”: restore the BDE SQL Links component and check its configuration.
  • The DLL exists, but the error says “The specified module could not be found”: a dependency of the DLL may be missing. Check the Sybase Open Client or PC-Client installation.
  • The problem began after antivirus activity: inspect Windows Security Protection history before restoring anything.
  • The problem began after an update or driver change: use System Restore or reinstall the matching database client components.
  • You downloaded the DLL from a random website: remove it and reinstall from the original application media or a licensed vendor package.
  • You are trying to fix Windows itself: do not start with SFC, DISM, regsvr32, or a system-folder copy. Those are not the normal repair for this third-party BDE driver.

What sqlssc32.dll is

sqlssc32.dll is the 32-bit Borland SQL Links driver for Sybase CT-Lib, also called Client-Library. It operates through the Borland Database Engine rather than functioning as an independent Windows runtime.

Legacy applications that may use it include:

  • Delphi and C++Builder applications
  • dBASE and Paradox programs
  • Business and accounting software built on the BDE
  • Programs connecting to Sybase databases through SQL Links

The related BDE files include SQLSSC32.DLL and SQL_SSC.CNF. The configuration file and BDE registration matter as much as the DLL itself.

This file is not part of Windows. It does not belong in C:WindowsSystem32 or C:WindowsSysWOW64. A commonly observed file build is 5.2.0.2, but that is an installation-specific historical example, not a universal version requirement.

Do not confuse these drivers:

File Database interface
SQLSSC32.DLL Sybase CT-Lib
SQLSYB32.DLL Sybase DB-Lib
SQLMSS32.DLL Microsoft SQL Server SQL Links

The filename alone cannot identify the parent application or the exact folder where the file belongs.

Fix 1: Repair the application that needs the file

This is the most likely and safest solution.

Find the parent program

  1. Read the complete error window and note the program name.
  2. If the error appears while opening a shortcut, right-click the shortcut and select Properties.
  3. Check the Target field to identify the executable.
  4. Note the application’s installation folder.
  5. Do not copy a replacement DLL into that folder yet.

If the message appears in BDE Administrator, the affected program may not be named. Look for recently reinstalled database software, old development tools, or applications that connect to Sybase.

Repair from Windows

  1. Press Windows + I.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the affected application.
  5. Select the three-dot menu beside it.
  6. Choose Advanced options if available.
  7. Select Repair.
  8. Start the application again.

If there is no Repair button:

  1. Press Windows + R.
  2. Enter appwiz.cpl.
  3. Press Enter.
  4. Select the application.
  5. Choose Change, Modify, or Repair.
  6. Select the BDE, SQL Links, Sybase, or database connectivity components when offered.
  7. Complete the installer and restart Windows.

Some older installers do not expose a repair option. In that case, uninstalling and reinstalling from the application vendor’s original media may be necessary. Preserve application data and database connection details before removing the program.

Confirm the result

Try the application again. A successful repair should remove the missing-file message and allow the BDE connection to initialize.

If the same error remains, verify that the repair actually included SQL Links. A basic application reinstall may restore the executable while leaving the database driver uninstalled.

Fix 2: Restore BDE and SQL Links configuration

The DLL can be present and still fail because the BDE configuration is missing or damaged.

  1. Open the application’s installation folder.
  2. Search the application folder and its BDE-related folders for SQLSSC32.DLL.
  3. Search for SQL_SSC.CNF.
  4. Do not move either file.
  5. Open BDE Administrator from the application’s program group or installation folder.
  6. Check the Configuration or Drivers section.
  7. Look for the Sybase SQL Links driver.
  8. Confirm that the application is using the expected Sybase driver and alias.
  9. Apply or save the configuration if changes are required.
  10. Close BDE Administrator and retry the application.

If SQLSSC32.DLL exists but SQL_SSC.CNF or the BDE driver entry is absent, run the vendor’s certified BDE or SQL Links installer. Manually creating registry entries is risky because incorrect BDE deployment can affect other applications.

For a Delphi or C++Builder development environment, use the matching licensed BDE package provided through the Embarcadero customer portal. The installer is documented as BDEInstall.exe. BDE is deprecated, has no native 64-bit support, and should be retained only for legacy compatibility.

Fix 3: Install the matching Sybase client components

SQL Links is not the complete Sybase client runtime. An application using CT-Lib may also require the matching Sybase Open Client or PC-Client installation.

This is especially likely when the message is:

Error loading sqlssc32.dll. The specified module could not be found.

That wording can mean that a dependency of sqlssc32.dll is missing, not that the named DLL itself is absent.

  1. Identify whether the application connects to Sybase ASE or another CT-Lib-compatible server.
  2. Ask the database administrator or application vendor which Sybase client package and release the program requires.
  3. Obtain that package from the database software vendor or the original application installer.
  4. Install the 32-bit client components required by the 32-bit application.
  5. Restart Windows.
  6. Test the application and its database connection.

Do not substitute a DB-Lib installation for a CT-Lib installation. SQLSYB32.DLL and SQLSSC32.DLL serve different interfaces.

If a database client or related driver was updated

A newer client may be incompatible with an older BDE application. Reinstall the application-approved client version rather than repeatedly replacing individual DLLs.

Hunting through several driver packages and guessing which one is stale can take longer than checking the complete dependency chain. Fix 4: Check whether antivirus quarantined the file

Old database drivers can be flagged because they are uncommon, even when they came from legitimate legacy software.

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review entries from the time the error began.
  5. Expand any entry referring to the application folder or SQLSSC32.DLL.
  6. Restore the file only if it came from a known-good installer and your security review confirms it is legitimate.
  7. Prefer reinstalling the application from clean original media instead of restoring an isolated file.
  8. Add an exclusion only if the application vendor specifically requires it and you understand the security risk.

Do not disable antivirus protection simply to force the application to start.

Fix 5: Check the 32-bit architecture

sqlssc32.dll is a 32-bit driver. A 32-bit application needs the 32-bit BDE and matching 32-bit Sybase client components, even when Windows itself is 64-bit.

Check the application rather than relying on the operating system label:

  1. Open the program’s installation folder.
  2. Right-click its main executable.
  3. Select Properties.
  4. Open the Details tab and record the product information.
  5. Ask the vendor whether the program requires 32-bit BDE.
  6. Keep all BDE and SQL Links components in the architecture expected by that application.

Do not replace this file with an x64 DLL. Do not assume that installing a modern 64-bit database client will repair a 32-bit BDE program.

Why copying the DLL is usually wrong

Downloading sqlssc32.dll from a random DLL website is risky because the file may contain malware, be the wrong architecture, belong to a different installation, or lack the Sybase dependencies and BDE configuration the application needs.

Copying it to System32, SysWOW64, or an arbitrary application folder can also create version conflicts. Windows searches DLL locations according to loader rules, and the correct folder varies by application and installer.

A manual copy is appropriate only when restoring a verified file from the original application media or a known-good backup, and only into the application or BDE directory specified by the vendor.

regsvr32 is generally irrelevant. It is intended for DLLs that expose registration entry points such as DllRegisterServer. SQLSSC32.DLL is a BDE database driver, not normally a COM or ActiveX control.

Fix 6: Use System Restore after a recent change

If the program worked until a driver, application, or configuration change, System Restore may return the BDE setup to its earlier state.

  1. Press Windows + R.
  2. Enter rstrui.exe.
  3. Press Enter.
  4. Select a restore point dated before the failure.
  5. Review the affected programs.
  6. Select Next, then Finish.
  7. Allow Windows to restart.
  8. Test the application.

System Restore does not replace a missing application installer, and it may not restore database data. Use it when the timing clearly matches a recent system change.

Fix 7: Repair Windows components only if Windows is also damaged

SFC and DISM repair protected Windows components. They normally do not restore a third-party BDE driver, but they are reasonable if Windows has broader corruption symptoms.

Open Command Prompt as administrator:

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click it.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-image /Restorehealth
  1. Wait for it to finish.
  2. Run:
sfc /scannow
  1. Restart Windows.
  2. Test the application again.

Repeating these commands will not recreate SQLSSC32.DLL if the original application did not install it.

If the error continues, give the vendor:

  • The exact error text
  • The parent application name
  • Your Windows version
  • Whether the application is 32-bit
  • The full path where SQLSSC32.DLL was found, if anywhere
  • The installed BDE version, if shown
  • Whether SQL_SSC.CNF exists
  • Whether the Sybase Open Client or PC-Client runtime is installed
  • Whether the failure began after reinstalling, updating, or antivirus quarantine

This information lets support determine whether the problem is a missing file, a missing dependency, an incorrect BDE registration, or an incompatible client installation.

FAQ

Is sqlssc32.dll a Windows file?

No. It is a legacy BDE SQL Links driver installed by a third-party application.

Should I put it in System32?

No. Restore it to the application or BDE location specified by the original installer.

Does installing Visual C++, DirectX, or .NET fix it?

Not generally. Those packages do not replace the BDE SQL Links driver or its Sybase client configuration.

Why does the file exist but still fail to load?

A missing Sybase dependency, incorrect BDE configuration, absent SQL_SSC.CNF, or 32-bit and 64-bit mismatch can prevent loading.

Is SQLSSC32.DLL the same as SQLSYB32.DLL?

No. SQLSSC32.DLL is associated with Sybase CT-Lib. SQLSYB32.DLL is associated with Sybase DB-Lib.

What is the safest permanent fix?

Repair or reinstall the parent application with its matching BDE, SQL Links, and Sybase client components. That restores the DLL together with the configuration it needs.
