A squad is a small, interdependent team organized around one shared outcome. It works when everyone knows what “done” means, each important responsibility has an owner, members reliably deliver, and people can raise problems without fear. A short written charter turns those expectations into daily working rules.

This guide explains how to define a squad, assign roles, choose an appropriate way of working, run the first meeting, and repair common teamwork failures. The examples use game-development situations, but the principles apply to any small team.

What “squad” means

“Squad” is a plain-language label, not a universal organizational standard. In this guide it means a small group whose members depend on one another to produce a shared result. They plan work, solve problems, make decisions and review progress together.

That is different from a low-interdependence work group. People in a work group may share a department or manager while completing mostly separate tasks. A squad has a common outcome and must coordinate its choices. For example, artists, designers, engineers and testers working together to ship one game feature form a squad when they share decisions and success criteria, rather than simply passing isolated tasks down a chain.

Google’s Project Aristotle examined teams ranging from three to 50 people; the median was nine. That observation describes the teams studied, not a universal ideal. Scrum.org describes a Scrum Team as small, typically 10 or fewer people. Use those figures as useful boundaries for discussion, not as a rule that every squad must follow.

Signs that a group is truly a squad

  • There is one outcome that members can explain in the same words.
  • Members’ work is interdependent enough that coordination changes the result.
  • The group can make or escalate decisions instead of waiting for every choice to be made elsewhere.
  • Progress and quality are reviewed together.
  • Someone owns each important decision, even if several people contribute to it.

The three responsibility areas every squad needs

Titles vary by company and discipline. Responsibilities should not. Make ownership visible, and allow one person to hold more than one responsibility only when the workload and conflicts are manageable.

Outcome or product owner

This person clarifies the goal, intended audience, priorities and definition of success. They maintain the order of important work and make, or coordinate, priority decisions when time, quality and scope conflict. In Scrum, the Product Owner is accountable for maximizing product value.

For a game feature squad, the owner might define the player problem, decide which behavior is essential for the next release and accept or reject a proposed scope change. The owner does not need to perform every task or make every technical decision. Their distinctive responsibility is resolving what should be done first and why.

Facilitator or team coach

The facilitator keeps collaboration healthy and makes the team’s way of working easier to follow. They surface blockers, protect useful routines, help conversations stay productive and lead improvement after problems occur. In Scrum, the Scrum Master is accountable for establishing Scrum as defined in the Scrum Guide and supporting team effectiveness.

A facilitator is not automatically the boss. They can ask who owns a decision, expose an overloaded dependency or stop a meeting that has lost its purpose without taking all authority away from the people doing the work.

Builders and specialists

Builders create the result and collaborate across specialties. “Builders” can include programmers, level designers, artists, writers, audio specialists, analysts, testers or any other contributors required by the outcome. Scrum calls these members Developers; outside software, use language that fits the work.

Specialists retain professional judgment while coordinating with the rest of the squad. A technical specialist can recommend an implementation, for example, while the outcome owner decides whether that implementation meets the current priority.

Make ownership and decision rights explicit

Responsibility Owner Other contributors Decision boundary
Outcome and priority Named outcome/product owner Entire squad and affected stakeholders What is most valuable or necessary next
How the work is produced Relevant builders and specialists Outcome owner and facilitator Implementation, craft and technical trade-offs
Ways of working Facilitator or team coach, with the squad Every member Meetings, communication, escalation and improvement rules
Acceptance of the result Outcome/product owner, using agreed criteria Specialists who verify quality Whether the stated definition of done is met

If two people appear to own the same decision, write down who has the final call and how the other person’s advice is considered. Ambiguous authority creates delay even when everyone is highly skilled.

How to organize a small squad in its first meeting

The first meeting should produce working decisions, not a lengthy policy document. Reserve enough time to discuss disagreements and leave with a one-page charter.

  1. State one outcome. Describe the result in plain language, who benefits and what “done” means. “Improve combat onboarding” is incomplete; add the observable player or business result and the release boundary.
  2. List the decisions. Write the choices the squad must make, such as priority order, acceptance criteria, technical approach, quality threshold, launch readiness and escalation of external dependencies. Assign one owner to each.
  3. Map responsibilities and dependencies. For every member, record their primary contribution, handoffs they depend on and the backup person who can cover an absence or urgent issue. A backup is not a second owner; it is protection against a single point of failure.
  4. Set communication rules. Name the channel for urgent blockers, the place for durable decisions and the expected response time for each. Decide what requires a synchronous conversation and what can be handled asynchronously.
  5. Agree on escalation. Define when a blocked decision moves to a manager, stakeholder or another team, what information accompanies the escalation and who communicates the outcome back to the squad.
  6. Record the rules in a one-page charter. Keep the document visible, simple and written in language the squad actually uses.
  7. Schedule a review. Revisit the charter in a retrospective or regular check-in. Change it when the outcome, membership, dependencies or working conditions change.

A practical one-page charter

Charter section What to write Example prompt
Outcome One result and its audience What will be different for the player or customer?
Definition of done Observable completion and quality conditions What must be implemented, tested, reviewed and documented?
Responsibilities Owner for each outcome, decision and recurring task Who decides, who contributes and who provides backup?
Dependencies Inputs, approvals and external teams What can stop us, and how will we know early?
Communication Channels, response expectations and meeting purposes Where does an urgent blocker go, and where is the final decision recorded?
Escalation Trigger, route and return path When do we ask for help, and who brings the answer back?
Improvement Review date and method When will we inspect this agreement and what evidence will we use?

Scrum.org’s Team Charter Canvas (2021) emphasizes that the team should create, agree to and commit to its charter, use it in day-to-day work, improve it incrementally and keep it simple and transparent. Those principles are useful even when the squad is not using Scrum.

The five behaviors associated with effective teamwork

Google’s Project Aristotle identified five dynamics associated with effective teams after analyzing more than 35 statistical models across hundreds of variables. These are behaviors to build and observe, not personality tests or guarantees of productivity.

1. Psychological safety

Psychological safety means people can ask questions, admit mistakes and offer ideas without expecting embarrassment or punishment. Google’s guide describes a psychologically safe team as one in which teammates feel safe taking risks around one another.

  • Respond to a reported mistake by first asking what happened and what the system allowed, rather than searching for someone to shame.
  • Invite dissent before a decision is finalized, especially from people closest to the work.
  • Thank someone who identifies a risk early, even when the risk is inconvenient.
  • Separate disagreement about an idea from judgment about a person.

A silent meeting is not necessarily a safe meeting. Check whether quieter members can influence decisions and whether bad news arrives early enough to be useful.

2. Dependability

Dependability means completing quality work on time and not quietly shifting responsibilities onto teammates. Reliability is more than individual effort: it includes warning others early when a commitment is at risk.

  • Break large commitments into visible checkpoints.
  • State the next owner when work changes hands.
  • Raise a missed commitment with facts, impact and a recovery plan.
  • Keep backup coverage current for critical tasks.

3. Structure and clarity

People need to understand the goal, role expectations, plan and consequences of choices. A visible outcome, decision owner, definition of done and escalation route provide more clarity than a long status meeting.

When a requirement is uncertain, record the uncertainty and the decision needed. Do not disguise an unresolved product or technical trade-off as a task assignment.

4. Meaning

Meaning is the personal or professional purpose members see in the work. Explain who benefits, what problem is being solved and why this outcome matters now. Meaning differs by person: one member may value player experience, another craft, learning or a business objective. The squad does not need identical motivations, but it should be able to connect daily work to a worthwhile outcome.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Impact

Impact is the ability to see how the squad’s work makes a difference. Define a small number of signals that show whether the result is helping. For a game feature, that might include an agreed quality check, player feedback or a release criterion; do not invent a universal productivity percentage. Review the signal with the work and adjust it when the outcome changes.

Project Aristotle did not establish that personality type, office location or seniority alone determines effectiveness. Treat the five dynamics as areas to improve through team practices, not as labels for individual people.

Should your squad use Scrum?

Scrum is useful when work is complex, uncertainty is high and the squad benefits from frequent inspection, adaptation and explicit accountability. It provides a concrete vocabulary: Product Owner, Scrum Master and Developers, along with a regular cycle for planning, reviewing results and improving the way work is done.

Scrum is a framework example, not a requirement for every small team. If the work is stable and sequential, a lighter role-and-handoff map may create less overhead while still making ownership clear.

Decision axis Informal or lightweight squad Scrum-based squad
Decision ownership Owners are defined locally; authority may be broad Product Owner is accountable for product value; the squad makes implementation choices
Work uncertainty Best when the plan and handoffs are relatively stable Designed for complex work requiring inspection and adaptation
Cadence Ad hoc coordination or a locally chosen rhythm Regular planning, review and improvement cycle defined by the team’s Scrum implementation
Role flexibility Responsibilities can be combined freely Scrum accountabilities are explicit, while individuals may still contribute across skills
Documentation A charter and shared task or decision record may be sufficient Charter, backlog and other Scrum artifacts make goals and progress visible

Do not adopt Scrum merely to obtain new titles. Adopt it when its inspection, adaptation and accountability structure addresses a real coordination problem. Conversely, do not remove useful clarity by calling a complex, interdependent effort “just a small team.”

What the Scrum accountabilities mean

  • Product Owner: accountable for maximizing product value and for effective product-backlog management.
  • Scrum Master: accountable for establishing Scrum as defined in the 2020 Scrum Guide and supporting team effectiveness.
  • Developers: the people who create the usable increment, regardless of whether their specialties are code, art, design, testing or another discipline.

Dave West, CEO and Product Owner at Scrum.org, describes Professional Scrum as difficult because it requires persistence, focus and dedication not to let day-to-day realities defeat the intended way of working. The practical lesson is to protect the agreed process from constant exceptions, then inspect whether it is actually helping.

How a squad operates between meetings

A charter only matters if daily behavior matches it. Keep coordination proportional to the work.

Use meetings for decisions and learning

  • Hold a planning conversation when the squad must choose the next valuable slice of work.
  • Review the result with the people who can judge whether the outcome was met.
  • Use an improvement conversation to identify one or two changes the squad will actually try.
  • Cancel status meetings that produce no decision, discovery or handoff.

Make work visible

Use a shared board, backlog or task list that shows ownership, blocked work and the definition of done. The exact tool is less important than a common, current view. Record decisions where an absent member can find them; do not rely on private messages as the only history.

Protect focus while preserving access

Set an agreed route for urgent issues and avoid treating every notification as urgent. A response expectation is a promise about communication, not permission to interrupt any task at any time.

Squad size, leadership and combined roles

There is no evidence in the cited material for one universally optimal squad size. Smaller groups usually have fewer communication paths; larger groups can include more skills but may need subgroups or clearer boundaries. Start with the smallest group that contains the skills and decision access required for the outcome.

A squad does not need a traditional team leader if leadership responsibilities are explicit. It does need someone accountable for priority, someone protecting collaboration and someone doing the work. One person can hold two or more responsibilities in a very small squad, but write down the combination and watch for conflicts:

  • A product owner who also builds may prioritize their own tasks unless the rest of the squad can challenge the order.
  • A facilitator who manages performance reviews may find it harder to create a safe space for dissent.
  • A specialist who is the only person able to perform a critical task creates a continuity risk even when delivery is fast.

As scope, membership or risk grows, split responsibilities or add another squad rather than hiding the extra coordination inside one overloaded role.

Mass Effect 2 - PC
  • Improved NPC conversation system where Commander Shepard can take matters into your own hands – interrupting or using force to get the answer required.
  • The second act of BioWare's epic sci-fi RPG trilogy continues the story of Commander Shepard and humanity's first steps onto the galactic stage.
  • Integration with the original Mass Effect game allows players to import saved files and contiue play with those files in Mass Effect 2.
  • Choose from 19 different weapons, including devastating heavy weapons that can end a battle in seconds.
  • New location based damage system allows for targeting of key weak points, blasting off limbs, igniting enemies, or cripple and disable enemy troops.

Common failure modes and practical fixes

Everyone is “responsible,” so nobody decides

Symptom: discussions recur, priorities remain unresolved and work waits for consensus.

Fix: name one decision owner, state the deadline and record which advice must be considered. Consultation can be broad without making accountability ambiguous.

The product owner becomes a task dispatcher

Symptom: specialists receive instructions but cannot explain the outcome or trade-offs.

Fix: return the owner’s focus to audience, value, priority and acceptance criteria. Let builders choose how to produce the result within those boundaries.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The facilitator becomes a meeting manager

Symptom: meetings continue, but blockers, conflict and recurring waste remain.

Fix: measure the facilitator’s contribution by healthier collaboration and improved flow. Surface impediments, change a routine that is not helping and make the squad capable of solving problems without constant supervision.

Bad news arrives at the deadline

Symptom: a dependency or quality problem appears only when recovery is expensive.

Fix: define early warning signals, make blocked work visible and reward timely escalation. Dependability includes communicating risk before a promise is missed.

The charter becomes shelfware

Symptom: the document describes channels and roles that nobody follows.

Fix: bring the charter into planning and retrospectives, delete rules that no longer serve the work and assign an owner for each change. Keep it short enough to consult during a real decision.

Scrum is added to stable work without a problem to solve

Symptom: the squad performs ceremonies but gains little insight or adaptability.

Fix: compare the cost of the framework with the uncertainty it addresses. Retain the explicit ownership and review habits that help; use a lighter model when the work is predictable and sequential.

A worked example: a game-feature squad

Suppose a squad must improve the first-time player tutorial before a scheduled release. Its charter could define the outcome as “new players can complete the core movement and combat lesson without an unassisted restart,” with a release date and quality conditions recorded beside it.

  • Outcome owner: decides which tutorial problems matter most, orders the work and accepts the agreed result.
  • Facilitator: keeps the dependency list current, exposes blocked reviews and helps the group change an ineffective routine.
  • Builders: design the lesson, implement interactions, create art and text, test the flow and verify the definition of done.
  • Decision owners: the relevant specialist owns implementation choices; the outcome owner resolves scope and priority; a named person handles external release coordination.
  • Backup coverage: another member can reproduce the build, find the latest design decision and continue the highest-risk task if someone is absent.

The example is intentionally modest: the squad does not need a new hierarchy. It needs a shared result, visible decisions, dependable handoffs and a way to learn whether the tutorial actually improved the intended experience.

Optional learning aid

Scrum: The Art of Doing Twice the Work in Half the Time by Jeff Sutherland and J.J. Sutherland is an optional, Scrum-specific introduction for readers who want a longer explanation of Scrum ideas. It is not a universal teamwork solution. A one-page charter, the official Scrum Guide and Scrum.org’s Team Charter Canvas can provide a free starting point before buying any book.
