Its Reckless Cinnabar passive raises the wielder’s HP and adds ATK based on Max HP, with a larger bonus while the wielder is below 50% HP. It can be especially strong on Hu Tao, but its value depends on the character, build, and how reliably the passive’s low-HP condition is active.
Staff of Homa stats and passive
HoYoWiki lists Staff of Homa as a five-star polearm with CRIT DMG as its secondary stat. Its level 1 line is 46 base ATK and 14.4% CRIT DMG; at level 90, it reaches 608 base ATK and 66.2% CRIT DMG. These are weapon stats, not a prediction of damage on a particular character. HoYoWiki
The weapon’s passive, Reckless Cinnabar, increases HP and converts a portion of the wielder’s Max HP into ATK. At R1, the HP increase is 20%, with an ATK bonus equal to 0.8% of Max HP; while the wielder is below 50% HP, the passive adds another ATK bonus equal to 1% of Max HP. At R5, those values become 40%, 1.6%, and an additional 1.8%, respectively. The figures below are for the listed refinements; intermediate refinements scale between them. Icy Veins
The 50% threshold is a condition that improves the passive’s ATK bonus, not a requirement to play at low HP. Whether it is worth pursuing depends on the character’s kit, team, and ability to survive safely; do not assume the added bonus is active whenever you compare builds.

Who is Staff of Homa good on?
Hu Tao
Staff of Homa is a particularly strong Hu Tao option. The KQM Hu Tao guide places it first in its displayed weapon comparison, but the ranking is specific to the guide’s assumptions: Hu Tao at level 80/90 with talent level 8, level 90 weapons, below 50% HP, and a rotation of five N3C sequences, Burst, and one Blood Blossom. Under those conditions, the guide reports Homa at 128.1% relative damage with “Perfect Substats” and 124% with “Main Stat Only.” These are guide calculations, not universal performance measurements or a guarantee for another account. Other polearm users
Homa’s CRIT DMG stat, HP increase, and HP-scaled ATK bonus may suit other polearm users, but Hu Tao’s ranking should not be applied to them. Compare it against the character’s alternatives using the same team, weapon level and refinement, artifact quality, and realistic uptime on the below-50% HP bonus. A weapon’s strength on one character does not establish a universal polearm ranking.

Should you refine Staff of Homa?
Refining Homa strengthens its HP increase and both HP-to-ATK bonuses, as shown by the R1 and R5 values above. Whether that improvement is worthwhile is an account-level trade-off: compare the gain for the character who uses it with the value of keeping another copy available for a different character or investing in other upgrades. The cited Hu Tao comparison does not establish how much refinement improves every character or build, so use a character-specific comparison rather than assuming R5 is automatically the best choice.
Materials needed to raise Staff of Homa to level 90
Icy Veins lists the following ascension materials for level 90. These are ascension-material totals; enhancement ore used to level the weapon is a separate resource.

Icy Veins’ weapon page lists the material quantities. HoYoverse says weapon ascension materials come from specific Domains of Forgery, whose available materials rotate daily. Check the in-game schedule for the domain material you need; enemy drops can be tracked in the Adventurer’s Handbook, and enhancement ore can be crafted at a Blacksmith or gathered through Expeditions.
