Starting City Layouts: How to Plan a Strong Opening City

A good starting city layout depends on the game. Plan for expansion, service reach, production, terrain, and traffic instead of copying a blueprint across titles.

There is no single best starting city layout across city-building games. First identify the game and scenario, then choose an expandable plan that fits its roads, service reach, production needs, terrain, and traffic rules. A grid that works in Cities: Skylines is not automatically suitable for an Anno settlement.

Start by identifying the game and scenario

“Starting city layout” can mean very different things depending on the game. The available examples cover early settlements in Anno 117: Pax Romana, user-created plans for Cities: Skylines, and environment-specific settlements in Anno 2205. These are not interchangeable blueprints, and the available sources do not establish one official, optimal layout.

Before placing roads or buildings, check the map or scenario and note the rules that affect placement: whether buildings use modules, how far services or supplies reach, what production must be nearby, and whether terrain or environment imposes special demands. The community-maintained Anno 117 guide focuses on early planning in Latium and Albion; the other examples likewise apply to their named games, not to city builders generally.

What makes a good beginner layout?

For a first city, prioritize a plan that is easy to extend and easy to revise. The Cities: Skylines examples use a main road connecting areas and repeatable sections that leave room for balanced growth. Treat those user-created designs as inspiration, not proven optimal builds: a striking plan can be less efficient, and congestion and road hierarchy matter in practice.

  • Expansion room: Leave space to add districts or extend streets instead of filling every available block at the start.
  • Service and supply reach: Place public buildings where the game’s coverage or supply rules make them useful.
  • Production access: Keep important production connected to the places or inputs that depend on it.
  • Traffic flow: Consider how local streets connect to the main route and where through-traffic may build up.
  • Terrain and appearance: Fit the layout to the map, then decide how much visual symmetry or neighborhood character matters to you.

Compare possible plans on those criteria rather than copying a screenshot without its game, map, or rules.

Game-specific layout considerations

Anno 117: Pax Romana

The community guide describes using planning mode to place building blueprints and experiment without spending resources, as well as diagonal construction to fit buildings into corners. Its advice concerns early settlement planning for Latium and Albion. Because this is a community-maintained guide rather than an official manual, use it as a starting point and check that its mechanics and advice apply to your current game and scenario.

Cities: Skylines

A main street with room to build out into repeatable sections is a straightforward starting pattern among the community designs covered in the Cities: Skylines layout roundup. The roundup also includes grids, modular town centers, and ring-shaped neighborhoods. These are examples to adapt, not evidence that one arrangement is best for every map. Keep road hierarchy and likely congestion in mind as the city grows.

Anno 2205

The reproduced Anno 2205 guide recommends planning around module sizes and placing public buildings centrally because distance affects supply consumption. It also describes environment-specific needs: Arctic housing needs heat from production facilities, while lunar settlements need shielding. Those requirements make a layout for one environment a poor template for another.

A practical way to plan your opening

  1. Confirm the game and map. Identify the scenario and environment before choosing a layout.
  2. Check the placement rules. Find out whether the game uses modules, service coverage, supply distance, or environmental requirements that constrain building locations.
  3. Reserve an expandable core. Connect the first areas with a clear main route and leave room for the next district or production area.
  4. Place services and production for their actual reach. Use the game’s rules to determine useful locations rather than assuming a central building is always best.
  5. Reassess as the city grows. Watch for blocked expansion, strained supply, or traffic problems, then extend or reorganize before treating the initial plan as fixed.

For Anno 117, the cited guide’s planning mode offers a way to experiment with blueprints before spending resources. The available sources do not establish an equivalent mechanic across the other games, so use each game’s own placement options.

How to choose between layouts

If you are deciding among a grid, a modular center, a ring, or a simple main-road plan, judge each against the demands of your current game rather than its appearance alone. A layout is a useful starting point when it leaves room to expand, gives services and supplies workable reach, supports production, fits the terrain, and avoids creating obvious traffic bottlenecks. The balance between those factors—and the importance of visual style—is a player choice, not a universal formula.
