Most Steam achievement problems come down to a client that is offline or stale, a disabled Steam Overlay, a cloud-data conflict, unmet game-specific conditions, or a game that failed to send its completed achievement to Steam. Work through the checks below in order: restart Steam and your computer, reconnect and update, test the overlay, verify the game files, resolve any Steam Cloud warning, then reproduce the requirement in a clean session. If the game records the achievement but your Steam profile still does not, the developer usually has to correct the game’s Steamworks implementation.
First, identify which kind of failure you have
Before changing files or replaying a long section, compare what you can see in the game with what appears on your Steam profile. The scope of the failure is often more informative than the missing pop-up itself.

Steam achievements are persistent, roaming user data. A game awards one through Steamworks, and Steam then stores and merges that data across machines. That means a visible in-game event is not always proof that the account received the corresponding Steam record: the award and the upload are separate parts of the process.

Steamworks exposes achievements through the ISteamUserStats interface. The game calls SetAchievement with the achievement’s identifier and then sends the updated statistics with StoreStats. Steam can return callbacks to the game and display an Overlay notification when the operation succeeds.

Valve describes achievement data as persistent and roaming. Steam automatically merges achievement data from multiple machines and maintains a local cache of statistics data. That cache can make a delayed or mismatched result look like a game-save problem even when the save itself is intact. The game does not need to maintain a separate on-disk cache for Steam’s statistics data.
Steam Cloud is a related but distinct path. Games that opt in can synchronize profile statistics and other user-specific files. Offline Mode prevents connection-dependent synchronization until the client is online again. If local and cloud versions diverge, Steam may show a conflict because it cannot safely decide which copy is newer. Launching while ignoring that warning can replace newer progress with an older local or cloud version.
Fix Steam achievements in the least risky order
1. Restart Steam and the computer
Exit Steam completely rather than merely closing the library window. On Windows, use Steam > Exit; reopen the client and sign in again. Restart the computer afterward if the first restart did not help. Steam Support specifically recommends restarting both Steam and the computer as an early troubleshooting step.

Do not begin by deleting save files or reinstalling the game; those actions can remove useful evidence and may not affect a failed achievement upload.
2. Go online and finish updates
Confirm that Steam is not in Offline Mode. In the client, open the Steam menu and choose Go Online if that option is available, then restart when prompted. Wait for Steam client updates and any pending game update to finish before testing the achievement.

Offline Mode lets you play compatible games, but Steam cannot synchronize connection-dependent data until the client reconnects. A notification that appeared while offline may not reach your profile until you return online. Keep the client open and connected long enough for the game and Steam to complete their upload.
Do not launch the game directly from an executable while diagnosing this. Start it from your Steam Library so the client can attach the game to the correct account, initialize Steamworks, and provide the Overlay.
3. Test and enable the Steam Overlay
Launch the game from Steam and press Shift+Tab. If the Overlay opens, close it and continue playing; its presence confirms that the client is attached to the running game. If nothing appears, enable it globally through Steam > Settings > In Game > Enable the Steam Overlay while in-game.
Then check the per-game setting: in the Library, right-click the game, choose Properties > General, and make sure the game-specific Overlay option is enabled there as well. Relaunch the game after changing either setting.
Some games use the Overlay in the background for Steam-dependent features, so a game can appear to run normally while its Steam integration is unavailable. Overlay conflicts with other overlays, launch options, or security software can also prevent initialization. Disable competing overlays temporarily for the test, but restore them later if they are unrelated to the problem.

4. Verify the game’s installed files
Corrupted or incomplete files can stop Steamworks calls from running correctly. In the Library, right-click the game and select Properties > Installed Files > Verify integrity of game files. Let the process finish, then restart the game from Steam and reproduce the requirement.

Steam may report that one or more local configuration files failed verification. That can be normal: configuration files are often regenerated or intentionally different from the depot version. A verification result is useful when it replaces damaged game files, but it does not prove that the achievement logic itself is correct.
5. Resolve every Steam Cloud conflict before pressing Play
If Steam displays a Cloud conflict, stop and read both choices. Do not dismiss the warning automatically. Compare the timestamps and the progress represented by the local and cloud versions, then choose the copy that contains the newest verified progress.
An unresolved conflict can allow an older local or cloud version to replace newer data. After making a choice, wait for the cloud indicator to settle before starting the game. If the conflict returns repeatedly, close the game and Steam, make a safe backup of the relevant save files if the game’s documentation identifies their location, then resolve the conflict again rather than repeatedly launching through it.
Cloud synchronization does not guarantee that every game stores achievement state in the same file. A title can keep saves in the cloud while sending achievements through Steamworks statistics, so a healthy save sync does not by itself prove that an achievement upload succeeded.

6. Recheck the exact requirement in a clean session
Open the game’s achievement description and compare it with what you actually did. Many conditions are narrower than they sound: a sequence may need to be completed in one run, a difficulty may need to be selected before starting, a collectible may require a particular order, or a challenge may exclude assist settings.
For the retest:
- Launch the game from Steam while online.
- Turn off cheats, trainers, debug commands, and unsupported modifications.
- Use the game’s standard mode and the difficulty named by the achievement.
- Complete every stated condition in one uninterrupted session when the wording implies that requirement.
- After the success event, remain in the game for a moment, then return to Steam and allow the client to synchronize.
Community troubleshooting commonly separates unmet criteria, cheats, and an in-game unlock that failed to publish. Those are different possibilities, not a universal Valve rule that all cheats disable all achievements. Games decide how their own achievement logic treats commands, mods, save imports, and difficulty changes, so consult the title’s official support information when its rules are unusual.
7. Check both the in-game tracker and your Steam profile
Some games maintain an internal checklist that is independent of Steam’s achievement record. If the in-game tracker is incomplete, concentrate on the requirement. If the tracker says complete but Steam does not, the evidence points toward the award or upload path rather than your save objective.
On your profile, check the game’s achievement list from the Library or your profile while Steam is online. Give the client time to refresh after a successful retest. Avoid repeatedly starting and stopping the game while the client is offline or a cloud warning is pending; each launch can create another opportunity for stale data to win.

Offline Mode
Offline Mode does not automatically erase achievements. It prevents Steam from synchronizing until the client reconnects. A game may also defer its Steamworks calls while offline, depending on how that title handles the connection. Return to online mode before judging the result, then restart Steam and test again.

Cheats and trainers
There is no single cross-game rule that every cheat permanently disables Steam achievements. Individual games may block achievement checks, mark a run invalid, or simply fail to call the achievement API after a modified session. The safest diagnostic is a new, unmodified session that meets the stated conditions normally.
Mods and unsupported launch options
Mods can alter event triggers, disable the Overlay, or change the executable that Steamworks expects. Some games officially support mods and still award achievements; others do not. Remove nonessential modifications and custom launch options for one controlled test. If the achievement works only in the clean configuration, add modifications back one at a time to identify the conflict.

When the developer—not Steam settings—is the likely fix
If you have restarted, connected, enabled the Overlay, verified files, resolved Cloud warnings, and completed the requirement in a clean session, persistent disagreement between the game and Steam usually indicates a title-specific implementation problem. The game may be using the wrong achievement identifier, calling SetAchievement without successfully completing StoreStats, or failing to handle a callback and connection state correctly.

Steamworks makes those calls part of the individual game’s code. Steam can store and merge the data it receives, but it cannot infer that a game event should count when the title never submits the correct identifier. There is also no reliable cross-game statistic showing how often achievement unlock or synchronization failures occur, so a percentage or universal success rate would be misleading.
Information to include in a support request
- The game’s exact name and installed version.
- Your operating system and whether the problem occurs on one computer or several.
- The achievement name and its exact wording.
- Whether the game’s own tracker reports completion.
- Whether
Shift+Tabopened successfully. - Whether Steam was online and whether a Cloud conflict appeared.
- The steps you performed, including file verification and a clean retest.
- The approximate time of the attempted unlock and any relevant save or session details.
Send this to the game developer through the title’s official support channel. They can inspect the achievement identifier and the game’s Steamworks calls; ordinary client troubleshooting cannot repair code that never submits the award.
Recovery choices that can prevent a worse result
- Do not delete saves first. A missing Steam achievement is usually a synchronization or implementation issue, and deleting progress can remove the evidence needed to reproduce it.
- Do not ignore a Cloud conflict repeatedly. Each launch can make the older version the one that gets uploaded.
- Do not use third-party unlock tools as a diagnostic. They can alter account or game state without fixing the title’s achievement submission path.
- Do not assume a successful pop-up proves profile synchronization. Check the profile after Steam has been online and allowed to refresh.
- Do not treat file verification as a guarantee. It repairs local installation files; it cannot correct an incorrect achievement identifier or broken game logic.
After the achievement finally appears
Leave Steam online until the game closes and the client finishes any pending synchronization. If you play on another computer, start Steam there only after the first client has completed its upload. A short delay between the in-game event, the profile display, and another machine’s view can occur because Steam maintains local statistics data and merges updates across devices.
For future troubleshooting, record the achievement wording, game version, platform, connection state, and whether the Overlay opened before trying a fix. Those details quickly distinguish a requirement problem from a client problem and give the developer enough information to investigate a genuine Steamworks defect.
