CSS Loader is the closest match if you want to change how Steam Deck Gaming Mode looks. Decky Loader is the launcher that hosts community extensions, not a theme itself. PowerTools belongs to a different category: it exposes CPU, GPU, SMT and power controls. These projects should not be ranked as interchangeable “UI plugins,” and the available documentation does not provide controlled measurements proving that any of them improves frame rate, battery life or interface responsiveness.
What each project actually does
Decky Loader: the plugin platform
Decky Loader adds a plugin browser to Steam Deck Gaming Mode. Individual developers maintain the extensions, so the loader’s feature list is not the same thing as a single product’s capabilities. Its README describes plugins for system sounds, screen saturation, additional system settings and other functions, alongside visual tools such as CSS Loader. You install, update, reload or uninstall extensions through the browser after Decky is running.

Because each extension has its own maintainer, release cadence and compatibility risks, “Decky-compatible” does not mean every plugin will survive the next SteamOS or Steam client update. The project advises users not to install plugins from untrusted sources: the store is a distribution mechanism, not a security audit or a guarantee of future compatibility.
CSS Loader: appearance changes through themes
CSS Loader applies community-created themes and style changes to the Steam client. It is the directly relevant choice for readers who mean custom UI when they ask about a Decky plugin. Installation is performed from Decky’s built-in store rather than by manually copying theme files.

Theme reliability is tied to Steam’s internal CSS. When Valve changes class names or markup, selectors used by themes can stop matching. CSS Loader’s release history records class mappings, automatic mapping updates and handling for beta-branch mappings as mitigations. Those features reduce maintenance work, but they cannot make every theme permanently compatible with every Steam client branch. A theme can still need an update, mapping adjustment or temporary removal after a client change.
PowerTools: system controls, not a cosmetic theme
PowerTools exposes system-level settings, including enabling or disabling CPU threads and SMT, setting CPU and GPU frequencies and power values, and displaying battery information. That can be useful when you are deliberately tuning system behavior, but it changes the category of the tool: it is not an alternative visual skin to CSS Loader.
The original public repository states that its owner archived it on August 23, 2023. Check the repository’s current status, the SteamOS version you run and any successor or compatibility information before depending on it. An archived project should not be described as actively maintained without newer confirmation.

The most defensible comparison axes are function, client and SteamOS compatibility, maintenance activity, setup effort and the quality of performance evidence. A universal ranking would confuse tools that solve different problems.

Compatibility: what can break and why
SteamOS updates can affect Decky itself
Decky’s README notes that the loader can sometimes disappear after a SteamOS update. The documented recovery is to reinstall the stable branch. This is a maintenance event, not evidence that a particular theme or plugin is permanently broken. Keep the stable installer available so you can restore the loader without hunting for an unofficial package.
The same documentation identifies possible conflicts when other software uses ports 1337 or 8080. If Decky fails to start and another local service is listening on one of those ports, stop or reconfigure the conflicting service before reinstalling repeatedly.
Steam client changes can invalidate themes
CSS Loader’s release notes document a period in which Steam client CSS class naming changes caused many themes to stop working. Mapping support, automatic mapping updates and beta-branch mapping handling were introduced to address that kind of change. Treat these as safeguards rather than a promise that every theme works on stable and beta clients simultaneously.
After a client update, test the home screen, library, store and Quick Access panels. If only one theme causes missing text, misplaced controls or an unusable panel, disable that theme first. If several themes fail together, wait for CSS Loader mappings or theme updates instead of assuming the Deck hardware is at fault.

Valve support boundaries matter
Community plugins sit outside Valve’s support boundary. The independent operational overview at SteamOS Club (review dated July 15, 2026) discusses update, trust and rollback risks; use it as an operational perspective, while relying on project maintainers for installation and release facts. A plugin appearing in a store is not a security review, a compatibility guarantee or a promise of continued maintenance.
Installing Decky Loader safely
The maintainer workflow is designed around Desktop Mode. A keyboard and mouse can make file selection easier, but they are optional: Decky’s documentation describes using the right trackpad as a mouse and opening the on-screen keyboard.
- Switch the Steam Deck to Desktop Mode.
- Download the released Decky installer from the project’s official README.
- Run the installer and choose a version. Select the latest stable release for ordinary use. Prerelease builds are intended for plugin developers and may be less stable.
- Return to Gaming Mode and open Quick Access. The Decky tab should now expose the plugin browser.
- Use the browser to install, update, reload or uninstall extensions. Install one plugin at a time so a later failure has a clear change to undo.
Do not substitute a random download for the released installer. The project explicitly warns against installing plugins from untrusted sources, and uninstalling a plugin removes its plugin files but may not remove every other file that plugin created.
Installing CSS Loader and a theme
- In Gaming Mode, press the Quick Access button.
- Select the Decky tab.
- Open the Decky plugin store.
- Search for CSS Loader and select Install. These are the Steam Deck steps in the CSS Loader installation documentation.
- Open CSS Loader, choose a theme from a trusted source, and apply it.
- Navigate through the major Gaming Mode screens before installing another theme. If controls disappear or text becomes unreadable, disable the last theme and reload the plugin.
Keep track of which Steam client branch you use. A theme that works on stable may not work on beta while mappings catch up, and a theme abandoned by its author can remain listed even though its selectors no longer match current UI code.

When PowerTools is appropriate
Choose a system-control plugin only when you have a specific reason to alter CPU, GPU, SMT, thread or power behavior and understand how to return to defaults. PowerTools’ documented controls include enabling or disabling CPU threads and SMT, setting CPU and GPU frequencies and power, and displaying battery information. Those controls can change system behavior, but the cited repository does not establish a universal benefit for games or battery runtime.
Before using it, check the repository status and current reports because the original repository was archived on August 23, 2023. Confirm that the build you intend to use supports your SteamOS release. Record your original settings, change one control at a time, and revert the last change if a game or the interface becomes unstable. Do not install it merely because you want a different color scheme or menu layout; CSS Loader addresses that job with less scope.

The reviewed maintainer pages and release notes do not contain controlled, comparable measurements of CPU or GPU load, frame rate, battery life or interface responsiveness across Decky Loader, CSS Loader, PowerTools and other extensions. A feature description is not a benchmark. You should therefore treat performance effects as unquantified rather than assuming a plugin is “lightweight,” improves battery life or removes stutter.

It would report the same scenes or navigation tasks with the plugin enabled and disabled. Without those controls, differences can come from shader compilation, game patches, thermal state, frame-rate limits or background updates instead of the plugin itself.

CSS Loader is primarily a presentation layer; that does not establish zero overhead. PowerTools can deliberately change clocks, threads and power limits; that does not establish a gain or a saving. Decky Loader hosts code from multiple developers, so one extension’s behavior cannot be generalized to the platform.
Trust, updates and a recovery workflow
- Use official paths: start with the released Decky installer and its built-in store, not a file attached to an unknown post.
- Check ownership and activity: read the plugin owner, recent releases and open issues before installing. A visible store listing does not prove active maintenance.
- Change one thing: install or update one plugin, then test Gaming Mode before adding another.
- Recheck after updates: SteamOS and Steam client updates can affect the loader or CSS selectors.
- Keep a rollback plan: know how to disable the last plugin, reinstall Decky’s stable branch and return system controls to recorded defaults.
Troubleshooting by symptom
Decky tab is missing
Restart Gaming Mode first. If the problem followed a SteamOS update, reinstall the stable Decky branch using the documented installer. Check whether another program is occupying port 1337 or 8080. Avoid jumping to a prerelease build unless you are testing for development purposes.
A theme breaks the interface
Disable or remove the most recently applied theme, then reload CSS Loader. If multiple themes fail after a Steam client update, check the CSS Loader release history for mapping support and wait for the relevant theme or mapping update. Switching client branches can change compatibility.

Disable the last changed plugin and test without it. If uninstalling, remember that the loader removes plugin files but may leave additional files created elsewhere. For system-control extensions, restore the settings you recorded before experimenting. If the issue persists, consult the project’s current issue tracker and SteamOS version notes rather than installing another unverified build.
Which option should you choose?
- You want a visual redesign: install Decky Loader, then CSS Loader from the built-in store. Choose themes with recent maintenance and test them after Steam client updates.
- You want a plugin framework: install Decky Loader alone first, then add extensions individually. Judge each one by its owner, issue activity and compatibility history.
- You need CPU, GPU, SMT or power controls: consider PowerTools only after confirming current maintenance and understanding the settings. Its archived original repository is a significant caution.
- You want higher frame rates or longer battery life: these sources do not establish that any option delivers either outcome. Use controlled before-and-after testing on your own model and software build.
For a custom-looking Gaming Mode with the narrowest match to that goal, CSS Loader through Decky is the sensible starting point. Keep the stable loader, install from trusted channels, and treat compatibility as something to recheck after every SteamOS or Steam client update.
