A slow Steam download does not, by itself, mean Steam is capping your connection or your internet is congested. First check Steam’s bandwidth-limit setting and compare rates in the same units. Then compare Steam with another download and a speed test on the same device, and change one condition at a time: download region, wired versus Wi-Fi, or time of day. Check CPU and disk activity too—Steam may slow network downloading while it installs files.
Start with Steam’s limit setting and the units
Open Steam > Settings > Downloads and inspect the bandwidth-limit setting. Steam’s Download Manager also displays the configured limit. A set limit can explain a ceiling in Steam’s rate without indicating that your internet connection is congested. See Steam Support’s download and update settings guide.
Next, make sure you are comparing like units. Steam may show bytes per second, while internet plans are commonly advertised in bits per second. Multiply a byte-per-second figure by eight to convert it to bits per second. Steam’s example is 768 KB/s = 6144 Kb/s = 6 megabits/s; this illustrates the conversion and is not a typical-speed benchmark. A Steam rate in MB/s should not be compared directly with a plan rate in Mbps.
A number shown in your computer’s network properties or system tray may describe the local connection between your device and router, rather than the speed of your internet service. Steam explains the distinction in its guide to slow downloads and content-server connections.

Compare Steam with the rest of your connection
While Steam is slow, run a reputable speed test on the same device and connection. If possible, also try another download. Repeat the comparison at another time, keeping the device and connection the same. This helps establish whether the slowdown is limited to Steam or appears across multiple services.
A speed test is a comparison, not a definitive diagnosis: it uses a different server and network route from Steam and may involve a different workload. Steam recommends using a speed test to assess connection speed or local link quality in its network connectivity troubleshooting guidance.

- If other services and downloads are slow too, investigate the local connection or internet service, then compare again at a different time.
- If only Steam is slow, check its limit setting and download region, but do not rule out a route-specific issue or ISP treatment affecting Steam traffic.
- If the speed test is fast but Steam is slow, that difference narrows the possibilities; it does not prove which Steam server or route is responsible.
Test Steam’s download region
Go to Steam > Settings > Downloads > Download region. Check that the selected region is appropriate for your location, then try a nearby region and retest under otherwise similar conditions. Steam says it attempts to select the best content server based on location, but regional servers can be slow, overloaded, or have hardware problems. If changing regions changes the result, that supports a Steam content-server or route explanation; it does not establish the precise cause. Separate Wi-Fi and router conditions from internet congestion
If practical, compare Steam on a direct Ethernet connection with Steam on Wi-Fi, keeping other conditions as similar as possible. Steam identifies wireless and powerline interference as possible sources of connection problems. A wired result that improves points toward the local wireless or powerline path, but does not identify the particular interference or rule out other factors.

On Wi-Fi, you can also compare another available band or try a less congested router channel. These are diagnostic changes, not guaranteed speed upgrades. Steam’s network and Wi-Fi troubleshooting guidance covers band and channel checks as well as wired testing.
Check whether Steam is installing as well as downloading
Watch Steam’s status and your computer’s CPU and disk activity while a game is being downloaded or updated. Steam may be unpacking or writing files, and those tasks can limit how quickly it can continue receiving data. Steam Support explains: “The reported download speed isn’t necessarily representative of your download capacity because the download can be throttled to match the speed at which Steam can perform the other tasks related to installing a game.” That guidance appears in Steam’s troubleshooting information for Steam Deck, network, and Wi-Fi issues; it is useful context for installation work, not proof that every slow download has this cause.

Storage can also affect installation time. Steam notes that installing to an SD card may take longer because of write speed. A low network rate while CPU or disk activity is high therefore does not, on its own, show internet congestion. See Steam’s installation and network troubleshooting guidance.

Repeat your Steam, speed-test, and other-download comparisons during the suspected slow period and outside it. A slowdown confined to certain hours can justify investigating ISP congestion, blocking, or shaping, but the timing alone does not prove an ISP is responsible. Steam recommends testing at other times and contacting your ISP if you suspect blocking or shaping in its network connectivity guidance.

If several services are affected, record when the slowdown occurs, the speed-test results, and whether Ethernet differs from Wi-Fi before contacting your ISP. If only Steam is affected, include the download region and whether switching to a nearby region changed the result.
Read the results as a set of clues

These comparisons work best when you change one condition at a time and keep the rest as consistent as possible. Steam-only symptoms can still involve a route or ISP treatment specific to Steam, while a speed test can take a different path from Steam’s content servers.
