Steam DRM vs. Denuvo: How They Differ—and What It Means for PC Players

Steam DRM checks ownership and launches Steam; Denuvo is a separate anti-tampering system that can be used alongside it. Offline access and activation rules vary by game.

Steam DRM and Denuvo are separate systems, and a game can use both. Steam’s DRM wrapper checks ownership and launches the Steam client; Denuvo Anti-Tamper is a publisher-integrated technology intended to protect a game from tampering. Neither Steam Offline Mode nor Denuvo’s general offline policy guarantees that every protected game will launch without an internet connection: the individual game’s setup and terms matter.

Steam DRM and Denuvo are not an either-or choice

Valve describes the Steam DRM wrapper as a layer that verifies ownership and starts Steam when a player launches a game. Valve also says the wrapper alone is not an anti-piracy solution. A publisher can pair it with another DRM or anti-tampering system, including Denuvo. In other words, “Steam DRM vs. Denuvo” does not always describe two competing choices; one title may use both. Valve’s Steamworks documentation explains the wrapper’s role.

Denuvo Anti-Tamper is a separate technology supplied by Irdeto and integrated into games by publishers. Its presence and terms are specific to the title, not a setting that can be inferred from the fact that a game is sold on Steam.

Does Denuvo require an internet connection?

Irdeto’s Denuvo Anti-Tamper FAQ says its technology does not require a permanent online connection. Irdeto describes an initial online validation followed by offline launches, while noting that an update or a significant hardware configuration change may require the player to go online again. That is the vendor’s general description; a game’s own implementation and license terms determine what applies to that title.

For example, a SEGA EULA for one Steam-listed product says installation may install Denuvo components and that an online connection may be required during installation or first launch. It also describes possible installation limits and warns that some files may remain after uninstall. These are terms for that particular product, not a universal Denuvo policy.

Can you play Denuvo games offline on Steam?

Steam Offline Mode is a platform feature, not a promise that every game will start without a network connection. Steam Support explains that players can use games without an active Steam Network connection in Offline Mode, but also notes that a game may fail to start there or need the client or game files updated. Steam’s Offline Mode guidance covers those limitations.

A game’s own activation requirements can add another condition. Before relying on offline access, check publisher guidance for the exact title and test it in Steam Offline Mode while you still have reliable internet access—especially before travel.

Does Denuvo lower FPS or hurt performance?

The available evidence does not establish that Denuvo always causes a measurable performance penalty, or that it never does. On March 3, 2022, Creative Assembly’s Total War Team wrote of one specific game: “The impact of Denuvo on performance is not yet conclusive.” The team said it was still investigating player reports. For a useful comparison of a particular game, look for tests that hold the game version, hardware, settings and scene constant. Consider frame rate separately from loading times, and be cautious when comparing builds from before and after a patch: other changes may affect results, so a difference cannot automatically be attributed to DRM. The cited evidence does not provide a broad independent benchmark dataset covering Denuvo games.

What to check before buying or going offline

  1. Look at the exact game’s store page and publisher documentation. Check for a Denuvo or anti-tamper disclosure; do not assume that every Steam game uses it.
  2. Read the game’s EULA. Look for installation limits, online activation requirements, installed components and disclosures about files remaining after uninstall. Terms for one publisher’s game should not be treated as terms for another’s.
  3. Verify offline behavior for that title. Consult title-specific publisher guidance or player reports, then test Steam Offline Mode before you depend on it.
  4. Judge performance claims by the comparison. Same-version, same-hardware tests are more informative than an isolated forum report, a general vendor statement or a publisher’s update about another game.
