But it does not create unlimited licenses. One owned copy still supports one active player, and the feature remains constrained by publisher exclusions, third-party accounts, regional rules, DLC compatibility, household checks, and cooldowns.
Steam Families is a major improvement over the old Steam Family Sharing system: a household can combine eligible games from up to six Steam accounts, and members can play different shared games at the same time without exchanging passwords. The catch is just as important: one owned copy still supports only one active player at a time. If two people want to play the same game simultaneously, the family needs two copies.
Steam Families also combines library sharing with parental controls. It is designed for a household of close family members, not as a general-purpose way for unrelated friends to pool accounts. Games remain owned by the account that purchased them, and publisher, region, operating-system, DLC, subscription, and account requirements can still prevent sharing.
What Steam Families changes
Steam Families replaces the separate Steam Family Sharing and Steam Family View features with one family-management system. A family can contain up to six members, and it can be managed through the Steam client, a mobile device, or a web browser.

Once members join, eligible games owned by one member appear in a family-library section for the others. Each person continues to use their own Steam account, so achievements remain attached to the player who earns them. Ownership does not move between accounts, and Steam Families does not merge accounts or combine their game progress.
- Ownership: stays with the account that bought the game.
- Access: eligible family members can launch shared games from their own accounts.
- Achievements: earned on the individual player’s account.
- Saves: generally remain account-specific, but compatibility depends on the game and its save system.
- Family size: up to six members, subject to Steam’s household and cooldown rules.
The two-copy rule: different games are fine, the same game is not
The biggest practical change is concurrent play. Members can play different games from the family’s combined libraries at the same time. For example, one person can play a game owned by one family member while another plays a different game owned by someone else.
That does not turn one purchase into unlimited simultaneous licenses. A single owned copy of a game can be used by only one family member at a time. If another person tries to launch that same game while the available copy is in use, the game will be locked until the copy is released.
Steam’s Portal 2 example illustrates the rule: one family-owned copy supports one active player, while two family-owned copies support two players at the same time. If your household regularly plays the same multiplayer or co-op title together, each simultaneous player needs an owned copy.
Steam may choose between multiple family-owned copies. If several members own the same game, it can ask which copy should be used and remember that choice. If the preferred copy is busy, Steam may use another family copy with identical DLC. Different DLC configurations can trigger a prompt to switch copies, and Steam warns that saves may not work correctly when moving between different DLC configurations.
Steam Families does not share everything
The family library is an eligibility-based view, not a guarantee that every game on every account will be available to every member. Steam and the game’s publisher can exclude content for several reasons.

Steamworks documentation says sharing is enabled by default for Steam games and DLC, but developers can account for shared-copy behavior or opt out. This matters for games with consumable DLC, separate moderation systems, or other features where the developer needs to distinguish the purchaser from a shared player.
If a game is missing or appears locked, check the game’s Family Sharing availability and whether another family member is currently using the available copy. A missing title is not necessarily a setup failure.

DLC is more complicated than the base game
A player does not automatically receive every piece of DLC owned by every family member. DLC is available only when the publisher has marked it as shareable, and access follows the lending member’s copy.
Different ownership combinations can also affect the experience. If the player owns the base game but not its DLC, Steam may use a family member’s shareable DLC. If the player owns the base game and the lending member owns a different edition or DLC package, Steam may prevent access to certain combinations or ask the player to switch copies.
Before relying on a shared game for a long campaign, check whether the relevant DLC is shareable and keep in mind that saves created with one DLC configuration may not behave correctly with another.
Household requirements and one-year cooldowns
Steam describes Steam Families as a feature for up to six close family members in one household. Invitations are not guaranteed to work for every group of accounts. Steam may reject an invitation when account activity does not indicate that members belong to the same household, when an account is still subject to a previous-family cooldown, or when the specific family slot has not become available.

That conclusion follows from Steam’s stated household purpose, same-household checks, and cooldown design; it does not mean every nontraditional household will automatically be rejected.
The cooldown rules are especially important:
- An adult must wait one year from joining a previous family before creating or joining another one.
- When a member leaves, the vacated family slot has a one-year cooldown before another person can occupy it.
- If someone leaves accidentally, they can rejoin their previous family without waiting if that family has fewer than six members.
- A child cannot leave independently. An adult family member or Steam Support must remove the child.
Do not create a family casually to test it with friends. A mistaken invitation or departure can affect the account or slot for a substantial period.
What happens when someone else is playing?
The answer depends on whether the players want different games or the same game:
- Different games: members can generally play at the same time using eligible games from the combined family libraries.
- The same game, one copy: the second player must wait until the copy is available.
- The same game, two copies: two family-owned copies can support two simultaneous players, subject to the game’s eligibility and DLC configuration.
- Unavailable title: investigate publisher restrictions, third-party requirements, regional availability, operating-system support, private status, and whether another member is using the only copy.
Offline play is possible for a shared game when that game supports Family Sharing, but it is not a universal offline guarantee. The game’s own technical requirements and Family Sharing eligibility still apply.

Parental controls are part of the same system
Steam Families is not only a library-sharing feature. Adults can manage invitations and family restrictions, while child accounts can be given controlled access to games and Steam features.
Available controls include:
- Permission to access selected games.
- Restrictions on the Steam Store, community features, and chat.
- Playtime limits.
- Playtime reports.
- Approval requests for extra playtime or access to restricted features.
- Recovery of a child’s account under Steam’s eligibility rules.
A child can also request that an adult pay for a shopping cart. After the adult approves the request, the purchased games are added directly to the child’s account rather than merely being borrowed from a parent’s library.
Steam says an adult can recover a child account after the child has been a family member for at least 30 days. Existing Family View settings transfer into Steam Families’ parental controls when the child account is added, although the old Family View PIN is removed.
Sharing a parent’s game is not the same as buying it for a child
If a child plays a parent’s shared copy, the child is using access granted through the family. If the game is purchased for the child’s own account, ownership and future access belong to that child account. Progress, achievements, and saves cannot be transferred to a newly created child account because they remain tied to the original Steam account.

Steam Families is safer than handing another person your account credentials because each member uses their own account and receives an invitation-based role. You should still invite only people you trust and never share your Steam password.
Steam warns that if a family member cheats or commits fraud while playing a shared game, the owner of the shared license may lose Steam Family privileges and the owner’s account may receive a VAC ban. Granting access therefore carries real risk: the purchaser remains responsible for the account and license even when another family member is the person playing.
Use Steam’s family invitation and adult/child controls instead of signing in on someone else’s device or giving them your login information. For account security, use Steam’s official sign-in flow and verify that you are on a Steam-controlled domain before entering credentials.
How to decide whether Steam Families fits your household

Bottom line
Steam Families makes household sharing considerably more practical: up to six members can use their own accounts, keep their own achievements, and play different eligible games concurrently. It does not remove the underlying license limits. One copy means one active player, publisher exclusions still apply, DLC and saves can vary, and membership changes can trigger one-year cooldowns.

Use Steam Families for a stable, trusted household with compatible libraries. Do not treat it as unlimited game sharing, a regional workaround, a replacement for buying a second copy, or a reason to give anyone your Steam password.
